DELEGATIONS Diane Goffin, 1382 Rougemount Ddve, representing Rougemount Ddve community, provided Committee with a presentation on the concerns with the with the traffic islands and chicanes that were recently installed on Rougemount Drive. These devices are not effective, the chicanes are dangerous, the islands and chicanes have transformed the street from a "country-like" appearance to a stark, ugly view of high curbs, numerous wooden posts and numerous traffic signs and some of the islands are too close to driveways making it difficult for residents backing up. She requested that the traffic islands and chicanes be removed and the curbs be straightened. -1- Executive Committee Meeting Minutes Monday, May 3, 2004 7:40 PM Chair: Councillor Johnson Ann Clancey, 49 Fifth Concession, Ajax, addressed Committee concerning Bill 27 and its affect on the processing of her application for a driving range on their Greenwood property. She advised that their application was deemed completed on January 4, 2004 and does conform with the Durham Regional Official Plan. She further advised that a hold was put on their application with no explanation. She requested a written explanation from the Planning Department as to why there has been a stay of application. Grant Morris, 397 Sheppard Ave., addressed Committee concerning amending the noise by-law. He requested the noise by-law be extended by one hour from 11:00 pm to 12:00 am, July 24th, 2004. (Iff) 1. Valerie Cranmer, representing the applicants advised of their support of the Planning Report. The following matters were discussed prior to the regular meeting: (a) The Chief Administrative Officer distributed a copy of an article from the April 30, 2004 edition of the News Advertiser entitled "Whitby mulls over green garbage options." (V) ADJOURNMENT The meeting adjourned at 8:30 pm. -3- Appendix I Executive Committee Report EC 2004-07 That the Executive Committee of the City of Pickering having met on May 3, 2004, presents its seventh report to Council and recommends: PLANNING & DEVELOPMENT REPORT PD 21-04 REQUEST FOR COUNCIL'S PERMISSION TO CREATE LOTS BY LAND SEVERANCE R. & C. LENNOX SOUTH PART OF LOT 3, CONCESSION 6 PART 1, 40R-4773 (3880 KINSALE ROAD) That the request made by the applicant Valerie Cranmer, on behalf of the owners R. & C. Lennox, be APPROVED, to permit the division of lands (being South Part of Lot 3, Concession 6, Part 1, 40R-4773 [municipally known as 3880 Kinsale Road]) by land severance rather than by draft plan of subdivision for future hamlet residential development. OPERATIONS & EMERGENCY SERVICES REPORT OES 14-04 PESTICIDE USE = That Report OES 14-04 regarding a City pesticide use update, be received; and That $6,000.00 be allocated for the development of Community Based Social Marketing materials, be approved; and That staff report back to Council on an annual basis on the activities and successes on pesticide awareness in the community. PROCLAMATION "ONTARIO FAMILY FISHING WEEKEND" "EMERGENCY PREPAREDNESS WEEK" That Mayor Ryan be authorized to make the following proclamation: "Ontario Family Fishing Weekend" - July 9 - 11, 2004 "Emergency Preparedness Week" - May 2 - 8, 2004 -4- Appendix I Executive Committee Report EC 2004-07 CLERK'S REPORT CL 21-04 APPOINTMENT OF MUNICIPAL LAW ENFORCEMENT OFFICERS 1. That Clerk's Report CL 21-04 regarding the appointment of Karen Wiersma, Parking Control Officer, as a Municipal Law Enforcement Officer for the purpose of enforcing the Parking By-law and the appointment of Brad Suckling as a Municipal Law Enforcement Officer for the purpose of enforcing various City of Pickering By-laws be received; and 2. That the draft by-law to appoint Karen Wiersma as a Municipal Law Enforcement Officer for the purpose of enforcing the Parking By-law be forwarded to Council for enactment; and 3. That the draft by-law to appoint Brad Suckling as a Municipal Law Enforcement Officer for the purpose of enforcing the by-laws of The Corporation of the City of Pickering be forwarded to Council for enactment. -5-
