Being a by-lair to authorize the construction of sanitary sewers and storm sewers on Liverpool Rd., and Industrial Rd. as local Improvemnets under the provisions of sections (8) and (68) of the Local Improvement Act. Whereas, it is expedient that the construction of the works herein 'n a part lots 22 & 23 Concession 1 of the Township of Pickering shall be Zdertaken at the cost hereinafter set out as a local improvement under ne provision of Section (8) of the Local Improvement Act; and WHEREAS the cost of the said works is to be levied by imposing pecial assessments therefore against lands in a local improvements area _reinafter defined, pursuant to Section (68) of the Local Improvement Act; and WHEREAS notice of the intention of Council to the said construction id imposing of special rates has been published: now TIEREFORE, the Council of the Corporation of the Township of ickering enacts as follows: That sanitary sewers be constructed on the West side of Liverpool Road from approximately 510 ft. north of Industrial Road to approximately 180 ft. south of Industrial Road and on Industrial Road from approximately 20 ft. west of east side line of Liverpool Road to approximately 65 ft. westerly at a total estimated cost of $26,500.00 as local improvement under the provisions of the Local Improvement Act. The entire cost of the said sanitary sewers, $26,500.00 including debentures charges shall be specially assessed and levied on all of the rateable property on Liverpool Road and Industrial Road lying within the area set out in Schedule rrAn annexed hereto which is hereby defined a Local Improvement Area pursuant to Section 68 (1) of the Local Improvement Act R.S.O. 1970 and be paid by an annual rate of $1.75 per ft, on the lands apecially assessed. That atom sewers be constructed on the west aide of Liverpool Road from approximately 515 ft. north of Industrial Road to approximately 164 ft. south of Industrial Road and on Industrial Road from approximately 20 ft. west of east side line of Liver o1 Road to approximately 73 ft. westerly at a total estimated cost of $25,000.00 as local improvement under the provisions of the Local Improvement Act. The entire cost of the said Storm Sewer, $25,000.00 including debenture charges, is to be specially assessed and levied on all of the rateable property on Liverpool Road and Industrial Road, lying within the area set out in Schedule nA++ annexed hereto which was defined a Local Improvement Area under paragraph (2) of this by-law, and be paid by an annual rate of $1.65 per ft. on the lands specially assessed. The engineer of the Corporation is hereby authorized to make such plane, profiles and specifications and furnish such information as may be necessary for the making of contracts for the doing of the work or for carrying out the same by day labour and the work shall be carried on and executed under the superintendence and according to the directions and orders of the said engineer. The entire coat of the sanitary sewer and storm sewer is to be paid by the issuing of debentures bearing interest at the rate of 9. per centum and be repaid by the special assessments over a term of 20 years. The Treasurer of the Township may, subject to the approval of Council, agree with any bank or person for temporary advances of money to meet the cost of the work pending completion thereof. Any person whoss lot is specially assessed, may comamute by a payment in cash the special rate imposed by paying the cost of construction assessed upon such lot without the interest forthwith after the special assessment roll hae been certified by the Clerk, but may not co=ute after the debenture by-law has been passed.
