(II) MATTERS FOR CONSIDERATION 1. HIGHBUSH COMMUNITY TRAFFIC STUDY FILE NUMBER - B 1000 "'-' In Planning Report 11/90, it is reconvnendations . based upon Priorities of the Totten Sims Hi ghbush Conmuni ty Traffic Study be adopted. recommended that the the Implementation Hubicki Associates' dated June 12, 1990 Approved as amended See Recommendation #1 Lloyd Cherniak, on behalf of Nugget Construction, spoke in favour of the report but expressed opposition to the Town acqui ri ng the necessary property to compl ete the connecti on of Waterford Gate to Woodvi ew Avenue. He stated thi s woul d result in substanti al costs to his client and to another landowner near the property. '-" 8/90 19 -... 1. Davi d Rei d, 1415 Rosebank Road, on behalf of the Rosebank Road North and Area Community Association, spoke in favour of the report but stated hi s opposi ti on to Rosebank Road between Sheppard Avenue and Hi ghway No. 2 bei ng four 1 anes wide and to the elimination of the jog at Sheppard Avenue and Rosebank Road. He requested a deferr.a1 of section 9(b) until an economical and social impact study has been done on roads abutting this study area. Betsy Gummow, 121 Twyn Rivers Drive, spoke in support of the recommendation and suggested that Twyn Rivers Drive west of A1tona Road could be a three lane road rather than four lanes. She stated the jog at Rosebank Road and Sheppard Avenue shoul d be el imi nated due to the number of accidents occurring at the intersection. 2. PHASE II OF THE HIGHWAY 2/WHITES ROAD NORTHEAST QUADRANT STUDY FILE NUMBER - B 1000 "'-' In Planning Report 12/90, it is recommended that the Hi ghway No. 2/Whi tes Road Northeast Quadrant Study - Phase II - Urban Design Study be adopted. Approved as amended in See Recommendations #2, #3, Section 2.G(b) of Appendix #4 and #5 II to permit 25% maximum gross leasable floor area A representatives of The Architects Circle Ltd. provided background hi story and presented its urban desi gn for the subj ec t 1 ands. He commented on how the fi rm addres sed the residential/commercial integration land use mix and access to the lands under study. (III) ADJOURNMENT ~ The Meeting adjourned at the hour of 9:50 p.m. Dated Chairman 'W' TOWN OF PICKERING '-' That the Planning Committee of the Town of Pickering having met on October 18, 1990, presents its ei ghth report to Council and recommends: HIGHBUSH COMMUNITY TRAFFIC STUDY FILE NUMBER - BlOOD That the following recommendations, based upon the Implementation Priorities of the Totten Sims Hubicki Associates' Highbush Community Traffic Study, June 12, 1990, be adopted. ~ "-" ~ 1. That the Town of Pickering Public Works Department prepare an appropriate application to the National Transportation Agency of Canada for an Order to construct automatic gates at the existing level crossing of the CN Rail York Subdivision at Woodview Avenue. 2. That the Town of Pickering request the Region of Durham to confirm the warrants for traffic control si gna1 s at Sheppard Avenue and A1 tona Road and at A1tona Road and Highway No. 2 (Kingston Road), and further to prepare contract documents for the installation of traffic control signals at the intersections if warranted. Shou1 d the warrants not confi rm the need for control signals at this point in time that the warrants be reviewed on a yearly basis and appropriate follow up action initiated. 3. That the Town of Pickering request the Region of Durham to confi rm the warrants for tra ffi c control si gna 1 s at Sheppard Avenue and Rosebank Road and at Rosebank Road and Highway No. 2 (Kingston Road), and further to prepare contract documents for the installation of traffic control signals at the intersections if warranted. That the Town of Pickering advise the Region of Durham that Twyn Rivers Drive/Sheppard Avenue will u1 timate1y be a mi nimum of four 1 anes through its intersection with A1tona Road, and the Town requires the inclusion of the following turn lanes within the throat design of the intersection of A1tona Road and Twyn Rivers Drive/Sheppard Avenue; eastbound: north and south turning lanes westbound: north turni ng 1 anes incorporated wi thi n a through 1 ane and 1 eft turni ng 1 ane southbound on A1tona Road southbound: west turning lane northbound: west turni n9 1 ane and east turni ng lane incorporated within a through lane 6/90 2 .~ 5. That the Town of Pickering request the Region of Durham to add the reconstruction of A1 tona Road from Sheppard Avenue to Finch Avenue to four traffic lanes to thei r constructi on programme for design in 1991 and construction in 1992. 6. That the Town of Pickering reconstruct Twyn Rivers Drive/Sheppard Avenue to Town urban standards for three lanes (the third lane being exclusively for left turns) from Ashwood Gate to Whites Road, accommodating turning lanes at Altona Road and Rosebank Road, as determined through appropriate review, and the provision for installation of traffic signa 1 s, whil e p 1 anni ng for a four 1 ane roadway in the ultimate design and the elimination of the existing jog at Rosebank Road. 7. That the Town of Pickering take appropriate action to acqui re the necessary property to compl ete the connection of Waterford Gate to Woodview Avenue. "-' 8. That the Town of Pickering add to their cur.rent and Capital Four Year Forecast construction program, the reconstruction of Woodview Avenue and Pine Grove Avenue to urban standards for two lane roadways. Such reconstruction to be co-ordinated with the provision of sanitary and water services. 9. That the Town Capital Four reconstruction for; of Pi ekeri ng add to thei r current and Year Forecast" construction program of Rosebank Road to urban standards a) a four 1 ane roadway from Sheppard Avenue to Fi nch Avenue; 10. That the Town monitor the results of implementing the above-noted recommendations and adjust priorities as required. 11. That the recommendations listed herein be implemented in the order as listed, as required. ......... 2. PHASE II OF THE HIGHWAY 2/WHITESROAD NORTHEAST QUADRANT STUDY FILE NUMBER - B 1000 In Planning Report 12/90, it is recommended that the Highway No. 2/Whites Road Northeast Quadrant Study - Phase II - Urban Design Study be adopted. That the Urban Design Guidelines for the Highway No. 2 - Whi tes Road Northeast Quadrant Study Area, prepared by The Architects Circle Ltd., as outlined in Appendix No. I to Town Planning Report No. 12/90, be ADOPTED by Town Council; and That Council amend the Woodlands Community - Part B Development Plan to incorporate" the Urban Design Guide1 ines as Amendment No.4 to that Development Plan. ..... 6/90 3 ...... 3. PHASE II OF THE HIGHWAY 2/WHITES ROAD NORTHEAST QUADRANT STUDY FILE NUMBER - B 1000 That Town Council recolllllends to Regional Council that the Modified Amendment No. 58 to the Pickering District Plan (Woodlands COlllllunity Plan - Part B), as outlined in Appendix No. II to Town Planning Report No. 12/90. be ADOPTED. .! PHASE II OF THE HIGHWAY 2/WHITES ROAD NORTHEAST QUADRANT STUDY FILE NUMBER - B 1000 That Town Council authorize staff to prepare and submit for Council's consideration Town-initiated zoning by-law amendments for all development proposals within the Highway No. 2 - Whites Road Northeast Quadrant Study Area that conform to the recommended Urban Design Guidelines.
