HomeMy WebLinkAboutBy-law 3949/71THE CORPORATION OF THE TOWNSHIP OF PICKERING BY-LAW NUMBER 3 %x%/71 being a by-law to authorize the construction of watermains on Bayly Street, Industrial Road, Liverpool Road and an easement as local improvements under the provisions of section 8 of The Local Improvement Act. WHEREAS it is expedient that the construction of the works herein shall be undertaken at the cost hereinafter set out as local improvements under the provisions of section 8 of The Local Improvement Act; AND WHEREAS notice of the intention of Council to the said construction has been published; NOW THEREFORE THE COUNCIL OF THE CORPORATION OF THE TOWNSHIP OF PICKERING ENACTS AS FOLLOWS: 1. That watermains be constructed on Bayly Street from the east limit of the H.E.P.C. to Liverpool Road; on an easement from Bayly Street to Industrial Road; on Industrial Road from the said easement to Liverpool Road and on Liverpool Road from a point 320 feet south of Industrial Road to Highway 2 at an estimated cost of $235,400.00 as local improvements under the provisions of section 8 of The Local Improvement Act. 2. The sum of $116,400.00 of the cost of the said water- mains is to be specially assessed upon the lands abutting directly on the works and the balance of the cost of the said watermains is to be paid by the corporation. The total cost of the works in the amount of $235,400.00 including debenture charges is to be paid by the issuance of debentures bearing interest at the rate of 8'0 per annum and repayable in 20 annual installments. 3. The Treasurer of the Township may, subject to the approval of Council, agree with any bank or person, for temp- orary advances of money to meet the cost of the work pending completion thereof. 4. The Engineer of the Corporation is hereby authorized to make such plans, profiles and specifications and furnish such information as may be necessary for the making of contracts for the doing of the work or for carrying out the same by day labour - 2 - and the work shall be carried on and executed under the superintendence and according to the directions and orders of the said engineer. 5. Any person whose lot is specially assessed may ccmmste by a payment in cash the special rate imposed by paying the cost of construction assessed upon such lot without the interest forthwith after the special assessment roll has been certified by the Clerk, but may not commute after the debenture by-law has been passed.
