Index 01 Definitions 02 Procedures 01 Definitions 01.01 Operator — A person who operators a vehicle, machine or equipment on a work site. 01.02 Signaller— A competent person assigned to direct an operator while the operator is operating a vehicle, machine or equipment.in reverse, and who is assigned to ensure the safety of the operator, other workers and property while the vehicle, machine or equipment is operating in reverse. 02 Procedures 02.01 General Standard Whenever any material or articles must be lifted, carried, transported, moved, stored or conveyed by a machine, prime mover or transmission equipment, the work must be performed in a way and manner and with appropriate precautions and safeguards so as not to endanger the safety of any employee. 02.02 Manual Lifting Materials, articles and things required to be lifted, carried or moved manually by workers will be done in such a way and in such a manner that will not endanger workers. Workers will utilize lifting and carrying techniques that place minimum stress on the worker's body. Lifting aids and carrying devices must be used whenever it is possible to do so. For example, lift carts, hand carts, and dollies must be used when it is possible and appropriate to do so. Proper lifting techniques must also be used, and include but are not limited to the following: a) a worker should bend at the knees and not at the back whenever lifting from floor level; b) a worker should avoid twisting at the torso while carrying, placing or retrieving an object; c) a worker should not exceed his or her strength limits, and should always seek assistance in lifting objects that exceed 20 lbs; d) a worker should be aware of the weight of an object before attempting to lift it; and e) a worker should be familiar with any lifting devices or assists that are available, including ladders and platforms, as well as other lifting assistive devices. 02.03 Transportation, Placement and Storage Materials, articles or things that are to be transported, placed or stored, must be so done so as not to tip, collapse or fall and so that they may be removed in a manner that will not endanger the safety of any worker. In particular, objects must not be placed or stored in such a manner as to make the retrieval of that object dangerous for another worker. Procedure Title: Material Lifting and Handling Page 2 of 4 Procedure Number: HUR 130-019 02.04 Securing Machinery, Equipment, and Loads All machinery, equipment, materials, articles or things that are to be transported, moved, stored or conveyed that may tip or fall must be secured so as not to endanger the safety of any worker. Loads that are to be moved or transported with the use of powered equipment must be properly secured before transportation to ensure that they do not become loose or at risk of tipping over, falling off the equipment, or shifting in such a manner that may make the unloading unsafe for a worker. 02.05 Vehicle Lifts or Transportation Objects that are too heavy to move manually, or with the use of manual assistive devices, must be moved with a powered vehicle lift, including hoists, overhead gantry cranes, lift trucks, and portable cranes. Only workers who are trained, certified or licensed to operate such a vehicle may do so. No machine, prime mover or transmission equipment used to transport, move or convey material, articles or things should be left unattended unless it is immobilized and secured against accident movement. 02.06 Hazardous, Flammable and Explosive Materials Special care should be taken whenever moving hazardous, flammable or explosive materials. A worker who is required to move, transport, place or store any such materials should be aware of the type of materials to be moved, the risks associated with movement of the materials, and any precautions required during the movement of such materials. All precautions recommended by the manufacturer of such materials must be followed. 02.07 Moving Cylinders Cylindrical objects stored on their side must be blocked, wedged or secured to prevent motion that may endanger a worker. Procedure Title: Material Lifting and Handling Page 3 of 4 Procedure Number: HUR 130-019 02.08 Use of Signaller Where the operator of material handling equipment does not have a full view of the intended path, the operator must be assisted by a signaller who is a competent person and who is stationed: a) in full view of the operator; b) with a full view of the intended path of the vehicle, mobile equipment, crane or similar material handling equipment and its load; and c) clear of the intended path of travel of the vehicle, mobile equipment, crane or similar material handling equipment and its load.
