Taylor ABSENT: Councillor Pickles MONDAY, MAY 11, 1998 -7:30 P.M. - General Manager - Director of Planning - Executive Coordinator - Town Clerk - (personal business) (I) ADOPTION OF MINUTES Regular Meeting of April 27, 1997 (IT) DELEGA TION 1. Sandra Rider, representing the Whitevale and District Ratepayers Association, stated that she was concerned about the recommendation to remove the agricultural easements in the Rural Study Area. These easements protect the goals of the Official Plan and facilitate land sales in the rural area by the Ontario Realty Corporation. She stated that there must be public input into the removal of these easements and asked that this matter be deferred pending such public input. 36 2. Mark Osbaldeston, representing the Ontario Realty Corporation, stated that he supports the recommendations set out in IDT Report 5-98 regarding the agricultural easements and indicated that he is willing to participate in a public process. He asked that the public meeting with respect to the agricultural easements be held before the summer. Many land sales, such as road allowances, etc., could still proceed without severances. He further asked that nine potential land sales be allowed to proceed at this time. '-" 3 . Geraldine Hollinger stated that she does not support agricultural easements and noted that the regulations governing the Rural Study Area protects the farming community. 4. Tommy Thompson, Whitevale, asked if a public meeting is held, will residents in the hamlets and other rural areas be notified and allowed to participate. He stated that the Town should have some indication from the Ontario Realty Corporation on what would happen if a parcel did not sell; would it continue to be occupied with a tenant? 5. Bruce Flattery, representing the Tenants Association, stated that there will be a tenants meeting this week where the issue of agricultural easements will be discussed and stated that he is concerned that the Region will be allowed to proceed with land severances without easements on large parcels of land. (BALLANTR Y HOMES) FROM PART LOT CONTROL FILE NUMBER - B 2310 In Legal Services Report L 55/98, it is recommended that a draft by-law to exempt Lots 1 to 10 and Blocks 11 to 15, Plan 40M-1887 from part lot control, be forwarded to Council for enactment. By-law forwarded to Council ~ 4. EXEMPTION OF LOTS 46 TO 54, PLAN 40M -1811 DIXIE WOODS ESTATES LIMITED (FORMERLY GOSSAMER HILLS INe.) FROM PART LOT CONTROL FILE NUMBER - B 2310 In Legal Services Report L 54/98, it is recommended that a draft by-law to exempt Lots 46 to 54 Plan 40M-1811 from part lot control, be forwarded to Council for enactment. ROAD DEDICATION LOT 61, PLAN M-90, (FAIR VIEW AVENUE) FILE NUMBER - E 4000 In Legal Services Report L 49/98, it is recommended that a draft by-law to dedicate Lot 61, Plan M-90 (Fairview Avenue), as public highway, be forwarded to Council for enactment. ....... PARKING BY-LAW PORTION OF GLENANNA ROAD (ENTRANCE TO DAVID F ARR MEMORIAL PARK) FILE NUMBER - E 4000 In Legal Services Report L 56/98, it is recommended that a draft by-law to amend Schedules A and B to By-law 2359/87 which regulates stopping and parking restrictions/prohibitions on certain highways, be forwarded to Council for enactment. APPOINTMENT OF BY-LAW ENFORCEMENT OFFICERS TO ENFORCE THE PARKING BY-LAW AT 1525/35 DIEFENBAKER COURT AND 1530/40 PICKERING PARKWAY (DCC 136) IN PICKERING FILE NUMBER - A 1900 '-' In Clerk's Report CL 17/98, it is recommended that a draft by-law to appoint ten persons to enforce the Parking By-law at 1525/35 Diefenbaker Court and 1530/40 Pickering Parkway (DCC 136), be forwarded to Council for enactment. By-law forwarded to Council 9. APPOINTMENT OF MUNICIP AL LAW ENFORCEMENT OFFICER FILE NUMBER - A 1900 In Clerk's Report CL 18/98, it is recommended that a draft by-law to appoint Kimberly Thompson as a Municipal Law Enforcement Officer and a Property Standards Officer be forwarded to Council for enactment. WATER SAFETY WEEK" - MAY 30 TO JUNE 7, 1998 "LEUKEMIA AWARENESS MONTH" - JUNE, 1998 FILE NUMBER - A 2111 That Mayor Arthurs be authorized to make the following proclamation: ....... Councillor Holland introduced a Notice of Motion, seconded by Councillor Dickerson to request the Province to delegate more autonomy to the Town of Pickering to deal with waste and waste transfer stations. 2. Councillor Dickerson reported that residents in the south Bay Ridges area have expressed concerns about parking on the streets during the Frenchman's Bay Festival and noted that Town busses have a difficult time turning around at the south end of Liverpool Road. He asked that staff ensure that parking south of Annland Street during this Festival is strictly enforced. 3. Councillor Brenner, with the concurrence of Council, requested that Alan Tonks be invited to speak to Council about the Greater Toronto Services Board. ~ 4. Councillor Ryan stated that he is concerned that there is no Specialized Transit service on Sunday and asked for a report on the feasibility of providing such service within a month. 5. .... '-'" (V) 39 The following matters were considered prior to the regular meeting: a) The General Manager distributed a memo dated May 11, 1998 to Members of Council regarding the grass fire incidents adjacent to the CPR right-of-way. b) The General Manager reported that he will be preparing a report for Members of Council in June on the disposition of the surplus lands in Claremont. c) Mayor Arthurs reported that Alan Tonks held a meeting on May 8 and 9, 1998 regarding representation on the Greater Toronto Services Board and encouraged Members of Council to participate in a round table discussion on this issue on May 22, 1998. d) Councillor Dickerson advised that a street light is needed at 1431 Parkham Crescent. e) Councillor Dickerson further advised that he has tentatively scheduled Saturday, September 12, 1998 for the Lieutenant- Governor to officially open the Diana, Princess of Wales Park. f) The Town Solicitor was provided with direction respecting Zoning By-law Amendment A7/95, to require appropriate revisions to the Spring Creek Golf Course site plan S5/92 through provisions of the Subdivision Agreement for File 18T-95035, such site plan requirements to be fully implemented and construction fully completed prior to the Town releasing the plan of subdivision for registration. '-' '-" ,...., TOWN OF PICKERING That the Executive Committee of the Town of Pickering having met on May 11, 1998, presents its eighth report to Council and recommends: L AGRICULTURAL EASEMENTS RURAL STUDY AREA FILE NUMBER - B 1000 That Report to Council IDT 05-98 dealing with agricultural easements be received and forwarded to Regional Council and the Ontario Realty Corporation (ORC); and That the Region of Durham be advised that the Town does not support the use of agricultural easements established and held by the Region and ORC as a condition of approving Regional Official Plan Amendment 96-014/D; and That Town staffbe directed to have a meeting with the local community to consider the merits of establishing agricultural easements to be held by the Town of Pickering and that ORC be encouraged to attend this meeting; and That the ORC be requested to suspend its sales program in the Agricultural Assembly until the Town has received comments from the local community concerning agricultural easements, and until ORC has entered into an Agreement with the Town addressing the various matters identified in Council Resolution # 175/97, Item # 1.
