BY-LAW NUMBER 2339/86
Being a by-law to adopt a Peacetime Emergency
Plan.
Whereas pursuant to section 209 (b)(ii) and (iii) of the Municipal Act,
R.S.O. 1980, c. 302, as amended, by-laws may be passed by the councils of
all municipalities for the establishment and maintenance of emergency
measures civil defence organizations and for providing moneys for
emergency measures and civil defence and for other similar work within
the municipality; and
Whereas it is deemed expedient to establish a Peacetime Emergency Plan to
be carried out by an Emergency Control Group;
Now Therefore the Council of the Corporation of the Town of Pickering
hereby enacts as follows:
1. The emergency plan attached hereto as Schedule 'A' is hereby
adopted and shall be known as the Town of Picker}ng Peacetime
Emergency Plan.
2. By-law Number 535/76 is hereby repealed.

TOWN OF PICKERING
PEACETIME EMERGENCY PLAN
December, 1986
GOAL OF PLAN
The goal of this plan is to detail the initial response to a
peacetime emergency situation occurring within the Town of Picketing.
DEFINITION OF PEACETIME EMERGENCIES
A Peacetime Emergency is defined as a situation or the threat of an
impending situation which may abnormally affect the lives and
property of the residents of the Town, which by their nature and
magnitude require a controlled and co-ordinated response by a number
of agencies, both governmental and private under the direction of an
Emergency Control Group.
Peacetime Emergencies which may occur in the Town of Picketing are:
a) severe flooding
b} abnormal snow storms and freezing
c) tornados
d) chemical spills or explosion of hazardous materials
e) major train/auto crashes.
EMERGENCY CONTROL GROUP
All emergency operations will be directed bv the Mayor on the advice
of his control aroup responsible for providing the essential services
needed to minimize the effect of an emergency upon the municipality.
The following people or their designate shall form the Emergency
Control Group for the Town of Pickering:
a) The Mayor
b) The Town Manaaer
c) The Director of Public Works
d) The Director of Parks and Recreation
e) The Director of Transportation
f) The Fire Chief
g) The Chief of Police.
The Mayor may appoint any other such person as may be necessary due
to the emergency to the Control Group.
EMERGENCY OPERATIONS CENTRE
Fire Hall #5 at 1616 Bayly Street, Telephone No. (416) 839-8095 is
designated as the Emergency Operations Centre.
In the event of an emergency involving this location,

DECLARATION OF AN EMERGENCY
The Mayor or his designate may on the advice of available members of
the Emergency Control Group declare an emergency situation and will
also terminate the same at the completion of emergency operations.
INFORMATION AND MEDIA RELATIONS
A member of the Emergency Control Group shall be appointed as an ;
information officer who shall relay information to the public and ·
media that has been sanctioned by the Control Group.
ALERTING PROCEDURE
On declaration of an emergency, the Mayor will contact the Durham
Regional Police at 427-5555 requesting that the Emergency Control
Group be assembled. The persons to be contact are:

FLOODS
The possibility of flooding during spring thaw or severe rain storms
exists. In order to control this type of emergency, the followin~
procedure should be followed:
a) The Fire Department shall be notified by the Metropolitan
Toronto and Region Conservation Authority {MTRCA) of Flood
Advisory.
b)
The Fire Department shall notify the Director of Public Works
and the Director of Parks and Recreation of the Flood Advisory.
c)
The Director of Public Works and Director of Parks and
Recreation will ensure that the appropriate employees are put on
stand-by and they will check to ensure the availability of
stores of sand, sand bags and other necessary equipment.
d) As conditions accelerate, the Flood Advisory shall be upgraded
to a Flood Alert.
e)
The Director of Public Works shall notify the Ma.vor and the Town
Manager of the Flood Alert.
f) The Director of Public Works shall be appointed Flood Control
Officer and shall be responsible to the Emergency Control Group.
g)
The Director of Public Works shall identify flood prone areas
and along with the Director of Parks and Recreation, assist
where possible.
h)
If the situation develops beyond municipal capabilities, the
Mayor, on the advice of the Emergenc.v Control Group, shall
request regional assistance.

