AT THE NORTHWEST CORNER OF FINCH AVENUE AND VALLEY FARM ROAD 1. An explanation of the application, as outlined in Information Report #25/91 was given by V. Rodrigues, Senior Pl anner. 2. Linda Paul, Progress Planning and Development, on behalf of the applicant, explained the proposal for townhouses, that a permastone fence beside an adjacent owner will be erected and that they will respond to any concerns raised. .~ 3. Hannah Mi tche 11, 1491 Fi nch Avenue, submi tted a peti ti on and spoke in oppos i ti on to the proposal. She s ta ted that residents did support the commitment by the previous owner for executive-type housing but that this proposal will adversely affect their lifestyle. The increased density and smaller units are not compatible in the area, property values will be affected, there will be an increase in traffic and noise, municipal services will be strained and schools are presently overcrowded. ..... 4. Marilyn Metcalf, 1462 Finch Avenue, agreed with the previous speaker and spoke in opposition to the application. She expressed her concern with respect to the design concept change, the increase in the number of units and the insufficient amount of visitor parking and added that demand for police and other emergency services has increased due to overdevelopment of Pickering. Myrtle Walmer, owner to the north, stated she had no objecti on to the lIempty nesterll concept of the previ ous owners but objects to this proposal. 5. -2- ...... Mr. Campkin, 1483 Finch Avenue, in opposition, stated the development will house more children who will trespass properties to access Lodge Road. 7. Linda Paul, on behalf of the applicant, responded that the units are available to all lifestyles, that there are adequate Town servi ces and the School Boards wi 11 express their concern or objection to the proposal. 6. (I I) OFFICIAL PLAN AMENDMENT 91-0l6/P AND REZONING APPLICATION A5/91 SUBMITTED BY 448404 ONTARIO LTD. AT THE NORTHWEST CORNER OF KINGSTON ROAD AND STEEPLE HILL 1. An explanation of the application, as outlined in Information Report #26/91 was given by C. Wong, Senior Planner. He added that a recently submitted revised plan reduces the number of units from 48 to 46, that the Ministry of Transportation has required an additional setback from Kingston Road and that only one building will be the retail component. 2. Peter Walker, Walker, Wright Planners, stated the commercial designation is currently permitted and that this application if to permit medium density on the residential component. He added that the proposal is in response to the changing housing needs in the Town and that he will meet with area ratepayers to discuss concerns. "-" 3. Terry McGowan, architect explained the residential and commercial components, their setbacks and proposed architectural facades. The residential component will act as a buffer between the current residences and the commercial component. 4. Jeff Priestman, 555 Steeple Hill, on behalf of the Steeple Hill community, stated that 266 of the 269 residents object to the residential rezoning and want the lands to be zoned special purpose commercial. With access onto Kingston Road, this proposal will increase already congested traffic, put additional pressure on overcrowded schools and reduce safety for pedestri an because there are no sidewalks. He added that a 33% rental vacancy rate currently exists in Pickering. ..... 5. Mr. Walker stated that the Planning Department is opposed to the commercial zoning, that a Local Commercial Area is present in the Special Purpose Commercial, that the School Boards will comment on overcrowding and that the medium densi ty can be used as a buffer between Steepl e Hi 11 and the Special Purpose Commercial zoning. (I I I) DRAFT PLAN OF SUBDIVISION 18CDM-90010 AND REZONING APPLICATION A15/9l SUBMITTED SANDBURY BUILDING CORPORATION ON THE EAST SIDE OF FRENCHMAN'S BAY 1. An expl anati on of the appl i cati on, as Information Report #27/91 was given by C. Planner. outlined in Wong, Senior '-' -3- 2. Don Given, part owner, stated that the District Plan designates the subject property for residential use. Reports have been prepared by environmental and engineering consultants in order to treat the land with care and to not alter the natural environment. He is willing to deal with alternatives respecting the trade or purchase of the lands. -- 3. Don Fraser, biologist for an environmental consulting firm, stated the 1 ands have been observed for three years. An inventory of plants and wildlife has been prepared, sensitive features identified and a plan prepared that will respect the unique features, wetlands and storm water management in order to retain its significance. 4. Barbara Cillo, East Frenchman's Bay Village Association, asked if a market val ue has been pl aced on the 1 ands and who initiated the land swap or purchase. 5. -- Ei 1 een Hi gdon, 852 Fa i rvi ew Avenue, President of Save Our Bay Ad Hoc Committee, stated that a petition of 700 people have objected to the application. The application will di sturb the natural envi ronment, create poll uti on and decrease Open Space. Concern was expressed regardi ng the proposed walkway, on site parking and access for emergency vehi cl es. She stated it is premature to deal wi th thi s matter due to litigation. 6. Klara Buchanan, 879 Liverpool Road, stated it is important to retai n a sanctuary of grass and woodl ands in an urban area. 7. Charles Calder, 811 Fairview Avenue, asked if the access road wi 11 be publ i c and stated that the R4 zoni ng shoul d remain. 8. John Vincent, 851 Fairview Avenue, stated the walkway is too narrow for access and that safety will be affected as there are no sidewalks. 9. Jim Hern, 690 Front Road, stated that the wetl ands have been on the Bay for many years and that 39 townhouses wi 11 add an extra burden on school s, hospital s and sewer and water services. There are few natural resources left and this site must be retained. '-" 10. Harold Higdon, 852 Fairview Avenue,. asked if a comprehensive development and environmental strategy has been prepared, how adequate buffer is interpreted, if the inadequacies in environmental law have been considered, if the Pickering Naturalists have been consulted and for clarification on the walkway routing. 11. Jacqueline Smart, 829 Fairview Avenue, stated that the school boards woul d use the 1 ands for practi cal experience and that townhouses on the site are not appropriate. She al so spoke on behal f of Mrs. Green at 836 Fai rvi ew Avenue who was unable to attend. 12. Louise Dick, 824 Fairview Avenue, opposed residential development on the site and stated it should be saved as a green area for the future. 13. Don Given responded that he does not know how the value of the lands will be established, that the land was purchased with the intent of building houses, that it will be access i b 1 e to the pub 1 i c, wi 11 meet wi th the res; dents to address the; r concerns and wi 11 pause unti 1 matters have been dealt with by conservation and provincial agencies. w -4- 14. '-' Chris Wong, Senior Planner, responded that the walkway routi ng and connecti ons have not been fi na 1 i zed and the property on Fairview Avenue will be included in the implementing zoning by-law. 15. Lynda Taylor, Manager, Current Operations Division responded that adequate buffering must be cl arifi ed wi th the Ministry of the Environment, the Ministry of Natural Resources and the Metropolitan Toronto and Region Conservation Authority. The Ministry of Municipal Affairs is preparing an environmental management strategy.
