The procedure is intended to identify responsibilities of Directors, supervisors and employees in order to reduce the risk of death or personal injury, provide for safety, care and comfort of employees, reduce and minimize damage to property, equipment and inventory, and accelerate the resumption of normal operations. Index 01 Definitions 02 Procedures 01 Definitions 01.01 Emergency — An emergency is any serious incident where the health or safety of one or more individuals in the workplace is in jeopardy. An emergency may include, but is not limited to: a) bomb threats; b) critical injury (as defined in the Occupational Health & Safety Act) or illness (including heart attacks, strokes, seizures, choking, etc.); c) explosions; d) fire; e) severe weather; and f) suspicious mail. 01.02 Staging/Assembly Areas - A staging area is an area that an employee must report to following a partial or full evacuation from the work location. The staging area must be designated in advance of an emergency, and every employee should be aware of the staging area that applies to him or her. Once all employees in the group are accounted for, the supervisor will direct employees to report to an assembly area for further instructions. 02 Procedures 02.01 Facility Crisis and Emergency Procedures Each facility must develop and maintain a Crisis and Emergency Response Plan that is specific to that facility. Each such plan must set out instructions respecting the following: a) an initial person within the facility to contact and notify of the emergency; b) Emergency Services and "911" contact procedures; c) identification of First Responders as persons in charge of the emergency response; d) procedure for the identification of a call person and a control person; e) initial assessment of the situation and decision making by the person in charge; f) first aid treatment for persons who are injured; g) contact and communication; Procedure Title: Emergency Response and Evacuation Page 2 of 5 Procedure Number: HUR 130-016 h) evacuation procedures; i) contact procedures for family members of injured persons; and j) communication guidelines for contact with media. 02.02 General Responsibilities of Directors It is the responsibility of the applicable Director to administer the provisions of the emergency plan that is specific to the facility. Additionally, that person has the authority to delegate responsibilities under the plan where appropriate. It is the responsibility of the applicable Director or the designate, and he or she has the authority to: a) communicate with and notify the appropriate outside agencies to deal with and respond to emergency situations (e.g., fire and police departments, ambulance, etc.); b) assess the situation to determine whether or not it is necessary to activate emergency procedures, including partial or full evacuations; c) delegate responsibility for emergency operations; and d) notify the Chief Administrative Officer and keep him informed of the status of emergency situations. 02.03 Training and Orientation of Staff It is the responsibility of the applicable Director; a) to ensure supervisors have been familiarized with the emergency plan (and evacuation procedures) as it pertains to their specific work areas; b) to ensure that workers are accounted for at staging and assembly areas; and Procedure Title: Emergency Response and Evacuation Page 3 of 5 Procedure Number: HUR 130-016 c) to ensure the provisions of the emergency plan are reviewed with workers annually. 02.04 Responsibilities of Supervisors It is the responsibility of supervisors: a) to ensure workers under their supervision are familiar with the provisions of the emergency plan; b) to ensure workers under their supervision are instructed as to the location of emergency exits, evacuation routes, staging and assembly areas and telephones; c) to carry out emergency plan responsibilities as assigned; and d) to account for each worker under his or her supervision and report this information to the appropriate manager if an evacuation is required. 02.05 Responsibilities of Employees It is the responsibility of each employee: a) to report to their immediate supervisor, or any available supervisor, the conditions or circumstances that exist or may lead to the existence of an emergency; b) if trained in the use and application of first-aid, artificial respiration, firefighting techniques or rescue operations, to respond to and provide assistance in emergency situations under the direction of a supervisor; c) where applicable, to evacuate the building/property by the closest and safest exit in an orderly fashion under the direction of a supervisor, or upon hearing the designated emergency signal; d) to report directly to the appropriate staging and assembly areas following evacuation; and Procedure Title: Emergency Response and Evacuation Page 4 of 5 Procedure Number: HUR 130-016 e) to remain at the pre -determined assembly area until further instructions are provided by supervision. 02.06 Emergency Command Centre Each work location must have a designated emergency command centre for purposes of co-ordination and communication in the event of an emergency. An alternate command centre must also be identified in the event that the first command centre is compromised, depending on the nature of the emergency.
