Holland -- Vacation (1) ADOPTION OF MINUTES Regular Meeting of December 15, 2003 (II) PRESENTATION 1. Representatives of the Pickering Aerials were presented with a flag and pins in support of a competition they are attending in Las Vegas. - 1 - Council Meeting Minutes Monday, January 19, 2004 7:30 PM (III) DELEGATIONS Rob Taylor, representing the Ontario Volunteer Emergency Response Team (OVERT), addressed Council to explain the mandate of OVERT and their funding requirements. Mr. Taylor advised that bingo is their primary source of funding but they are approaching each municipality requesting funding of 7.5 cents per resident. 2. Youssef Mroueh, representing the Durham Environmental Advisory Committee, addressed Council to introduce the 2004 Environmental Achievement Awards Program and invited Council to submit nominations for this Award. (IV) RESOLUTIONS Resolution #1/04 - Appendix I Moved by Councillor Brenner Seconded by Councillor Johnson That the Report of the Committee of Whole dated January 12, 2004, be adopted. CARRIED Resolution #2104 - Appendix II Moved by Councillor Brenner Seconded by Councillor Pickles That the Report of the Planning Committee dated January 12, 2004, be adopted. CARRIED Resolution #3/04 Moved by Councillor Johnson Seconded by Councillor Brenner 1. That Report CAO 01-04, regarding the Draft Screening Report, Environmental Assessment of the Proposed Construction and Operation of the Pickering Waste Management Facility Phase II be received; and -2- Council Meeting Minutes Monday, January 19, 2004 7:30 PM 2. That the submission prepared by IER Planning, Research and Management Services, and Scimus Inc., attached as Attachment No. 1 to Report CAO 01-04 be received and endorsed as the City's comments on the Draft Screening Report; and 3. That the Canadian Nuclear Safety Commission (CNSC) take particular note of the concern raised in the IER/Scimus submission about cumulative effects, and the need to acknowledge and address in the Screening Report the potential social and economic impacts on the City related to the likely possibility that the expansion of the Waste Management Facility will lead to the long-term storage of high-level nuclear waste in Pickering; and 4. That Report CAO 01-04, including the IER/Scimus submission be forwarded to the CNSC for consideration at the upcoming Hearing in Ottawa, and that if necessary, the Mayor and CAO be authorized to attend the Hearing to present the City's position; and 5. That a copy of Report CAO 01-04, including the IER/Scimus submission be forwarded for information to the Ontario Power Generation, the Provincial Minister of Energy, the Federal Minister of Natural Resources, the Nuclear Waste Management Organization, the Canadian Association of Nuclear Host Communities, the Town of Ajax, Dan McTeague, MP and Wayne Arthurs, MPP. By-law Number 6252/04 Being a by-law to appoint By-law Enforcement Officers for certain purposes (Parking Regulation - 600 Liverpool Road). CARRIED THIRD READING: Councillor Johnson, seconded by Councillor McLean, moved that By-law Numbers 6177/03, 6178/03, 6180/03 and 6181/03, be adopted and the said by-laws be now read a third time and PASSED and that the Mayor and Clerk sign the same and the seal of the Corporation be affixed thereto. CARRIED NO OTHER BUSINESS 1. Councillor Brenner gave notice of a motion, seconded by Councillor Holland concerning the transfer of transit services to the Region of Durham. 2. Councillor Brenner gave notice of a motion, seconded by Councillor McLean concerning the transfer of waste management to the Region of Durham. 3. Councillor Brenner requested an update on the City's ability to financially assist Pickering Aerials. 4. Councillor Johnson advised that the Claremont Winter Carnival will be held from February 6 -14, 2004, 5. Councillor Johnson advised of his attendance at the Boston Pizza Ribbon Cutting Ceremony on January 17, 2004. -8- Council Meeting Minutes Monday, January 19, 2004 7:30 PM 6. Councillor Johnson thanked Councillor Brenner for presenting the Ironman Award to him at the Recreation Complex. 7. Councillor Ashe congratulated staff on the Open House at the Recreation Complex last weekend. 8. The following matters were discussed prior to the regular meeting: a) The Chief Administrative Officer distributed a handout concerning Nuclear Waste Management at PNGS. b) The Director, Planning & Development provided an overview of the OMB Hearing respecting a Committee of Adjustment decision regarding Richard and Susan Johnson.
