Cameron - General Manager - Town Clerk - Director of Planning - CEO, Public Library Board '-" (I) ADOPTION OF MINUTES Regular Meeting of September 8, 1997. (II) DELEGA TION 1. Jocelyn Barber, 450 Finch Avenue addressed the Committee with respect to the Rouge Duffin Wildlife Corridor. She outlined the designation of her area over the past number of years. She stated that she would like the Region of Durham to adopt the Rouge Duffin Wildlife Corridor and acknowledged Council's full support. 2. The following persons addressed the Committee with respect to the Pickering Nuclear Generating Station: a) Sally McLeod, 1427 Old Forest Road distributed information, e.g. newspaper articles to the Committee. She expressed her appreciation for Council's support of the citizens. She outlined the number of incidents which have occurred at the Generating Station over the past 18 years and stated that tritium has been leaking into the lake for that period of time. Ontario Hydro agreed to pay for an independent consultant and now seems to be reneging. She requested that Council place a question on the 1997 Municipal Election Ballot asking if the citizens of Pickering wish to have this facility closed. ~ 69 b) Joe Pacione, 331 Sheppard Avenue stated his agreement to placing the above mentioned question on the ballot. He advised that the people of Pickering need Council to do something for them with respect to this plant. If Council supports the placement of a question on the ballot concerning this it would send a clear message to the residents of Councils commitment to the residents. 3. Marilyn Morrison, 6 McCaul Drive, Inglewood and Constable Paterson, OPP Caledon addressed the Committee with respect to the proposed Notice of Motion regarding ROADWATCH. Ms. Morrison advised of the formation of this project and stated that their goal is to make our roads safe. ROADW A TCH is a community based initiative and is designed to reduce unsafe driving and fatal accidents. A detailed description of the program was given and a video was shown. '-' 4. Jill Foster, representing the Pickering Public Library Board, addressed the Committee with respect to the Western Library Branch which, she stated, is rapidly deteriorating. She advised that the Library Board feel that the new branch should be a multi-purpose facility which will house a seniors centre, a multi- purpose room, a youth drop-in centre, etc. She requested that consideration be given to the old cottage on the property. She also requested that the architect be requested to prepare drawings to include all uses but that the library be built first, then phasing in the other uses. (III) MA TTERS FOR CONSIDERATION 1. ZONING BY-LAW AMENDMENT APPLICATION A 16/97 KAHN AUCTIONS LTD. (PREVIOUSLY THECA HOLDINGS LTD.) LOT 3, PLAN 407 (NORTHEAST CORNER OF LIVERPOOL ROAD & COMMERCE STREET) FILE NUMBER - B 231 0 -A 16/97 w In Planning Recommendation Report 22/97, it is recommended that Zoning By- law Amendment Application A 16/97, submitted by Kahn Auctions Ltd. (previously THECA Holdings Ltd.), on lands being Lot 3, Plan 407, be APPROVED, to permit the development of the property for detached dwellings on lots with minimum frontages of 15.0 metres. Approved as amended See Recommendation #1 2. PICKERING WATERFRONT TRAIL FILE NUMBER -B 1000 In IDT Report 6/97, it is recommended that Council proceed with the Liverpool Road Boardwalk/Sidewalk component of the Pickering Waterfront Trail. Approved only sidewalk component See Recommendation #2 3. WESTERN LIBRARY BRANCH FILE NUMBER - A 2149.11 '-' In a Report dated September 15, 1997, the CEO of the Pickering Public Library recommends that Council support the Library Board's Western Branch Building Committee in its intention to proceed to the conceptual design phase for a multi- functional community facility on the East Woodlands Park site, the elements to include library, seniors, youth and community space. Approved See Recommendation #3 4. 70 TENDERS APPROVED BY THE GENERAL MANAGER DURING COUNCIL SUMMER 1997 RECESS FILE NUMBER - C 4300 In the General Manager's Report GM 04-97, it is recommended that the approval of certain Tenders by the General Manager during Council's Summer 1997 recess be ratified. Approved See Recommendation #4 ~ 5. PICKERING/AJAX ITALIAN SOCIAL CLUB BOCCE COURTS - PORTABLE FILE NUMBER - D 3310; F 3220 In Legal Services Report L 151/97, it is recommended that a draft by-law to repeal By-law 5062/97, be forwarded to Council for enactment. By-law Forwarded to Council ADJUSTMENTS TO TAX ROLL FILE NUMBER - C 5000 6. In Acting Treasurer-Collector's Report TR 14/97, it is recommended that the tax roll be reduced to reflect various adjustments and