Councillor Johnson - (Charity Event) (I) ADOPTION OF MINUTES Regular Meeting of May 12, 1997. (m DELEGA TIONS 1. Don Cameron, 779 Hampton Court asked if the skateboard facility would be approved for installation in the park this year. 2. Ken Talbot, Pickering Nuclear Generating Station, addressed the Committee with respect to copper and zinc emissions from the Pickering Nuclear Generating Station. He gave an overview of the turbine generators. He outlined the environmental impacts of copper and zinc and stated that there is no evidence that water and fish have been impacted. He further outlined the actions taken by the Pickering Nuclear Division and advised that releases of copper/zinc have been well below MOEE Drinking Water Objectives. w (III) POINT OF INFORMATION Mayor Arthurs advised of the formation of the Waterfront 2001 Task Force which will be chaired by Mr. David Steele. 46 (IV) MA TTERS FOR CONSIDERATION 1. PICKERING NUCLEAR GENERATING STATION FILE NUMBER - F 2710.02 It was recommended by Councillor Brenner that action be taken with respect to copper and zinc emissions from the Pickering Nuclear Generating Station. Approved See Recommendation #1 'w Duncan Cameron, representing Niagara Delta Holdings Ltd. stated that he was available to answer questions. 2. ZONING BY-LAW AMENDMENT APPLICATION A 6/97 A.c. SIMMONDS & SONS LTD. PART OF LOT 19, RANGE 3, B.F.C. (SOUTH SIDE OF DILLINGHAM ROAD, WEST OF BROCK ROAD) FILE NUMBER - B 2310 -A6/97 In Planning Recommendation Report 10/97, it is recommended that Zoning By- law Amendment Application A 6/97, submitted by Niagara Delta Holdings Limited, on lands being Parts 1 and 2, 40R-2194 in Lot 19, Range 3, B.F.C., Town of Pickering, to permit a bingo hall and ancillary uses for a temporary period of two years be APPROVED, as set out in the draft zoning by-law provided as Appendix No. I to Recommendation Report No. 10/97. PICKERING DOWNTOWN CORE: A LAND USE AND DESIGN STUDY FINAL REPORT - PHASES I AND II FILE NUMBER -B 2310 ~ In Interdepartmental Development Team Report 3/97, it is recommended that Council endorse the Phase I and II Final Report on the Pickering Downtown Core: A Land Use and Urban Design Study, prepared by Markson Borooah Hodgson Architects Inc. et aI., as the basis for the preparation of Development Guidelines for the Pickering Downtown Core. Approved See Recommendation #1 Report referred to Council Meetin2 of June 16, 1997 Robert Yamamoto, representing 20 Vic Management advised that they are very supportive of the direction being taken and think it's a great plan. Construction will be starting shortly on the theatre. The mall management team are also in full support of relocating the bus loop. ~ 4. 47 CITY OF SCARBOROUGH OBJECTION TO CERTAIN TRANSPORTATION POLICIES OF THE COUNCIL ADOPTED OFFICIAL PLAN, AND RELATED MATTERS FILE NUMBER - B 2310 ,-,. In Planning Report 14/97, it is recommended that Council request the Provincial Ministry of Transportation of Ontario to undertake forthwith, an Environmental Assessment to determine the technically preferred alignment for a freeway connection between Highways 401 and 407, west of the Rouge River and that Council adopt proposed modifications to section 4 .14( e) of the Council Adopted Official Plan. TEMPORARY CLOSING OF ROADS FOR RECREATIONAL PURPOSES LIVERPOOL ROAD FILE NUMBER - E 4000 In Legal Services Report L 85/97, it is recommended that a draft by-law to amend By-law 3261/89 to provide for the temporary closing for recreational purposes of that part of Liverpool Road from Wharf Street south to Lake Ontario on Saturday, June 7, 1997 and Sunday, June 8, 1997, be forwarded to Council for enactment. T-3-97 - STORM SEWER INSTALLATION AND ROAD RECONSTRUCTION ON FRANKLIN STREET (CENTRAL STREET TO JOSEPH STREET) CLAREMONT FILE NUMBER - C 4300 w In Clerk's Report CL 22/97, it is recommended that Tender No. T-3-97 submitted by Hollingworth Construction for storm sewer installation and road reconstruction on Franklin Street in Claremont be approved. Approved See Recommendation #3 7. APPOINTMENT OF A BY-LAW ENFORCEMENT OFFICERS AT 1975 ROSEFIELD ROAD, 1525 AND 1535 DIEFENBAKER AND 1530 AND 1540 PICKERING PARKWAY FILE NUMBER - A 1900 In Clerk's Report CL 19/97, it is recommended that a draft by-law to appoint one person to enforce the Parking By-law at 1975 Rosefield Road, DCC #58, and two persons to enforce the Parking By-law at 1525 and 1535 Diefenbaker and 1530 and 1540 Pickering Parkway, be forwarded to Council for enactment. -- Bv-Iaw forwarded to Council 8. ~ (IV) 1. 2. 3. 4. 