HomeMy WebLinkAbout02/17/1994 STATUTORY PUBLIC INFORMATION MEETING MINUTES '- A Statutory Public Information Meeting was held on Thursday, February 17, 1994 at 7:00 p.m in the Council Chambers. CHAIRMAN: Councillor Van Kempen ALSO PRESENT: C. Rose L. Taylor C. Wong M. Jarvis - Manager, Policy Division - Manager, Current Operations Division - Senior Planner - Planning Technician 2 '- (I) PROPOSED AMENDMENT NO. 82 TO THE PICKERING DISTRICT PLAN (LIVERPOOL COMMUNITY PLAN) PROPOSED AMENDMENT TO THE LIVERPOOL DEVELOPMENT PLAN PROPOSED TOWN INITIATED ZONING BY-LAW AMENDMENT DUFFINS PRECINCT STUDY 1. An explanation of the Duffins precinct Study, as outlined in Information Report No. 5/94, was given by Chris Wong, Senior Planner. 2. Lorelei Jones, of Walker Nott and Dragicevic, Planning Constultants, representing the proposed owner oflands now owned by V. and M. Diasio shown as Parcel # 11 on Attachment #1 of Information Report No. 5/94, objected to the designated school site and indicated that she has letters on file in the Planning Department detailing her concerns. The school boards have indicated that there is no need for a school in the study area for 10 years and asked why it is being designated for a site now. "'-" 3. Tonya Romaniuk, representing herself and other owners of Parcel #16 shown on Attachment #1 of Information Report No. 5/94, stated that she does not understand this process and will speak with the Planners to clarify any questions she has with respect to this study and provide comments after that. 4. Angelo Mattacchione, Prosum Engineering Limited, representing the owners of Parcel #6, #7 and #8 shown on Attachment #1 of Information Report No. 5/94, stated that the plan provides for a viable community. He noted that less than half of the lands he is representing is developable due to restrictions imposed by the Metropolitan Toronto and Region Conservation Authority and a proposed road through these lands further reduces the developable area. He stated that this is a good plan regardless of the restrictions on development of these lands. 5. Catherine Rose, Manager, Policy Division, stated that several meetings have been held with respect to this study and additional meetings are pending. Specific issues of the number of road accesses to Brock Road, stormwater management and acquisition of the school and park sites will be discussed by the Planning staff with the appropriate agencies and then staff will met with the landowners again to further review the issues. ~ . .. ./2 --2-- '-' (ll) ZONING BY-LAW AMENDMENT APPLICATION A 27/93 668390 ONTARIO LIMITED PART OF LOT 12. PLAN 282 1. An explanation of the application, as outlined in Information Report No. 4/94, was given by Mary Jarvis, Planning Technician 2. 2. Kelvin Whalen, Director of Land Development of the Kaitlan Group, representing the owner, stated that the subject lands have approximately 80 feet of frontage on both Oakburn Street and Woodview Avenue. The extra depth of the proposed lot is to compensate for a reduced frontage and the proposed lot will be compatible with those existing lots on the east side of Oakburn Street. 3. Syd Evans, 1849 Woodview Avenue, stated that the Special Policy Area should remain until an overall review of the zoning for the area has been completed by staff. The applicant was aware that the subject lands were in a Special Policy Area when he purchased it. Mr. Evans sated that he does not understand why the applicant desires a lot with a depth of 150 feet and he noted his concern for dust on the road during construction. There is a need for a policy for the west side of Oakburn Street to determine where and if forty foot lots are acceptable. He is not against development in the area but wants builders to be considerate to the existing landowners. -- 4. Kelvin Whalen responded to Mr. Evans by stating that he wants the proposed lot to have a depth of 150 feet in order to align with the lots to the north. He is willing to rectify any construction problems and will speak to Mr. Evans directly about his concerns. 5. Lynda Taylor, Manager, Current Operations Division, stated that the Recommendation Report will address development potential on Oakburn Street. An explanation of the application, as outlined in Information Report No. 3/94, was given by Lynda Taylor, Manager, Current Operations Division 2. Helen Lepek, representing the applicant, stated that she was present to clarify any questions or concerns if required.