corrections to the tax accounts. Approved See Recommendation #5 7. CANCELLATION, REDUCTION OR REFUND OF TAXES FILE NUMBER -A 2310.293 w The Town Clerk recommends the cancellation, reduction or refund of taxes in the amount of$36,540.15. Approved See Recommendation #6 8. "ONT ARlO PUBLIC LIBRARY WEEK" - OCTOBER 20 - 26, 1997 "YWCA WEEK WITHOUT VIOLENCE" - OCTOBER 19 - 25, 1997 FILE NUMBER - A 2111 That Mayor Arthurs be authorized to make the following proclamations: "ONT ARlO PUBLIC LIBRARY WEEK" - OCTOBER 20 - 26, 1997 "YWCA WEEK WITHOUT VIOLENCE" - OCTOBER 19 - 25, 1997 Approved See Recommendation #7 (IV) OTHER BUSINESS 'IIIW 1. Councillor Senis requested a report from the General Manager with respect to the cleaning of the East Shore Community Centre. 2. Councillor Senis advised that the Firefighter tolls will be in place this weekend and all funds raised will be forwarded to the Ajax/Pickering Hospital. 71 3. Councillor Senis requested a report on the budget spend to-date on the Waterfront Task Force 2001. 4. Councillor Brenner advised that he would be bringing forward a Notice of Motion with respect to the Durham Policing Services considering a Victim Assistance Program. 5. Councillor Brenner advised that he would be bringing forward a Notice of Motion regarding a question on the 1997 Municipal Election Ballot concerning the Atomic Energy Control Board. '-' 6. Councillor Ryan requested a report on Miller Wastes request for an increase in quantities allowed at the Evergreen site. 7. Councillor Pistritto advised that he would be bringing forward a Notice of Motion concerning a question being placed on the 1997 Municipal Election Ballot . . concermng caSInOs. 8. Councillor Dickerson questioned the Clerk whether or not a response had been received from Mr. Andognini from Ontario Hydro with respect to the questions previously asked. 9. Mayor Arthurs advised of the involvement of Council, the community and Ontario Hydro in an attempt to stay abreast of the issues and provide answers with respect to the Pickering Nuclear Generating Station. 10. Councillor Johnson congratulated the Mayor on a successful golf tournament to raise funds for the Ajax/Pickering General Hospital. 11. Councillor Johnson also congratulated all involved In the Old Timers Hockey Tournament. .'W'. 12. Councillor Johnson advised of the many events which have taken place. 13. The following matters were discussed prior to the regular meeting: a) The General Manager distributed copies of the following: - a Confidential Report respecting information that was given to the General Manager respecting the Pickering Nuclear Generating Station. - a letter from John Wojnicz dated September 18, 1997 to COPE Local 129 resigning as President in order to take on the position of Manager of By-law Enforcement Services. - a memo from the Town Clerk dated September 18, 1997, setting up an Action Plan to enforce the provisions of the Parking By-law that relate to handicapped parking. - a memo from the Fire Chief dated September 3, 1997 regarding Fire Protection Agreements. '-' - a memo from the Fire Chief dated September 19, 1997 regarding Durham Nuclear Preparedness Sub-Committees. b) The General Manager asked if Councillor Senis was made aware of actions being taken with respect to trees on Bonita Avenue. -- (V) DATED w ~ 72 c) The General Manager reported that the remaining $5,000 for the Butler building on the McKean lands must be received by Friday or the next bidder will be allowed to acquire this building. d) The General Manager reported on a problem with the construction project on Dunbarton Road and indicated that this will be monitored closely. e) The Town Solicitor recommended that the Town respond to Metro's decision to enter into a lease with Eastern Power Developers and this was concurred with by Council. f) The Town Solicitor advised that the Adult Entertainment By-law was upheld in Court. g) Councillor Pistritto inquired if all the easements required on the Cherry Downs lands have been granted to the Town. LOT 3, PLAN 407 (NORTHEAST CORNER OF LIVERPOOL ROAD & COMMERCE STREET) FILE NUMBER - B 2310 -A 16/97 '-" That Zoning By-law Amendment Application A 16/97, submitted by Kahn Auctions Ltd. (previously THECA Holdings Ltd.), on lands being Lot 3, Plan 407, be APPROVED, to permit the development of the property for detached dwellings on lots with minimum frontages of 15.0 metres, subj ect to the conditions detailed in Appendix I to Town Recommendation Report No. 22/97; and That staffbe directed to amend the implementing by-law to add the following: 5(2)(ii)(c) Driveway apron be of sufficient width to accommodate two vehicles and be paved to Town standards.
