HomeMy WebLinkAboutBy-law 2051BY-LAW NUMBER 7 o SI A BY-LAW OF THE TOWNSHIP OF PICKERING TO AUTHORIZE THE CARRYING ON OF A COMMUNITY PROGRAMME OF RECREATION WITHIN THE MEANING OF THE REGULATIONS UNDER THE DEPARTMENT OF EDUCATION ACT. WHEREAS the carrying on of a properly organized programme of recreation is conducive to the well-being of a community and to the advantage of its inhabitants, collectively and individually; AND WHEREAS the Council is authorized to carry on such a programme and to place the same in charge of a recreation committee; THEREFORE the Council of the Corporation of the Township of Pickering ENACTS AS FOLLOWS: 1. There is hereby authorized and established for the municipality a community programme of recreation which includes cultural, educational, p physical and social activities, within the meaning of the regulations under the Department of Education Act and that such a programme shall be carried on for the benefit of the whole community including all age groups and both sexes. 2. The community programme of recreation shall be in charge of and be /] conducted by a recreation committee to be known as "The Township of y!? Pickering Recreation Committee" hereunder referred to as the "Committee". 3. The Committee shall be composed of seven members of whom two shall be members of the Municipal Council. The Committee shall be appointed annually by the Municipal Council and shall hold office for a term of 3 years or ialtil their successors are appointed. 4. It shall be the duty of the Committee, and the Committee shall have power to conduct in the municipality the community programme of recreation, and without limiting the generality of the foregoing, the committee may:- (a) Elect officers from among its members. (b) Incur expenditures to the extent provided in the estimates approved by Council. (c) Control its omi money, pay its own operating expenses and operate its own bank account or bank accounts. (d) Appoint and discharge a director and/or such assistants and other personnel as it, may d.eem necessary to conduct the community programr.;e of recreation and to fix the powers, duties and responsibilities of the persons so appointed. (e) Make rules and regulations for the conduct of the community programme of recreation or any part thereof and to govern the conduct of all persons, who, in any way may participate in or be in attendance at any part of the programme. (f) Prescribe fees for participation in or admittance to any part of the community programme of recreation. (g) Solicit or receive gifts or bequests of money or any donations to be applied in furtherance of the community programme of recreation hereby established. I. 5. Notwithstanding anything to the contrary hereinbefore contained, all resolutions, rules and regulations of the committee shall be subject to the approval of Council. 6. The committee shall on or about the 15th day of January in each year prepare and submit to the Council a report of the programme conducted during the preceding year, and its estimates of all monies required to conduct the prodrarmie for the then current year. 7. The committee shall on or before the 15th day of January in each year submit to the auditors of the Township of Pickering for audit a state- ment of its financial affairs for the preceding calendar year.
