Should any person directed or required by this By-law or by the Council
of this Corporation fail to do what is directed or required to be done,

shall recover the expense incurred in doing it by action, or the expense
incurred in doing it may be recovered in like manner as municipal taxes.
Any person convicted of a breach of any provision of this By-law shall
forfeit and pay, at the discretion of the eonvictinq manistrato, a
