Wong - Town Manager - Town Clerk - Deputy C1 erk - Director of Planning - Deputy Director of Planning - Manager - Current Operations Division - Manager - Policy and Special Projects Division - Senior Planner ABSENT: Councillor Morgan - (ill) (I) OFFICIAL PLAN AMENDMENT 90-66/P, REZONING APPLICATION A16/90 SUBMITTED BY HIGHBUSH-ROUGEMOUNT CENTRE INC. AND WOODLANDS-ROUGEMOUNT CENTRE INC. ON THE NORTH SIDE OF KINGSTON ROAD, EAST OF ROUGEMOUNT DRIVE 1. An explanation of the application, as outlined in Information Report 8/91, was given by Chris Wong, Senior Planner. ........ 2. Victor Lind, representing Trivest Developments who have purchased the four properties, stated that although this is a residential proposal, it is requested that a commercial component be included in the event a co-op venture does not come forward. 3. Peggy McKinnon, abutting landowner to the east, expressed her concern that the si te is not 1 arge enough for the proposed development. She requested assurance that there will be ample surface parking spaces and no underground parking and wants to see more specific plans. 4. Russ Dewar, 1387 Rougemount Drive, supported the removal of the commercial zoning, expressed his concern with respect to increased traffic on to Kingston Road and asked if there wi 11 be a 1 ink to Rouge Hi 11 Court in the future. He a 1 so objected to the high density near the floodplain and asked what play areas are provided for children. ~ 2 " 5. Wayne Nicholson, 1409 Rougemount Drive, stated the proposed density is too hi gh compared to houses on Rougemount Dri ve, that the floodplain is an unsafe place for children to play, that schools will be overburdened, that traffic will increase and that height of the buildings should be investigated. 6. Victor Lind responded that the six storey building will be built at top of bank, not in the floodplain, that the floodplain will be left in its natural state, that surface parking will be available for visitors and underground parking for residents. He assured there will be no infilling or development in the valleYt that shoring will be provided for parking in order to avoid erosion and a play area has been designated on the east side of the site can be reconsidered. ....
