This Procedure is also intended to ensure and require that all employees are familiar with the Occupational Health& Safety Policy of the City (HUR 130), and that the fundamentals of the health and safety program are implemented and clearly communicated to and understood by every employee. Index 01 Definitions 02 Procedures 01 Definitions 01.01 First Aid Attendant — The First Aid Attendant is the person responsible for a first aid station. The First Aid Attendant has the. following duties: a) responding to first aid situations and rendering that aid when required; and b) ensuring communications are operational at non -typical sites. 01.02 First Responder - A First Responder is a person within a workplace designated to be the first response to serious injuries and incidents. A First Responder has the responsibility to organize and manage the response to such an incident, and to direct the contact of emergency services personnel. A First Responder may also perform the functions of a First Aid Attendant. 01.03 Joint Health and Safety Committee (JHSC) — Is a workplace committee of the City required by the Occupational Health & Safety Act, with the duties and authority designated by that Act, and consisting ofat least four members at least half of which must be members representative of workers. 01.04 Supervisor — A supervisor is a person in authority at a workplace who is competent to direct others in the performance of work. 02 Procedures 02.01 General Principles Occupational health and safety training is required for all workers of the City of Pickering. The primary purpose of such training is to ensure that all workers of the City are aware of the requirements of the Occupational Health & Safety Act and related regulations, any other applicable legislation, and all Policies and Procedures of the City that apply to the health and safety performance of work. Training shall be both general, in respect of legal and procedural requirements that apply to all workers of the City, and specific, in respect of the nature of the individual worker's duties. Written records of all training must be maintained. Such records must include the name of the person trained, the person who provided the training, the date that training was provided, and details of the training provided. Procedure Title: Organizational Health & Safety Training, Page 2 of 6 Procedure Number: HUR 130-022 02.02 Senior Management, Manager, and Supervisor Training The Chief Administrative Officer, members of Management Board, and all Directors and Division Heads, Managers and Supervisors must be provided basic occupational health and safety training on an annual basis. Such training will include an orientation of the duties of a supervisor under the Occupational Health & Safety Act. Each Director and Division Head, Manager and Supervisor will also be provided with specific health and safety training relevant to his or her area of responsibility. 02.03 Occupational Health and Safety Orientation Every worker of the City, upon the commencement of his or her employment, will be required to undergo orientation training that includes occupational health and safety training. Such training must include: a) an orientation of the roles and responsibilities of the worker under the Occupational Health & Safety Act and related regulations; b) an orientation of the roles and responsibilities of the worker under the Workplace Safety & Insurance Act; c) the use and purpose of Health & Safety bulletin boards; d) appropriate workplace hygiene; e) hazard reporting; f) accident and incident reporting; g) workplace health management information systems (WHMIS) training [including orientation to Material Safety Data Sheets (MSDSs)]; h) proper equipment use and maintenance; and Procedure Title: Organizational Health & Safety Training Page 3 of 6 Procedure Number: HUR 130-022 i) use of personal protective equipment. 02.04 JHSC Certified Members At least one member of the JHSC representing workers and at least one member of the committee representing the employer must complete health and safety certification training, as established by the Ontario Workplace Safety & Insurance Board (WSIB). 02.05 Conducting Inspections Only a certified member of the JHSC may conduct monthly inspections of the workplace required by the Occupational Health & • Safety Act. 02.06 Regular Health and Safety Meetings Every supervisor or team leader who is charge of a workplace shall conduct regular periodic meetings with workers at that workplace to review any hazards in the workplace and to reinforce all safety requirements for the performance of work on that site. The frequency of such meetings should be appropriate to the degree of risk or the types of hazards that may be present at the worksite but should be not less frequent than once every three months. The supervisor must maintain a record of the meeting, including a list of any issues discussed, and a list of all attendees at the meeting. If any worker is unavailable or unable to attend the meeting, the supervisor must address any hazardous issues with that worker as soon as possible following the meeting. 02.07 Tailgate Health and Safety Meetings A supervisor in charge of a construction worksite must, at the beginning of every work shift, conduct a meeting with all workers present on the site (including contractors and subcontractors) to review any hazards applicable to the site and to reinforce all safety requirements for the performance of work on that site. Procedure Title: Organizational Health & Safety Training Page 4 of 6 Procedure Number: HUR 130-022 The supervisor must maintain a record of the meeting, including a list of any issues discussed and a list of attendees at the meeting. 02.08 First Aid Attendants and First Responders Any worker who is designated as a first aid attendant must complete first aid and cardio -pulmonary resuscitation (CPR) training equivalent to the basic first aid training provided by the Red Cross. First Responders must complete more advanced first aid training including training in basic first aid and CPR, and Automated External Defibrillation (AED) training. 02.09 Critical and Fatal Incident Response Team All members of the critical and fatal incident response team must be provided annual training on the processes and procedures to be followed in the event of a critical or fatal incident. 02.10 Confined Space Entry Every worker who may be required to enter a confined space shall be trained in confined space hazards, entry procedures, equipment, devices and personal safety. A person who has not completed confined space entry training shall not be permitted to enter a confined space for any reason. 02.11 City Vehicle Safety Training Every worker who is required to operate a City vehicle must maintain a valid license to operate the vehicle. The worker must also complete annual training on the safe use of City vehicles. 02.12 Traffic Safety Training Every worker who may be required to work on a roadway for which a traffic control plan is required, must be provided with training in traffic control procedures. This training will include an orientation to the City Procedure HUR 130-013 respecting Traffic Control for Employees' Safety, traffic control plans, the use of a signaller, and personal protective equipment for traffic control. Procedure Title: Organizational Health & Safety Training Page 5 of 6 Procedure Number: HUR 130-022 02.13 Heavy Equipment Operators Only a person who has the appropriate licence, training and/or experience may operate heavy equipment. Every worker who is required to operate heavy equipment will be provided with training on the safe use of that equipment on at least an annual basis and, in any event, before the first use of such equipment. Such training will include instruction on how to conduct a pre -use safety and maintenance check of the equipment. 02.14 Recreational Centre and Pool Safety Training All workers who are assigned to work in the Recreational Centre, including those workers who are required to work in the pool area of the centre, will be provided with training specific to hazards and health and safety procedures for the centre. Workers who are assigned to work in the pool area will be provided with training on pool safety, first aid and emergency responses. No worker may enter the pool area who has not received such training. 02.15 Training Records Copies of all training records must be maintained by the person providing the training, and a copy provided to the Coordinator, Health & Safety. 02.16 Coordination of Training All orientation training and annual training programs must be developed by or with the assistance of the Coordinator, Health & Safety.
