for a driver to operate a taxi, and such amount is in excess of that

"No person shall drive or not as driver of qnv cab, hotel
omnibus or sight-seeing coach within the Township of Pickerinf7
without havino obtained a license enabl.in, him to do so, which
said license may be in form (R) to this By-Law annexed, or in
like form, and such person shall, prior to ohtaininq his license,
