Watrous - Committee Coordinator The Manager, Development Review, provided an overview of the requirements of the Planning Act and the Ontario Municipal Board respecting this meeting and matters under consideration there at. (i) ZONING BY-LAW AMENDMENT APPLICATION A 7~04 ANTHONY VAN DAM 1477- 1481 ROUGEMOUNT DRIVE (PART OF LOT 32, PLAN 228) Carla Pierini, Planner I, provided an overview of property location, applicant's proposal and City's official plan policies pertaining to this site, as outlined in Information Report #09/04. Anthony Van Dam, applicant, advised that he has plans available for residents review. (11) ZONING BY-LAW AMENDMENT APPLICATION A 3~04 DAVID CHESTER 2195 UXBRIDGE-PICKERING TOWNLINE ROAD (NORTH PART OF LOT 14, CONCESSION 9) Carla Pierini, Planner I, provided an overview of property location, applicant's proposal and City's official plan policies pertaining to this site, as outlined in Information Report #03/04. Valerie Cramer, representing the applicant, advised of their presence to answer any questions. -1- Statutory Public Information Meeting Thursday, August 5, 2004 7:00 P.M. (m) ZONING BY-LAW AMENDMENT APPLICATION A 8~04 Y & M BESSADA CANADA INC. NORTH PART OF LOT 19, B.F.C. RANGE 3 (1675 BAYLY STREET) Geoff Romanowski, Planner I, provided an overview of property location, applicant's proposal and City's official plan policies pertaining to this site, as outlined in Information Report #11/04. Joe Bessada, applicant, advised of his presence to answer any questions. (IV) ZONING BY-LAW AMENDMENT APPLICATION A 5~04 2027424 ONTARIO LTD. DURHAM CONDO PLAN 110, LEVEL 1, UNIT 1 (860 BROCK ROAD) Geoff Romanowski, Planner I, provided an overview of property location, applicant's proposal and City's official plan policies pertaining to this site, as outlined in Information Report #12/04. Heinz Mertins, Architect, representing the applicant, advised that a presentation was prepared and submitted to the Planning & Development Department and is available for public review. Tom Stevens, Property Manager and President of Durham Condominium Corporation #110, advised that he owns two of the units at this location. He spoke in opposition to the application outlining the concerns with respect to increased parking problems, late hours of operation that could create a situation for increased crime, skyrocketing insurance rates due to the risk associated with this type of business, personal safety of other business owners and their customers, and decrease in property values and the opportunity to sell their unit/s. Mr. Stevens provided a petition to the Planning Department. Debbie Drozda, 870 Brock Road, representing Hubbell Canada, requested a copy of the business plan and the application and requested a month to review these documents. She advised that they have the same concerns as voiced by Mr. Stevens with respect to safety, traffic and property damage. Joseph Linzner, Megabyte Computers, advised that his business was broken into last fall and he is concerned that this type of business, having late hours, -2- Statutory Public Information Meeting Thursday, August 5, 2004 7:00 P.M. will encourage increased crime. He stated that changing the use will change the feeling of the area. Albert Lim Shoe, 860 Brock Road, Unit 18, stated his concern with the possible decrease in property value. He spoke of the petition advising that 90%-92% of the unit owners have signed in opposition to the application. David Carr, speaking on behalf of the owners of Unit 3, advised that personal safety is a concern as the unit in question is next door to Unit 3. This type of business is not needed in Pickering. He also spoke on behalf of his brother Bill Carr, owner of Rand Pools, stating his total objection to the application. o Patricia Kingston, owner of Unit 3, stated her concern for the safety of the owners and the customers. She advised that body rub parlours already exist on Alliance, Dillingham and Clements and this is not good business for Pickering to be displaying. Sandy Stevens, owner of Units 13 and 15, stated that customers will take their business elsewhere if this application is approved and parking will become a greater concern. 10. David Lim, owner of Pacific Engineering, stated his strong objection and concerns with this type of business being approved at this location. He advised that he is seriously considering moving his business if this application is approved. Property values will decrease and customers should not have to pass this type of operation. He requested a copy of the business plan and application and requested a month to review. 11. Jennifer Shannon, 895 Brock Road, shared all safety and operational concerns as her neighbours and suggested that this is a strategically bad move for Pickering. 12. Heinz Mertins, Architect, representing the applicant, stated that this business is basically medical and for health issues and will operate between 10 am and 10 pm. He again stated that the presentation is available in the Planning and Development Department for residents review. 3 Statutory Public Information Meeting Thursday, August 5, 2004 7:00 P.M. (v) ZONING BY-LAW AMENDMENT APPLICATION A 6~04 KARSTEN SMITH IN TRUST 5019 - 5023 BROCK ROAD (PART OF LOT 2, PLAN 12) Lynda Taylor, Manager, Development Review, on behalf of Joyce Yeh, provided an overview of property location, applicant's proposal and City's official plan policies pertaining to this site, as outlined in Information Report # 13/04. Karsten Smith, applicant, advised that he concurs fully with staff recommendations and will provide further required information. (VI) ADJOURNMENT The meeting adjourned at 8:15 p.m. 4
