A by-law to regulate self-serve
gasoline facilities
Section 354(1)(18) of The Municipal Act, R.S.O. 1970, Chapter
284 provides that by-laws may be passed by the councils of
local municipalities for making regulations for the prevention
of fires and accidents from the combustion or explosion of
gasoline.
THE COUNCIL OF THE CORPORATIOJ OF TLE TOWil OF PICKERING
ENACTS AS FOLLOWS:
Definitions:
1. Self-serve gasoline facilities or self--serve gasoline
equipment means facilities or equipment used in the
retail sale of gasoline or other petroleum fuel to
dispense gasoline or other petroleum fuel to the
purchaser's vehicle or receptacle and which facilities
or equipment are operated by the purchaser of
gasoline or other petroleum fuel.

2. Plans for proposed self-serve gasoline facilities or
self-serve gasoline equipment shall be submitted to
the Fire Chief before installation begins.

Equipment:
3. Self-serve gasoline facilities or self-serve gasoline
equipment shall not be installed unless it is approved
under 'he Gasoline handling Act.
4. Control equipment for self-serve gasoline facilities
or self-serve gasoline equipment shall be of the console
type, and may incorporate a preset capability.
5. Self-serve gasoline facilities or self-serve gasoline
equipment must not be coin-operated or card-operated.
6. Only automatic nozzles from which the coil retention
spring and latch open device have been removed shall
be used in self-serve gasoline facilities or self-
serve gasoline equipment.
7. Control equipment shall be so interconnected with the
dispensing equipment in self-serve gasoline facilities
or self-serve gasoline equipment that no delivery of
gasoline or other petroleum fuel can be effected until
the operator of the control equipment has set the
console controls for each delivery.
8. The console shall be capable of controlling the mechanism
of each self-serve pump, and in addition shall have an
easily-operated, readily-reached master control to
shut off all pumps in the event of an emergency.

9. At every location where self-serve gasoline facilities
or self-serve gasoline equipment is installed, there
shall be installed an automatic or remotely controlled
fire extinguishing system which will be capable of
covering all areas where self-serve gasoline equipment
may be operated.
10. Plans for tine proposed automatic or remotely controlled
fire extinguishing system shall be submitted to the
Fire Chief before installation begins.
11. At every location where self-serve gasoline facilities
or self-serve gasoline equipment is installed there
shall be provided a means of two-way voice communica-
tion from each pump island to the console operator.
12. At every location where self-serve gasoline facilities
or self-serve gasoline equipment is installed there
shall be legible signs, prominently displayed at each
dispenser, bearing. -the following warning:

SPILLAGE- EASE UP ON THE NOZZLE TRIGGER.
Such signs installed after 1 January 1974 shall be
coloured black on yellow ground, the colours to
conform to Provincial Standards CGSB Spec. 1-GP-12c
Code 505-101 or 505-301 for 'Safety Yellow' and
Code 512-101, 201 or 301 for "Traffic Sign Black".
Operation:
13. At every location where self-serve gasoline facilities
or self-serve gasoline equipment is installed, the
console shall be so located that the operator has an
unobstructed view of all self-serve pumps. Nhere the
layout of pump islands does not permit the operator
to see all dispensing nozzles from the console position,
regardless of the position in which they are being
used, means shall be provided to achieve full
surveillance of dispensing operations. No dispensing
equipment shall be located more than 50 feet from the
console, nor shall it be installed so that the angle
of vision over which the operator must keep surveillance
is greater than 120 degrees.
14. The number of hoses to be controlled simultaneously by
one console operator shall not exceed 12. Where hoses
in excess of 12 are required a separate console and
operator shall be required for each additional
increment of 12 or fewer hoses.
15. The console operator shall remain in constant and
immediate attendance, at the console, while the self-
serve gasoline facilities or self-serve gasoline
equipment is in operation.
16. Every console operator shall be a competent, trained
employee, instructed in recognition of hazards and in
methods of dealing with emergency situations.
17. It shall be the responsibility of the console operator:
(a) To ensure compliance with Section 9(2) and
Section 8(23) of The Gasoline Handlin; Code,
(b) To ensure compliance with Section 3 of Tile
Gasoline iandling Act 1969, and

(c) To shut down any dispenser at which contraventions
of the above requirements are occurring until
the situation has been corrected.
18, In the event of a spill or in the event of fire, the
console operator shall use the master control to
shut off all pumps until the emergency condition
has been rectified.
19. At every location where self-serve gasoline facilities
or self-serve gasoline equipment is installed there
shall be available a supply of material suitable for
absorbing any petroleum product spill.
