A Statutory Public Meeting was held by the Pickering Town Council on Tuesday, August 6, 1991 at 7:30 p.m. PRESENT: Mayor Wayne Arthurs COUNCILLORS: M. Brenner D. Dickerson R. Johnson G. Martin B. McCarthy - Town Manager - Town Solicitor - Deputy Cl erk - Director of Planning - Deputy Director of Planning - Manager - Current Operations Division - Manager, Policy Division - Planner 1 - Planner 2 - Planning Technician 2 I) OFFICIAL PLAN AMENDMENT 88-036/D, DRAFT PLAN OF SUBDIVISION 18T-88030(R) AND REZONING APPLICATION A27/88(R) SUBMITTED BY MPL OAKWOOD HOLDINGS LTD. IN CLAREMONT ....... 1. An explanation of the application, as outlined in Informati on Report 22/91, was gi ven by Jeanette Shultz, Planner 2. 2. A representative on behalf of the applicant was in attendance to respond to questi ons and asked what the status of the Development Plan is. 3. Lorne Almack, representing the Pickering Rural Association, asked if the application is premature in that the Province has indicated its interest in the Oak Ridges Morraine. He stated that Phase I of the Development Plan should be completed prior to permitting development in Phase II, that storm water management, compati bil i ty, "character", housing si zes and types must be addressed before Counci 1 consi ders it. 4. George Johnson, 4938 Old Brock Road, stated MPL Oakwood Holdings Ltd. has not met its obligations in its first development in Claremont. He agreed with the previ ous speaker I s concerns and stated that drainage and grading deficiencies must be rectified. ,....,.. 2 ,.... (II) DRAFT PLAN OF SUBDIVISION 18T-90016 AND REZONING APPLICATION A9/90 SUBMITTED BY TOKO INV. LTD. IN CLAREMONT 1. An explanation of the application, as outlined in Informati on Report 21/91, was gi ven by Jeanette Shultz, Planner 2. 2. The applicant's agent stated that he has attended community meetings and that this proposal will be good for Claremont. 3. Lorne Almack, representing the Pickering Rural Association, supports this proposal in that it is within Phase I of the Development Plan. He did express concerns with respect to proposed housing styles and storm water management. 4. The applicant stated these concerns will be addressed. -.. (III) REZONING APPLICATION A34/90 SUBMITTED BY THE MINISTRY OF GOVERNMENT SERVICES (T. ARNTS LOAM SUPPLY LTD.) ON THE WEST SIDE OF BROCK ROAD NORTH OF THE HYDRO RIGHT OF WAY 1. An explanation of the application, as outlined in Information Report 23/91, was given by Lisa Goodman, Pl anner 1. 2. Mr. T. Arnts was in attendance to respond to any questions. 3. Mr. Yoon, abutti ng property owners, asked what wi 11 happen to the large trees on the property. 4. Mr. Arnts replied that Mr. Yoon's concerns will be corrected. -.. (IV) OFFICIAL PLAN AMENDMENT 91-012/P AND REZONING APPLICATION A35/90(R) SUBMITTED BY BROCKINGTON PLAZA INC. ON THE SOUTH SIDE OF KINGSTON ROAD, WEST OF BAINBRIDGE DRIVE 1. An explanation of the application, as outlined in Informati on Report 23/91, was gi ven by Jenni fer McCarthy, Planning Technician. 2. An owner of Brock; ngton Pl aza requested support for the additional uses. 3. Cathy Bizer, 1792 Bainbridge Drive, spoke in opposition to the expansion and stated there is no need for a muffler store and tire sale in the area. 4. The resident of 1784 Bainbridge Drive, asked if a traffic light will be installed at Highway 2 and Bainbridge Drive and asked if there will be another access to the mall. ~ continued 3 ....... 5. Debra St. Hill, 1782 Bainbridge Drive, stated her opposition to the additional uses requested because it will increase traffic. 6. 7. William Taylor, 1790 Bainbridge Drive, asked if there will be another access to Highway 2 and questioned why the three buildings are positioned as they are. Don Waite, 1800 Bainbridge Drive, objected to the application because it will increase traffic and noise and will decrease the value of his property. The applicant responded that he will meet with area residents to discuss their concerns. 8.