SEVERE SNOW STORM
The possibility of a severe snow storm in the Town of Pickering
exists and there is a need to plan for large amounts of snowfall.
It shall be the responsibility of the Director

Assistance from the Durham Regional Police in traffic situations may
be requested during snow emergencies.
The possibility does exist that motorists may become stranded during
severe snowstorms. The Director of Parks and Recreation, in
co-operation with the Durham Regional Police, shall make arrangements
for temporary accommodation in the Town's community centres or
schools. Transportation for these people may be provided by the
Director of Transportation or may be provided by volunteer groups
having access to snowmobiles.

TORNADOS
Damaging tornados have been reported in all parts of the Province. A
tornado occurring in Ontario would probably have wind speeds of about
100 kilometres per hour and would be most likely to occur between
1 p.m. and 8 p.m., from April to September. It would cut a swath a
few kilometres long and 100 metres wide, taking off shingles and
siding, bending TV antennae, blowing out windows and significantly
damaging insubstantial buildings such as barns and sheds.
In order to control this type of emergency, the following procedure
should be followed:
a)
The Fire Department shall be informed b.v the Atmospheric
Environment Service (AES) of Environment Canada of a severe
weather watch and will closely monitor the Weatheradic receiver
for deteriorating conditions.
b)
If a weather warning is issued for the Town of Pickering or the
surrounding area, the Fire Department shall notify the Town
ManageY, the Director of Public Works, the Director of Parks and
Recreation, Pickering Hydro, the Durham Board of Education and
the Durham Separate School Board.
c)
If a tornado warning is issued for the Town of Pickering or the
surrounding area, the Fire Department shall notify the Mayor who
shall immediately call together the Emergency Control Group.
d)
After notifying the Mayor of the tornado warning, the Fire
Department shall also notify:
1) the Director of Public Works who will ask that the
appropriate employees be put on stand-by to provide
assistance.
2)
the Director of Parks and Recreation who will ensure that
all community centres are cleared of people and made ready
to accept evacuees.
3) the Director of Transportation who will ensure that
sufficient buses are available to relocate people where
required.
4) the Durham Regional Police.
5) the Ambulance.
6) Pickering Hydro.
7) the Durham Board of Education.
18) the Durham Separate School Board.

HAZARDOUS MATERIALS
Although hazardous materials are essentially a provincial responsibility
under the Ministry of the Environment, there remains a reouirement for the
municipality to be prepared to provide immediate response in order to
protect person and property.
This plan will be invoked in conjunction with the Region of Durham
Hazardous Materials Plan.
On receipt of information that there has been a spill of hazardous
materials or that a spill of hazardous materials is imminent, the Fire
Department shall be immediately notified.
The Fire Chief shall immediately notify the Ministry of the Environment
and the Emergency ~leasures Office of the Durham Regional Police. He shall
also notify the Director of Public Works who will ask that the appropriate
employees be put on stand-by to provide assistance, as required, in the
emergency and clean-up activities. The Fire Chief shall also notify the
Director of Parks and Recreation and the Director of Transportation who
will ask that the appropriate employees be put on stand-by and that the
community centres and buses are ready for action.
The Fire Chief shall be responsibl~ for controlling a hazardous materials
emergency until he is relieved by representatives of the Ministry of the
Environment or the Emergency Measures Office.
The book "Emergency Response Guide for Dangerous Goods" may be used as
reference for operations under this plan.
The Fire Chief shall be responsible for maintaining a list of hazardous
materials used and maintained within the Town.

MASSIVE AUTO OR TRAIN CRASHES
The possibility exists within the Town of Pickering for major auto or
train crashes resulting in a large number of casualties.
The Durham Regional Police Force is the response authority to major
auto or train crashes.
The Fire Chief shall be contacted immediately of a major auto or
train crash and he in turn shall notify the Director of Public Works,
the Director of Parks and Recreation and the Director of
Transportation who shall ensure that the appropriate employees are
put on standy-by to provide assistance to the police and to ensure
that all necessary equipment, community centres and buses are ready
to be put into action.