5. (V) '-' DATED -- 48 CANADA-aNT ARIa INFRASTRUCTURE WORKS (COIW) PROGRAM FILE NUMBER - A 2310.26 In Public Works Report PW 4/97, it is recommended that the Town of Pickering participate in the 1997-1998 Extension of the COIW Program. Approved See Recommendation #4 OTHER BUSINESS Councillor Senis advised that the Community Challenge, which took place on May 23rd, was a great success and raised $15,000 towards the Hydro Corridor Park. Councillor Senis advised that a Town of Pickering/Ontario Hydro Liaison Committee Public Information Meeting will be held on Thursday, May 29th, 1997 at 7 p.m. in the Pickering Central Library. Councillor Senis requested a report from the General Manager concerning Council Communication and Dinner Allowance. Councillor Brenner thanked the Manager of Transportation for the Launch of Skill Dog at the Rougemount Co-op on May 23rd, 1997. Councillor Brenner advised that the Durham Police Division 19 Crime Stoppers event will be taking place on May 30th at I p.m. ADJOURNMENT The Meeting adjourned at 10.40 p.m. ~EPT- /(/17 , ~c , CLERK TOWN OF PICKERING That the Executive Committee of the Town of Pickering having met on May 26, 1997, presents its ninth report to Council and recommends: 1. PICKERING NUCLEAR GENERATING STATION FILE NUMBER - F 2710.02 w WHEREAS within the past 25 years, the Pickering Nuclear Generating Station has leaked approximately 1,000 tons of toxic copper, zinc and etal into Lake Ontario; and WHEREAS such pollutants will take in excess of 100 years to reverse itself; and WHEREAS pollutants of this nature into our Great Lakes in contrary to the spirit of the Environmental Protection Act (215/95), the Environmental Bill of Rights and the Canadian/United States Great Lakes Agreement; NOW THEREFORE the Council of the Corporation of the Town of Pickering hereby requests: 1. That the FederalIProvincial agencies responsible for Environmental Protection investigate Ontario HydroIPickering Nuclear Station; and 2. That the Corporation of the Town of Pickering hereby requests an investigation under Section 74 of the Environmental Bill of Rights legislation 1993, Chap. 28, Part V, of the Province of Ontario; and THAT a copy of this resolution be forwarded to the appropriate Federal/Provincial agencies that are responsible for the enforcement of those documents referenced in this motion. ..w 2. T -3-97 - STORM SEWER INSTALLATION AND ROAD RECONSTRUCTION ON FRANKLIN STREET (CENTRAL STREET TO JOSEPH STREET) CLAREMONT FILE NUMBER - C 4300 .'-" That Tender No. T -3-97 submitted by Hollingworth Construction in the amount of $112,144.03, be accepted; and that a project cost of $130,405.50, including the tender amount and other associated costs, be approved. ..... ,." w 4. 2 CANADA-aNT ARlO INFRASTRUCTURE WORKS (COIW) PROGRAM FILE NUMBER - A 2310.26 That the Town of Pickering confirm its participation in the 1997-1998 Extension of the COIW Program; and accepting the projects to be undertaken as identified and prioritized in Report PW 4/97; and authorizing and directing the appropriate Town officials to execute the necessary documentation to enable the Town to apply for approval ofthe selected projects. TOWN OF PICKERING That the Executive Committee of the Town of Pickering having met on May 26, 1997, presents its tenth report to Council and recommends: 1. PICKERING DOWNTOWN CORE: A LAND USE AND DESIGN STUDY FINAL REPORT - PHASES I AND II FILE NUMBER -B 2310 1. That Town Council endorse the Phase I and Phase II Final Reports on the Pickering Downtown Core: A Land Use and Urban Design Study, prepared by Markson Borooah Hodgson Architects Inc. et aI., as the basis for the preparation of Development Guidelines for the Pickering Downtown Core. ~ 2. That Town Council adopt the "Development Guidelines for the Pickering Downtown Core" as set out in Appendix No. I, and direct that these Guidelines be included in the Town's Compendium Document to the new Official Plan. 3. That Town Council endorse the "Implementation Strategy for the Pickering Downtown Core" as set out in Appendix No. II to IDT Report No. 3/97, as a guide to the preparation of future departmental work programs and budget submissions. 4. That Town Council adopt "Modification No.2 to the Council Adopted Pickering Official Plan (March 1997)" as set out in Appendix No. III to IDT Report No. 3/97, and request the Region of Durham to modify the new Pickering Official Plan accordingly. w 2. THAT Town Council advise the City of Scarborough that Pickering has no comments on City of Scarborough Zoning By-law Application W96012, nor the proposed amendments to the Scarborough Official Plan - Schedule "C" Roads Plan insofar as the amendments do not prejudice the northerly extension of Mornings ide Avenue to Steeles Avenue, but requests notice of further activity on these proposals; and -- 4. THAT Town Council direct the Clerk to forward copies of Planning Report No. 14/97 to the Minister of Transportation, Region of Durham, Region of York, Municipality of Metropolitan Toronto, City of Scarborough, and Town of Markham.
