Taylor - Director, Operations & Emergency Services - Director, Planning & Development - Director, Corporate Services & Treasurer - City Clerk (I) RECOGNITION CEREMONY Council recognized the 60th Anniversary of D-Day and the Battle of Normandy through a Tdbute to Veterans and the presentation of plaques to the Royal Canadian Legion #606 and the Royal Canadian Legion ~t83, Claremont. (11) INVOCATION Mayor Ryan called the meeting to order and led Council in the saying of the Invocation. (111) PRESENTATION Ralph Sutton, representing the Big Brothers and Sisters of Ajax-Pickering, presented a plaque to Council for winning the "2004 Bowl For Kids Sake". Council Meeting Minutes Monday, June 7, 2004 7:30 PM (IV) ADOPTION OF MINUTES Regular Meeting of May 17, 2004 Special Meeting of June 1, 2004 Councillor Ashe declared an interest with respect to Section 2(a) of Resolution #84104 passed at the Special Council Meeting of June 1, 2004 because he has a business relationship with a company that serves the City. Councillor Brenner declared an interest in those sections of Resolution #84104 passed at the Special Council Meeting of June 1, 2004 that pertain to salaries in the Division, Culture & Recreation because a member of his family is employed by the City. (V) RESOLUTIONS Resolution #85104 - Appendix I Moved by Councillor Holland Seconded by Councillor Brenner That the Report of the Executive Committee EC 2004-10 dated May 25, 2004, be adopted. CARRIED Resolution #86/04 Moved by Councillor McLean Seconded by Councillor Johnson 1. That Report CS 16-04 of the Director, Corporate Services & Treasurer, concerning 2004 Tax Rates, be received; and That the 2004 Non-residential tax rates for the City of Picketing, be approved as contained in Schedule A to By-law No. 6341/04 attached hereto; and 2 Council Meeting Minutes Monday, June 7, 2004 7:30 PM That the tax levy due dates for the Final Billing be July 16, 2004 and September 29, 2004 excluding the industrial, multi-residential and commercial realty tax classes; and That the attached By-law No. 6341/04, providing for the imposition of the non- residential tax rates approved under Recommendation 1 above, be read three times and approved; and o That the Director, Corporate Services & Treasurer be authorized to make any changes or undertake any actions necessary, including altering due dates, in order to ensure the tax billing process is completed; and o That the Director, Corporate Services & Treasurer be authorized to make any changes to the final tax rates to comply with Provincial regulations; and 7. That the appropriate City of Pickering officials be authorized to take the necessary actions to give effect thereto. CARRIED Resolution #$7104 Moved by Councillor Holland Seconded by Councillor Johnson That Mayor Ryan be authorized to make the following proclamation: "Elder Abuse Awareness Month" - June, 2004 CARRIED {VI) BY-LAWS That Councillor Holland, seconded by Councillor Brenner, took leave to introduce by- laws of the City of Pickering: By-.law Number 6340~04 Being a by-law to exempt Lot 6, Plan 40M-1827, Pickering, from part lot control. -3- Council Meeting Minutes Monday, June 7, 2004 7:30 PM By-law Number 6341/04 Being a by-law to adopt the estimates of all sums required to be raised by taxation for the year 2004 and to establish the Non-residential Tax Rates necessary to raise such sums. CARRIED THIRD READING: Councillor Holland, seconded by Councillor Brenner, moved that By-law Numbers 6340~04 and 6341/04, be adopted and the said by-laws be now read a third time and PASSED and that the Mayor and Clerk sign the same and the seal of the Corporation be affixed thereto. CARRIED (w~) 1. OTHER BUSINESS Councillor Brenner questioned if Council had received an e-mail from Durham Regional Police Services concerning people urinating on public property and he requested staff look into providing a by-law concerning this issue. Councillor Brenner expressed concerns respecting comments made by a Conservative MP that Hate Crimes Legislation should be repealed. He stated that these were distasteful and inappropriate remarks. Councillor Johnson announced the 100th birthday of Maryanne Fitzsimmons. Councillor Johnson congratulated Council for their continuing support of Herizon House and advised that they would be receiving an invitation to the opening of this facility that will take place on September 17th. Councillor Johnson commended Mayor Ryan and Councillor McLean for sponsoring the trip to Juno Beach in 2003. Councillor Holland congratulated the organizers and staff on the Frenchman's Bay Festival, Art Fest and the Dragon Boat Race. Councillor Pickles thanked the Veterans for their contribution in Wodd War II. -4- Council Meeting Minutes Monday, June 7, 2004 7:30 PM Councillor Pickles advised that a joint venture entitled "Canadian Tapestry - Weaving the World Together", of the Pickering Museum Advisory Committee and the Pickering Advisory Committee on Race Relations & Equity will take place on Sunday, June 13th at the Pickering Museum Village. Councillor McLean stated his pride concerning Juno Beach and the Cadets and Veterans. 10. Councillor McLean questioned when the lighting will go on at Frenchman's Bay Progress Park. 11. Mayor Ryan congratulated staff on many events including: 8th Squad Review, Big Bike Ride, Senior Citizen of the Year, Frenchman's Bay, etc. 12. Mayor Ryan advised that Jan deVries was recognized by France for his contribution to the War. (Villi) CONFIRMATION BY-LAW By-law Number 6342/04 Councillor Brenner, seconded by Councillor Johnson, moved for leave to introduce a By-law of the City of Pickering to confirm those proceedings of the Council of The Corporation of the City of Pickering at its Regular Meeting of June 7, 2004. That Report CS 08-04 concerning 2003 Pre-Audit Balances of Reserves & Reserve Funds, from the Director, Corporate Services & Treasurer, be received; and 2. That the appropriate officials of the City of Pickering be authorized to take the necessary actions to give effect thereto. CORPORATE SERVICES REPORT CS 10-04 FORMAL QUOTATIONS - QUARTERLY REPORT FOR INFORMATION - JANUARY - MARCH, 2004 That Report CS 10-04, concerning Formal Quotations - Quarterly Report for Information, January - March, 2004, from the Director, Corporate Services & Treasurer, be received and forwarded to Council for information. CORPORATE SERVICES REPORT CS 12-04 CASH POSITION REPORT AS AT MARCH 31, 2004 That Report CS 12-04 concerning Cash Position Report as at March 31, 2004 from the Director, Corporate Services & Treasurer, be received for information. PROCLAMATION "HEALTH BEFORE PREGNANCY MONTH" That Mayor Ryan be authorized to make the following proclamation: "Health Before Pregnancy Month"- June, 2004 -6-
