HomeMy WebLinkAboutHUR130-002 First AidCity o0 PICKERING CITY PROCEDURE Procedure Title: First Aid Procedure Number: HUR 130-002 Reference: Occupational Health & Safety Act Workplace Safety & Insurance Act Date Originated: January 30, 2009 Date Revised: Approval: Chief Adm IF- e Officer • Point of Contact: Coordinator, Health & Safety Procedure Objective The objective of this procedure is to ensure that all employees have access to first aid supplies and trained personnel necessary to deal with injuries requiring first aid assistance, and to ensure that such supplies and personnel are available in every City facility, construction project, remote worksite, vehicle and mobile equipment. Index 01 Definitions 02 Procedures 01 Definitions 01.01 First Aid Attendant — The First Aid Attendant is the person responsible for the first aid station. The First Aid Attendant has the following duties: a) responding to first aid situations and rendering that aid when required; and b) ensuring communications are operational at non -typical sites. 01.02 First Responders —A First Responder is a person within a workplace designated to be the first response to serious injuries and incidents. A First Responder has the responsibility to organize and manage the response to such an incident, and to direct the contact of emergency services personnel. A First Responder may also perform the functions of a First Aid Attendant. 01.03 Non -typical Worksites - Non -typical worksites may include construction sites, temporary worksites or mobile operations such as outside maintenance crews. 01.04 Supervisor — A supervisor is a person in authority at a workplace who is competent to direct others in the performance of work. 02 Procedures 02.01 Location of First Aid Kits and Stations All regularly occupied City premises will be equipped with an appropriate first aid station consisting of a first aid kit and eye wash station, as well as a copy of a Material Safety Data Sheet (MSDS) binder and a copy of the Occupational Health & Safety Act. All City vehicles and equipment will carry an appropriate first aid kit. Any person who operates a City vehicle must confirm at the beginning of each use that the first aid kit is in the vehicle. Vehicle kits should be inspected after each use of the kit, and at least once per month. All City construction projects or remote worksites will have an appropriate first aid station, trained first aid person in attendance and means of communication for summoning emergency medical services. All first aidstations must be located where there is easy access for prompt treatment of employees. The station must be highly visible and locations communicated to employees. Procedure Title: First Aid Page 2 of 6 Procedure Number: HUR 130-002 02.02 First Aid Kit and Station Content and Equipment All first aid stations will include a first aid kit appropriate to the number of employees as defined in section 02.04 and, with the exception of vehicle kits, will require an eye wash station, a health and safety bulletin board, an Injury Treatment Record form, and MSDSs for chemicals used on site required under the City Procedure HUR 130-005 Hazardous Materials (WHMIS). All first aid kits will be inspected for content and condition on a monthly basis by a contractor engaged by the City. A record of inspections will be attached to the kit and initialled by the person inspecting the kit. 02.03 Responsibility for First Aid Station All first aid stations will be in the charge of an individual who holds a valid St. John's Ambulance Standard First Aid Certificate or equivalent and works in the immediate vicinity of the first aid station. 02.04 First Aid Kit Requirements First aid kit requirements are based on the number of employees regularly working at the place of employment. Reputable suppliers will confirm that their kits conform to the requirements set out in the Workplace Safety & Insurance Act, 1997. The requirements are as follows: 1 to 5 employees • a current edition of a standard St. John Ambulance First Aid Manual; • 1 card of safety pins; • 12 adhesive dressings individually wrapped; • 4 sterile gauze pads, 3 inches square; • 2 rolls of gauze bandage, 2 inches wide; • 2 field dressings, 4 inches square or 2 four -inch sterile bandage compresses; • 1 triangular bandage; • 1 pair scissors; • 2 pair latex or vinyl gloves; and • 1 CPR mask. Procedure Title: First Aid Page 3 of 6 Procedure Number: HUR 130-002 6 to 15 employees • a current edition of a standard St. John Ambulance First • Aid Manual; 1 card of safety pins; • 24 adhesive dressings individually wrapped; • 12 sterile gauze pads, 3 inches square; • 4 rolls of gauze bandage, 2 inches wide; • 4 rolls of gauze bandage, 4 -inches wide; • 4 sterile surgical pads suitable for pressure dressings, individually wrapped; • 6 triangular bandages; • 1 roll -up splint; • 1 pair scissors; • 2 pair latex or vinyl gloves; and • 1 CPR mask. 16 to 199 employees • a current edition of a standard St. John Ambulance First Aid Manual; • 24 safety pins; • 1 basin, preferably stainless steel; • 48 adhesive dressings individually wrapped; • rolls of adhesive tape, 1 inch wide • 48 sterile gauze pads, 3 inches square; • 12 rolls of gauze bandage, 1 inch wide; • 8 rolls of gauze bandage, 2 inches wide; • 8 rolls of gauze bandage, 4 -inches wide; • 8 sterile surgical pads suitable for pressure dressings, individually wrapped; • 12 triangular bandages • splints of assorted sizes; • rolls of splint padding; • 1 stretcher; • 2 blankets; • 1 pair scissors; • 2 pair latex or vinyl gloves; and 1 CPR mask. First Aid Manual; • 1 card of safety pins; • 16 adhesive dressings; • 6 sterile gauze pads, 3 inches square; • 4 rolls of 3 inch gauze bandage; • 2 sterile surgical pads suitable for pressure dressings, individually wrapped; • 12 triangular bandages; • 1 pair scissors; • 2 pair latex or vinyl gloves; and • 1 CPR mask. 02.05 Eye Wash Stations All first aid stations will be equipped with a portable eyewash station. Eyewash solution bottles will be inspected as part of the monthly inspection program. The contractor hired by the City to inspect first aid stations will replace the solution at intervals suggested by the manufacturer as detailed on the container. Workplaces that utilize hazardous chemical or biological agents may require an eyewash station, which provides a 15 -minute continuous flush and meets the ANSI Z358.1-1990 Standard. MSDSs for the substances involved will indicate the requirement for such a unit. 02.06 Non -Typical Worksites Non -typical worksites require a first aid kit suitable to the number of employees as detailed above. The kit may be located in a vehicle which is on site at all times workers are present, in a job office or in another suitable location. The kit must be in the care of a person trained in Standard First Aid/CPR as detailed below and all employees must be made aware of the location of the kit. Non -typical worksites require a reliable means of communication to be on site for the purpose of summoning emergency assistance. All employees must know the location of the equipment and how to operate it. Procedure Title: First Aid Page 5 of 6 Procedure Number: HUR 130-002 02.07 Training All regularly occupied City workplaces will have an appropriate first aid station as described above which is under the supervision of a designated worker who works in the immediate vicinity of the station. The designated worker will hold a current certificate in Standard First Aid and CPR. First Aid and CPR Training may be provided to other City employees at the Manager's discretion. Only a person who is certified to perform CPR may do so. 02.08 Responsibility to Equip and to Supervise Managers are responsible to ensure that workplaces or worksites under their control are equipped with the appropriate first aid station and that the station is under the supervision of a suitably trained individual as detailed in the procedure. Supervisors are responsible to ensure the first aid station is maintained and attended as required by their Manager and this procedure. It is understood that in each department this responsibility may be delegated to an attendant or administrator within the department. Employees are required to report all injuries requiring first aid to their Supervisor and the First Aid Attendant. All first aid incidents must be recorded on the Injury Treatment Record form. 02.09 Defibrillators City facilities are equipped with at least one defibrillator.
