PRESENT: Councillor Brenner - Chairman ALSO PRESENT: B. Taylor C. Rose 1. Cole - Town Clerk - Manager, Policy Division - Planner 2 (I) OFFICIAL PLAN AMENDMENT APPLICATION 94-996/P ZONING BY-LAW AMENDMENT APPLICATION A 12/94 DISCOVERY PLACE LIMITED PART OF LOT 21, CONCESSION 1 (SOUTH SIDE OF KINGSTON RD. WEST OF VALLEY FARM RD) 1. An explanation of the application, as outlined in Infonnation Report #29/95, was given by Catherine Rose, Manager - Policy Division. 2. Elio Zoffranieri, representing the applicant, stated that he was present to take notes of any comments or concerns and he indicated that he concurs with the Infonnation Report. (ll) LOCAL OFFICIAL PLAN AMENDMENT APPLICATION 95-002/P ZONING BY-LAW AMENDMENT APPLICATION A 12/95 '-" SPRINGSTEAD INVESTMENTS LTD & TONALIST HOLDINGS INC. LOTS 127 AND 128, PLAN 1051 AND PART OF LOT 26, RANGE 3, BFC (NORTHEAST CORNER OF FAIRPORT RD AND KINGSTON RD) 1. An explanation of the application, as outlined in Infonnation Report #30/95, was given by 1. Cole, Planner 2. 2. George Cootes, representing the applicant, stated that he was present to listen to any comments or concerns and respond to those comments or concerns. 3. \i .. Sylvia Spencer, 771 Sheppard Avenue, stated that she is concerned about loosing the motel/hotel zoning and is concerned about public club uses that are noisy. Any restaurant allowed on the subject lands should not be permitted to have a drive- through. The parking lot is too vast and it was her understanding that there were policies that discouraged parking lots that appear large from the roadway. She asked if the venting systems on the proposed buildings will be seen from St. Paul's Church. The entrance to the plaza should be angled somewhat to allow for poor conditions at the intersection of Fairport Road and Sheppard Avenue and this intersection should be examined. She noted that there is more noise from Highway #401 since the trees have been cut down to provide for the widening. She is concerned about cars parking on Merritton Road and stated that a study should be undertaken to determine if this application is commercially viable. ~ '-' -. '- --2-- 4. Dave Briscoe, 965 Riverside Drive, Ajax, stated that he owns land on Merritton Road and is pleased to see this property being developed and will be asking for a similar rezoning. 5. Carol Bamford, 1102 Dunbarton Road, asked if the old plaza is being redeveloped or redesignated. 6. 1. Cole, Planner 2, stated that this site has been identified as being of great interest and in addition to the subject lands, other lands in the area will be redeveloped and studied together. 7. C. Rose, Manager, Policy Division, stated that the subject lands are within a Special Design Area and guidelines will be developed in conjunction with development plans.
