HomeMy WebLinkAbout06/20/1995 STATUTORY PUBLIC INFORMATION MEETING MINUTES ~ A Statutory Public Information Meeting to present the draft Official Plan of the Town of Pickering was held on Tuesday, June 20, 1995 at 7:00 p.m. in the Council Chambers. PRESENT: Councillor Pistritto - Chairman ALSO PRESENT: - ,,-,. B. Taylor N. Carroll T. Melymuk C. Rose C. Wong - Town Clerk - Director of Planning - Deputy Director of Planning - Manager, Policy Division - Senior Planner Tom Melymuk stated that this meeting was being held in accordance with the public meeting requirement of the Planning Act to present the draft of the Official Plan of the Town of Pickering, provide information about it and to hear comments and/or answer questions from interested parties about it. He advised those present that in order to get further notice of meetings where the draft Official Plan will be considered, to put their name on the sign-up sheet provided by the Town or send a letter to the Town asking to be included on the mailing list. With the use of overheads summarizing the various sections of the draft Official Plan, Tom Melymuk gave an overview of the Plan. '" Wilfred Sergeant, 1812 Bainbridge Drive, asked what the objectives of the Official Plan are with respect to transit. He stated that use of the automobile has caused low density housing and industrial development. Tom Melymuk responded that this issue is addressed starting on Page 57 of the Plan. Martin Herzog, representing the Liverpool West Community Association, stated that he is pleased that Sheppard Avenue and Finch Avenue are shown as a minor collector in the Plan, however, he is concerned that the City of Scarborough is considering severing links to these roads. Carol Bamford, 1102 Dunbarton Road, stated that on Schedule III to the Official Plan, Whites Road is shown as a local road but Rosebank Road is shown as a major collector and asked if this is an error. Wilfred Sergeant, 1812 Bainbridge Drive, stated that if a transit service is provided, people moving into the Town will orient themselves to it. He asked how the Town will develop the various services required by an expanding population. ..... Lee Jenkins, 51-69 Finch Avenue, congratulated the staff of the Planning Department on having a global and environmental outlook in the preparation of the Plan. He stated that the residents of the Town are fortunate to have many resources close by and have a healthy environment. .. ../2 --2-- '-' Charles Gallagher, representing the Ontario Realty Corporation, stated that it is unlikely that the objectives of the Plan can be realized because the Provincial Government will be seeking maximum densities on their lands. He noted that apartments over stores don't enhance an area and that it will be difficult to achieve the goals on employment. Angelo Mattacchione, Prosum Engineering, representing Messrs. Tolevski, Polsinelli and Mattacchione, stated that he spend his younger years in Pickering and has seen many changes to the Town that are both good and bad. The Official Plan is good because it sets goals that should be obtained and the scope of the Plan is wide. The Plan also appears to reflect the varied demographics in the Town. .... Richard Ward, Box 5142, Claremont, stated that the area covered by Neighbourhood #14 and the north part ofNeighbourhood #11 is before the Ontario Municipal Board and that he has status in that hearing. He further stated that the interpretation of land uses by representatives of the Town and the Region have been politically motivated. The CP Belleville Line being used as the northern boundary of the urban area is a reflection of the Regional Official Plan but that this boundary is being appealed. Barry Farquharson, 675 Front Road, asked what a Special Design Area is as it relates to the possible renewal of the village of Fairport. Frank Williamson, 576 Creekview Circle, stated that he is a member of Heritage Pickering and is glad that the Plan addresses the heritage of the Town. The Heritage Pickering Committee is small and he noted that the Province encourages communications between the Planning staff and LACACs. Councillor Pistritto asked if there is an area designated in the Official Plan where heritage structures could be moved. Tom Melymuk responded that there is no such designation in this draft Official Plan because it is better to protect a heritage building in its setting, however, he will study this suggestion. ,.. Bruce Flaherty, representing the Implementation Committee for the Rouge/Duffin Preserve, stated that he is impressed with the Plan and noted that the Town's policies are a reflection of the Preserve's policies. Councillor Pistritto asked if there is an accommodation in the Plan for large residential lots from half acre to two acres. Tom Melymuk responded that the Plan allows residential development on large lots of record or through an amendment that would require a thorough study of the land to be developed for large lots. Steve Kenthol, 1882 Appleview Road, inquired into the proposed density for the Dunbarton community and noted that the density ranges shown on Page 51 of the Plan provide very high densities in the upper range. Dave Steele, 966 Timmins Gardens, stated that a large portion of the lands in the Town are in the Airport and Seaton lands. He asked how 90,000 people will be accommodated on the Seaton lands. Tom Melymuk responded that by having an Official Plan will allow the Town to work more comprehensively with the Federal and Provincial governments in developing these lands. '-" .. . ./3 '-" 'lW "W .~ --3-- Peter Smith 1896 Glenview Road, congratulated the Planning staff on the development of the Plan and stated that he is glad that it includes a monitoring program to determine the success of the Plan. He felt that the monitoring indicators shown on Pages 191 and 192 of the Plan may be difficult to use. The Node Corridors and Mixed Use Corridors are trendy concepts and will affect the livability in those areas in the distant future. Percentages for growth in the neighbourhoods mean nothing, only the actual number of people should be counted. The Town must look at the cost of transit and linking nodes through transit.
