Autism Ontario Durham Region
John Higo, President, Autism Ontario Durham Region, appeared before Council to
provide an outline of the Ontario Autism Program and the impact on residents within the
Region. Through the aid of a power point presentation, he provided an overview of the
highlights of the Province's new program, indicating concerns that this will include the
removal of children under 5 on the Intensive Behavioural Intervention (IBI) wait list. He
also outlined the assessment and eligibility guidelines and funding.

Repair and Maintenance of Municipal Fences
Council Decision
That Council direct staff to prepare an asset management plan and financial
strategy for the maintenance, repair, and replacement of municipal fences in
2016 for Council consideration;
2. That funding be considered through the annual budget process in the Current
Budget for the repair and maintenance of municipal fences along road
allowances and other City lands;
3. That a funding strategy for City fence replacement be developed and
implemented for future Capital Budgets based on the criteria of safety and
structural condition;
4. That City of Pickering staff initiate discussion with Region of Durham staff on the
responsibility and funding of maintenance, repair and replacement of noise
attenuation and screen/privacy fences along Regional Roads;
5. That Council direct City Development and Engineering & Public Works staff to
review the placement of fences in future developments, especially the Seaton
Community in order to minimize future costs; and
6. That a copy of Report ENG 08-16 be forwarded to the Region of Durham for
information.

Proposed All -way Stop Control, Liverpool Road and Wharf Street
Council Decision
1. That the attached draft by-law be enacted to amend Schedule 7" to By-law
6604/05 to provide for the regulation of stop signs on highways or parts of
highways under the jurisdiction of The Corporation of the City of Pickering,
specifically to address the proposed installation of an all -way stop control at the
intersection of Liverpool Road and Wharf Street, and
2. That the appropriate officials of the City of Pickering be authorized to take the
necessary actions as indicated in this report.

Council Decision
That Report FIN 08-16 of the Director, Corporate Services & City Solicitor
regarding the 2016 tax rates be received;
2. That the 2016 tax rates for the City, of Pickering be approved as contained in
Schedule A of the By-law attached hereto;
3. That the tax levy due dates for the Final Billing be June 28, 2016 and September
28, 2016 excluding the industrial, multi -residential and commercial realty tax
classes;
4. That for the year 2016, the City shall levy upon designated Universities and
Colleges an annual tax at the prescribed amount for each full-time student
enrolled in the University or College, as determined by the Minister of Training,
Colleges and Universities, payable on or after July 1st

a) To Express Concern to the Ministry of Environment and Climate Change
regarding Strada Aggregates' Proposal for the Approval of Mobile Crushing
and Screening Units, and related Environmental Concerns

Whereas Strada Aggregates located at 81 Notion Road in the Town of Ajax, in the
Region of Durham, in the Province of Ontario have an application before the Ministry of
Environment and Climate Change seeking approval of mobile crushing and screening
units related to their aggregate producing company.
Whereas emissions to the atmosphere include particulate matter and products of
combustion such as nitrogen oxides.
Whereas Pickering residents in the vicinity of Strada Aggregates have already
expressed issue with being impacted by the high level of dust and noise.
Whereas it is now before the Ministry of Environment and Climate Change, and the
Ministry of Municipal Affairs Environmental Registry to post any proposals that may be
environmentally significant.
Whereas the City of Pickering is concerned about the impacts to its area residents and
wish to express their concern about this application to the Ministry of Environment and
Climate Change.
Now therefore be it resolved that this Notice of Motion be forwarded to the Application
Assessment Officer at the Ministry of Environment and Climate Change, Ministry of
Municipal Affairs, the Region of Durham, the Town of Ajax, and Local Members of
Provincial Parliament expressing the City's concern about the environmental and health

b) Rail Safety

Whereas matters of rail safety is a priority to Transport Canada under the. Railway
SafetyAct.
Whereas it is illegal to be on any railway property without lawful authorization under the
Railway Safety Act.
Whereas the Lakeshore CN Rail runs abutting to the populated urban area of Pickering.,
Whereas sections between -Whites Road and Liverpool Road.lack any form of -fencing
that would prevent access onto -the rail lines.
Whereas sections of rail west of Liverpool Road along Bayly Street are less than three,
metres from both pedestrian sidewalks and bus stops.
Whereas the lack of fencing poses a public safety risk to the residents of Pickering.
Now therefore be it resolved that the City of Pickering request Transport Canada to
direct CN to erect;chain link fencing along the entire CN Corridor abutting Bayly Street
between Whites Road East and Liverpool.Road.

Whereas Metrolinx is currently undertaking two reviews as part of The Big Move
Transportation Master Plan.
Whereas both the third rail enhancements for the Rouge Hill GO Station and the
potential GO Rail Electrification on the Lakeshore East Corridor which runs parallel to
the City of Pickering urban area is intended to improve passenger service and help
reduce road congestion and gas emissions.
Whereas it will also result in a negative impact on the abutting residents and businesses
as a result of noise associated with increased rail service.
Whereas there are many innovative and creative measures that can be used to help
minimize the impact of noise associated with rail service.
Now therefore be it resolved.that the City of Pickering request Metrolinx to incorporate
into their projects within the City of Pickering Lakeshore Rail system, the introduction of
noise attenuation features such as walls, living walls, trees, berms or a combination of
same.
And that copies of this resolution be forwarded. to J. Robert S. Prichard, Chair,
Metrolinx, The Honourable Steven Del Duca, Minister of Transportation, Joe Dickson,
MPP, Ajax -Pickering, and The Honourable Tracy MacCharles, MPP, Pickering -
Scarborough East.

