HomeMy WebLinkAboutBy-law 2896 TOWNSHIP OF PICKERING BY-LAV NUHBER being a by-law to regulate the construction, repair, renewal or alteration of plumbing NOW THEREFORE BE IT AND IT IS HEREBY ENACTED: Section 1. --- DEFINITIONS In this by-law, (1) Administrative Official means the Township Engineer of the Corporation ot the Township of Plckerlng and also means such Inspectors of Plumb lng and Oralnage, Plumbing Inspectors, or other persons designated by Council or the Township Engineer to carry out the provisions of thais by-law. (2)Plumbln~ Includes everything which the Township is required to Inspect pursuant to the Regulations, together with pipes, fittings and appurtenances that supply water to a fix- lure and discharge the waste to a municipal sewer or system of sewage disposal. (3) RecJulations means Regulatlon 471, Revised Regulations of Ont- ario, 19~.and any amendments thereto. ~/~. , (4) Township means the Corporation of the Township of PIc~erlng. ,. Section 2. --- SCOPE (I) The provisions of this by-law shall apply to all plumbing In the Township of Picketing that Is constructed, repaired, re- hewed or altered, except: (al The repairing or replacing of a valve,.faucet or fixture, or (b) The repairing of a leak or forcing out of a stopp- age. Section 3. --' PLUMBING PERMITS (t) Any person desiring to do any work provided for In this by- law shall personally or by his agent, prior to the co~ence- __.~. mint of any of the work, file with the Township an appllcat- Ion for a permit on forms to be complete In all applicable re- spects, verified by Statutory Oeclaratlon, that shall Include plans showing complete Information of plumb lng and the Iocatlo~ of drains, plpas, traps and other works or appllaflces that are to be pert of or connected wlth the plumb lng. [2) A permit shall not be valid until fees have ~een pald and shall expire If a:tlve work Is not c~nced wlthln slx months~/'' from date of Its Issue; but It may be renwed on payment of prescribed fee, If the proposed work complies with thls by- law as my have been revised to the tlme of renewal. (3) NO' person shall commence the constructlon, repair, renewal or alteration of plumblng until a permit to do so has first-/~' ' been Issued by the Administrative Official. Continued .... 2 Sectlon 4. --- PERMIT FEES The foil ow lng permit fees shall be payable prior to, and as a condition of the Isauance of a plumbing peFmlt: l. Single Family Dwelling $3.00 plus $1.50 per fixture 2. Retail Store or Retail store $4.00 for Store, wlth attached living quarters $).00 for )lying quarters, plus per fixture. 3. Duplexes, multiple family $4.00 for the first suite, $3~)0 for dwellings, apartment build- each addltlonal suite plus $1.50 per lags and motels, fixture. 4. Other buildings not provld- $5.00 for the first stack, $3.00 for ed for above each additional stack, plus per fixture. 5. Alterations consisting of $).00 plus $1.50 per fixture. not more than ] fixtures. 6. Altering a stack from a $3.00 septic tank I~ m~n,i~il~l 7. Drains $1.00 per Inch Inside dlame~er for each Individual or main drain or storm connecting to a trunk or Town- ship sewer. 8. Altering or connecting to $3.00 which shall be classified as an existing drain, a new Installation If more than ten feet of new pipe are to be lald. · 9. Special Inspections Speclal Inspection fees shall be $4.00 per hour to be paid in advance. This '.~ shall apply whenever It is necessary to make more than three inspections , on any one drain or plumbing Job or ~ . when in the opinion of the Admtnist- ratlve Official it is necessary to have an inspector on the Job as the work is being constructed. Section 5. --- PROHIBITION AGAINST USE A 1. Where plumbing has been constructed, repaired, renewed or al- ~ ' tared, the plumbing shall not be put to usa until It has been Inspected and found to comform to the Regulations. 2. All plumbing and drains connected thereto shall be left un- ~-~l covered until Inspected and approved. ~r 3. Where any plumblng to be In,pected Is concealed. The Admlnls- ;~ tratlve Offlclal may refuse to nmke hls Inspection until the plumbing Is completely uncovered and accessible to hlm. 4. When an Inspection has been made, the person who has construct-~>,/ //)~ ed, repaired, renewed or altered the plumbing being Inspected shall make the tests prascrlbed by the Regulation, when re- quested, under the supervlslon of the Admlnlstratlve Offlclal. Continued ..... 3 Section 6. --- INSPECTION The Administrative Official may at a)l reasonable hours enter any p~emlses to Inspect plumbing and every person who obstructe, or attempts to prevent, or fails to permit the entry of the Administrative Official for the purpose of inspection under this By-Law Is guilty of an offence and shall forfeit and pay at the discretion of the convicting Magistrate a penalty not exceeding the sum of $25.00. Sectlon 7 --- PENALTIES Every person who contravenes any of the provisions of this By-law where a penat)y ls not otherwise provided, sha)l forfeit and pay at the discretion of the convicting Magistrate a penalty not exceedino~ exclus- Ive of cost, the sum of $300,00 for each offence, BY-LAW NUMBER 2587 Is hereby repealed and any other By-Law which Is con- trary to the provisions of this By-Law shall be re- pealed Insofar as may be necessary to give full effect to this by-law.
