Procedure Objective
The objective of this procedure is to ensure that all employees working on, in or near
water, including flood spills and frozen waterways, take all reasonable precautions to
protect against drowning and to address emergency situations that may arise in the
course of the work.

01.01 Lifejacket — means a personal flotation device that provides
buoyancy adequate to keep an employee's head above water, face
up, without effort by the employee.
02 Procedures
02.01 When Lifejacket Must Be Worn
Whenever an employee is working on or near water where there is
a risk of drowning, that employee must wear a lifejacket. The
assessment of whether there is a risk of drowning must be made
based on the environment and other safety precautions available to
the employee and must not be made based on the employee's
skills as a swimmer.
02.02 Swimming Pool Workers
Employees who work in close vicinity to a swimming pool, and in
particular those who work on the pool deck, must remain behind a
marked yellow line behind the edge of the swimming pool.
If it is necessary for an employee to be closer to the pool edge, that
employee must war a lifejacket. Exceptions to this rule are if the
employee is a swimming instructor or if the employee is a lifeguard.
At no time shall a swimming pool worker move closer to the pool
edge than the market yellow line if that worker is alone in the area
of the swimming pool.
02.03 Rescue Procedures
If there is a risk that an employee may drown while working on a
project or at any worksite, including at a recreational complex that
includes a swimming pool, the following precautions must be in
place:
a) at least two employees trained to perform rescue operations
must be available onsite to perform rescue operations in the
event of an emergency situation;
b) rescue equipment must be available at a location at or near the
project or worksite to ensure that a rescue of an employee in
distress can be effectively and quickly provided; and
c) every employee who is working on the project or at the worksite
must be trained on the rescue procedures that are to be
followed, and must also be trained on his or her role in carrying
out a rescue.

02.04 Alarm Systems
Rescue equipment must include an alarm system that is capable of
warning other employees of the necessity of carrying out a rescue
operation. The nature of the alarm system will depend on the work
environment in which a rescue may need to be carried out. The
alarm must be audible to any employee who is required to carry out
the rescue, and must be clearly identifiable as a rescue alarm.