Unfair Treatment of Children with Autism Spectrum Disorder
and Their Families
A discussion period ensued with Members noting their concerns over the new Provincial
regulations with respect to the changes in funding for children with Autism Spectrum
Disorder and the resulting financial impacts to parents.

Whereas the Provincial Government and Ministry of Child and Youth Services
announced $333 million over five years for Autism Spectrum Disorder (ASD).

Whereas eliminating a wait list for Early Intensive Behaviour Intervention (EIBI) for the
youngest children means families will have access to important treatment sooner.
However families who have been on the waiting list for Intensive Behavioural
Intervention (IBI) services for many years are being doubly penalized by not having had
access to the best early intervention for their children and by learning they will now not
receive this service by being discharged from the waiting, list.
Whereas IBI therapy costs. roughly $50,000 per year, per child. For the many children
who are now being taken off the wait lists or phased out of programs, the service will be
replaced by a one-time funding of $8,000 per child, equivalent to roughly two months of
IBI therapy, to obtain services while transitioning to school and public supports —
services that are not related or compare to IBI.
Whereas concerns from Autism experts, service providers and other advocates,
condemn the government's new strategy.
Whereas as with these proposed changes in funding, the Province has acted in a
manner contrary to the values of Ontarians "the value that Ontarians place on caring,
supporting and investing in the most vulnerable members of our community" and is
acting contrary to the United Nations Charter of Rights of Persons with Disabilities,
"persons with disabilities have the right to the enjoyment of the highest attainable
standard of health without discrimination on the basis of disability" and also states that
people have a right to the services specifically required for the management of their
disability. These clauses are inclusive of all people, not just the ones the government
sees fit.
Whereas other advocates expressed profound disappointment that the new "autism
strategy' announcement contained no details whatsoever for either school or adult
programs.
Now therefore be it resolved that the Council for the City of Pickering:
Stress to the Government of Ontario and the Ministry of Child and Youth
Services the immediate need to reinstate adequate funding for children in need
of IBI Therapy regardless of age.
2. Provide copies of this motion to The Honourable Kathleen Wynne, Premier of
Ontario, The Honourable Tracy MacCharles, Minister of Child and Youth
Services, MPP, Patrick Brown, Leader of the Conservative Party of Ontario and
MPP, Andrea Horwath, Leader of the Provincial New Democratic Party.
3. And copies to be forwarded to Durham Regional Council, York Regional Council,
Peel Regional Council and the City of Toronto requesting endorsement of this
motion.

Fort McMurray Wildfire Support
Whereas the media reports that Fort McMurray's wildfire has become Canada's largest
natural disaster.
Whereas the wildfire has grown to an area of about 200,000 hectares (500,000 acres)
in size, about three times the area of the City of Toronto.
Whereas the population of Fort McMurray of about 88,000, about the same size as the
City of Pickering, has been evacuated from the town, with many living in temporary
shelters, some evacuated more than once, over 1,600 structures in Fort McMurray have
been completely destroyed, many of these homes, and residents may not be able to
return to the town for months. The losses have been estimated at $9 billion.
Whereas Canadians have been shocked and moved by the devastating impact of the
wildfire, the visuals and stories of the impacts to residents, and the efforts of fire
fighters, other first responders, and volunteers to address this emergency.
Now therefore be it resolved that the City of Pickering express its thoughts and prayers
for all those impacted and hope for a quick and safe return to their homes and lives.
That the City of Pickering donate $5,000 to the Fort McMurray relief efforts through an
appropriate organization such as the Red Cross or Association of Municipalities of
Ontario with the additional intention to result in the matching contribution from the
Government of Canada.
That this motion under an appropriate covering letter from the Mayor be copied to the
Mayor of Fort McMurray.

Whereas the Provincial Government implemented the Stronger Protection for Ontario
Consumers Act in April 2015 to address, among other things, aggressive and
misleading .door-to-door sales tactics;
Whereas Ontarians over the last twelve months continue to experience unsolicited,
aggressive and misleading sales tactics at their door from companies seeking to sell
home energy products, despite this provincial legislation;
Whereas the door to door agents acting on behalf of these companies misrepresent
their purpose and/or identity, often posing as utility inspectors and government agents
needing to gain access to the homes of Ontarians;
Whereas people across Ontario, have been targeted by these door-to-door
misrepresentations. and misleading sales tactics;
Whereas one such company has been recently charged with 142 breaches of the
Consumer Protection Act due to this fraudulent and misleading sales conduct,
previous attempts by the Province to protect Ontarians have failed;
Where the Province has implemented a ban on door-to-door sales for electricity and
natural gas contracts by passing the Strengthening Consumer Protection and
Electricity System Oversight Act, 2015;
Now therefore be it resolved that Council:
1. Urge the Provincial Government to ban all door-to-door sales in the home
services sector (more specifically the sale or lease of HVAC equipment, water
heaters, water filtration systems and other related home energy products and
services by door-to-door sales agents) as soon as possible, and before the
spring session of the Ontario legislature concludes;

2.. Issue an Altert via News Release and other forms of communication to
Pickering residents to warn them about ongoing door-to-door sales activities,
and encourage Pickering residents to sign the online petition at Change.org;
3. - Encourage other GTA and Region. of Durham municipalities to join with
Markham and Pickering in calling on the Province to act;
4. That staff be authorized and directed to do all things necessary to give effect to
this resolution.

the June Council meeting with respect to Metrolinx plans for noise attenuation along
the lakeshore east/west corridor through the City of Pickering.

with respect to property tax deferrals for senior citizens and persons with disabilities.
