Ontario Water Resources Act (formerly titled The Ontario Water Resources Commission Act), R.S.O. 1970, c. 332, a local -=uni- cipality may pass by-laws respecting plumbing inspections and pl,--ibing inspectors, plumbing inspection fees, plum inc plans and the use of plumbing NOW THEREFORE THE COL24CIL OF THE CORPORATION OF THE TOWN OF PICKERING HEREBY ENAC`_r'S AS FOLLOWS: DEFINITIONS 1. (1) In this By-Law, the term: (a) Administrative Official meaens the Director o MM ac wor es of the 70%u" n and any plumbing and drainage inspec- tor, plumbing inspector, or ether person designated by the Council of the Town to carry out the provisions of this Bu-Law. (b) Plumbing includes everyt inc. whic tie Town is required to insnect pursuant to the Regulations, together with all pipes, fittings end appur- tenances that supply water to a fixture and discharge the waste to a municipal sewer or other system of sewage disposal. (c) Re,rulations means Ontario Regulation TV, R.R.O. 1970, and all amendments thereto, made under The Ontario Water Resources Act, R.S.O. 1970, c. 332, as amended from time to time., (d) Town means the Corporation of the Town of PicKering. (2) Where further definitions pertaining to terns contained herein are'recuired, the provisions of the Regulations shall apply. SCOPE 2. The provisions of this By-Law shall apply to all plumb- ing in the Town of Bickering that is constructed, re- paired, tenewed or altered, except: G (a) the repairing or replacing of a valve, faucet or fixture, or (b) the repairing c= a leak or forcing out of a stoppage, unless the repair or replacement referred to in (a) or (b) requires the installation of any additional pipe or fitting. PLUMBING PERMITS 3. (1) (a) An- person desiring to perform or cause to be performed any work provided for in this By- Law shall personally or by his agent, file with the Town an applications for a permit there- for on forms to be complete in all applicable respects, includ- ing plans showing complete plumbing information and the location of drains, pipes, traps and other works or appliances that are to be part of or con- nected with the plumbing. (b) Every application shall des- cribe the land on which the proposed work is to be done, by lot, plan, concession, house number and street address or similar description that will readily identify and definitely locate the proposed work. (2) No permit shall be valid until the fees required to be paid hereunder are paid to the Town. (3) A permit issued hereunder shall expire automatically if. (a) active work is not commenced within six months after the date of issuance; (b) the work authorized by such permit is suspended or aban- doned for a period exceeding six months; or (c) the plumber or the person designated on the permit application as the plumber abandons or discontinues the work. A minimum of one hour will be charged for any special inspection. This shall apply whenever it is necessary to make more than three inspections on any one drain or plurth- ing job or when in the opinion of an Administrative official it is necessary to have an inspector on the job as the work is being con- structed; (b) Special inspection fees shall be charged for build- ing sewers, building drains, branches of same and water services over 100 lineal feet at the sate of 15<, per lineal foot; (c) A deposit adequate to cover the cost of special inspec- tions must be made prior to the time of the inspections; (18) Fees for renewal: To renew a permit, as provided in sub- section (4) of section 3, the fee shall be $6.00; (19) Fees for certificates of information: Upon written request from the owner, his authorized agent or a bona fide purchaser or his authorized agent, of an existing or partially constructed building, for information with regard to compliance of the'ptemises with this or previously applicable related municipal by-laws, or with the Recru- lations, an Ad7-inis=ative official shall advise accordingly. The fee for the above service shall be $10.00, payable prior to the release of the requested information. INSPECTION 6. Any Administrative official may at all reasonabae :curs enter any premises to inspect plrm:ing and no person shall obstruct, or attempt to prevent, or fail to per- mit the entry of the Administrative Official for thy- purpose of inspection under this By-Law. PENALTIES 7. Any person who contravenes any of the provisions of this By-Law is guilty of an offence, and upon convic- tion is liable to a fine of not more than. ",1,000.00, recoverable under the provisions of The Sunnary Con- victions Act, ADMINISTRATION 8: Any permit issued pursuant to the provisions of any predecessor hereto shall remain in full -force and effect subject to the provisions regarding expiry set out in section 3 hereof and the provisions regarding special inspection fees and renewal fees set out in section 4 hf:reof. J 9. Dy-Lax 3535 is hereby repealed. 10. This By-Law shall come into force and take effect on the 1st day of Janua:ry,; 1978.
