Approved See Recommendations #1 and #2 Mr. A. Paton, on behalf of Security-Benron, spoke in support of the Staff Recommended Pl an, but asked that a condition be imposed to provide for a financial contribution from the easterly abutting landowner with respect to road access to Finch Avenue. He stated that as the abutti ng 1 andowner benefi ts from thi s access, a contribution from them is reasonable and equitable. Approved, as amended in 18T-86061 to provide for a detailed tree planting program See Recommendations #3,#4,#5 and #6 Mary Rycroft, Fred Schaeffer Planning Group, spoke in support of the Staff Recommended Plan but expressed concern with the inclusion of Condition lOre) regarding a detailed tree preservation program. She stated that although some tree clearing has taken place, it has ceased and snow fenci ng has been erected to protect the area. She added that the applicant has met with the Planning, Parks and Recreation, and Public Works Departments regarding tree preservation and questioned the imposition of four inch caliper trees and the number of trees required. That Town Council recommends to Regional Council that Official Plan Amendment Application 87-46/P submitted by Twi ce Arena Limited on Part of Lot 21, Concession 1, Town of Pickering, to redesignate the subject property from "Community Services and Facilities" to an appropriate designation that permits a liquor store, medical office associated retail outlets and any uses permitted under the "Associated Industrial Facilities Area I" designation be APPROVED AS REVISED to only permit an expanded list of uses under the "Communi ty Servi ces and Facil iti es II desi gnati on as set out in Appendix No. I to Town Pl ann i ng Report No. 3/88. 1/88 8 '-" 7. 1. Delete section 21 in its entirety and replace it with the following: "21 Community Services and Facilities '-' (a) The Community Services and Facilities designation as illustrated on Schedule IA recognizes as permitted uses the existing fire hall on Bayly Street, the Don Beer Arena on Dillingham Road and the Art Thompson Arena on Bayly Street. (b) In addition, on the lands designated Community Services and Facilities that abut the Art Thompson Arena, uses that are oriented toward community and recreational services shall be permitted to be established. These uses shall include such facilities as assembly halls, professional offices, clubs, commercial-recreational establishments, commercial schools and scientific, research or medical laboratories. To ensure that all 1 ands in thi s area are developed in an integrated fashion, only one access to Bayly Street shall be permitted. II 8. That Town Council adopt the amendments to the Brock Industrial Area Development Plan as recommended in Appendix No. II to Town Planning Report No. 3188, and that the said amendments not become effective until the Ministry of Municipal Affairs approves the amendment to the Brock Industrial Area Community Plan as set out in Appendix No. I to Town Planning Report No. 3/88. 1. Add a new section lF as outlined below: "1F COMMUNITY SERVICES AND FACILITIES Permitted Uses (a) The existing fire hall on Bayly Street, the Don Beer Arena on Dillingham Road and the Art Thompson Arena on Bayly Street shall conti nue to be permitted uses. ON THE NORTH SIDE OF BAYLY STREET, WEST OF SANDY BEACH ROAD FILE NUMBER - B 2310 - OPA 87-46/P FILE NUMBER - B 2310 - A 44/87 ~ That Zoning By-law Amendment Application A 44/87 submitted by Twice Arena Limited on Part of Lot 21, Concession 1, Town of Pickering, to rezone the subject property from IIM1SII to an appropriate zoning to permit a liquor store, medical office associated retail outlets and any uses permitted under the IIAssociated Industrial Facilities Area III designation be APPROVED AS REVISED to only permit the development of community and recreational uses on the subject property, subject to the conditions outlined in Appendix No. III to Town Planning Report No. 3/88. 1. (c) That the applicant enter into an appropriate development agreement with and to the satisfaction of the Town that includes but is not necessarily limited to the following matters: (i) the provlslon of a sidewalk along Bayly Street in front of the property; and (ii) the applicant convey to the Town, at no cost to the Town and free and cl ear of all encumbrances, an irrevocable right-of-way for the purpose of vehi cul ar and pedestri an access between Bayly Street and the two properties located immedi ately to the west of the recently constructed building, across that portion of the existing access that is adjacent to the two abutting properties. 2. That the implementing zoning by-law: (a) establish a maximum gross leasable floor area limitation of 1,395 square metres for the recently constructed building on the site; (b) only permit uses such as the following: aassembly halls, professional offices, commercial clubs, commercial-recreational establishments, commercial schools, private clubs, public clubs and scientific, research or medical laboratories; and (c) establish a minimum parking stall size of 2.6 metres by 5.3 metres. Vaughan on lands being Part of Lots 13 and 14, Concession 7, Town of Pickering, to permit the establishment of a retirement lot which provides a frontage of 130 metres on Sideline 14 and an area of 0.8 hectares, subject to the following conditions: 1.
