HomeMy WebLinkAboutBy-law 7999/23The Corporation of the City Of Pickering By-law No. 7999/23 Being a by-law to limit the gross vehicle weight of any vehicle or any class thereof passing over a bridge under the jurisdiction of the Corporation of the City of Pickering pursuant to the Highway Traffic Act, R.S.O. 1990, c.H.8, as amended. Whereas, pursuant to Section 123 (2) of the Highway Traffic Act R.S.O. 1990 C.H.8, as amended, the municipal corporation or other authority having jurisdiction over a bridge may by by-law, limit the gross vehicle weight of any vehicle or any class thereof passing over the bridge. Now therefore the Council of The Corporation of the City of Pickering hereby enacts as follows: 1.In this by-law “gross vehicle weight” means the total weight in tonnes transmitted to the highway by a vehicle or combination of vehicles and load. 2.No vehicle or combination of vehicles or any class thereof, whether empty or loaded, shall be operated over those bridges as set out in Column 1 and Column 2 of Schedule A to this by-law where the gross weight exceeds that set out in Column 3 of Schedule A to this by-law. 3.This by-law shall not become effective until a notice of the maximum limit of gross vehicle weight permitted, legibly printed, has been posted in a conspicuous place at each end of the bridge. 4.Any person violating the provisions of this by-law is guilty of an offence and on conviction is liable to a fine as provided in the Highway Traffic Act, R.S.O. 1990, c. H.8, as amended from time to time. 5.That the engineers statement verifying the gross vehicle weight limit specified in Section 2 of this by-law are set out in Schedule B, attached and forms part of this by- law. 6.By-law Number 7807/21 is repealed. By-law passed this 27th day of March 2023. Effective as of the date of approval of the bylaw, I agree with the recommended gross vehicle weight limit as set out in By-law 7999/23 for a period of twenty four (24) months. The bridges were examined by Mr. Boris Mihov, P.Eng. and myself on May 06, 2023 . Our endorsement signatures and seals on the By-law are predicated on the following understandings and undertakings : The gravel fill between the curbs on this bridge shall be maintained to not more than 15 cm thickness, and in addition to the 15-tonne load limit signing, the signage stating, "Loaded Trucks Must Occupy Centre of Bridge " shall continue to be maintained in place . 6004 The deck soffit at the north end between the girders is delaminated and spalled and becoming vulnerable to a punching type of failure . See Figure 1 appended to this letter. This should be repaired with a full depth patch not later than the end of construction season 2023. The gravel fill between the curbs on this bridge shall be mainta ined to not more than 15 cm thickness , and in addition to the 20-tonne load limit signing , the signage stating , "Loaded Trucks Must Occupy Centre of Bridge " shall be maintained in place . 7002 The gravel fill between the curbs on this bridge shall be maintained to not more than 5 cm thickness , and in addition to the 15-tonne load limit signing, the signage stating, "Loaded Trucks Must Occupy Centre of Bridge " shall continue to be maintained in place . Furthermore, TC54 type barrels shall be placed against the railings to discourage wheel loading on the exterior T-beam girders . We alert you to the following serious deficiencies that require remedy : • There is severe erosion at the SW corner of the bridge that has encroached on the traveled part of the roadway . (Figure 2) • There is a damaged rail post in the NE corner. (Figure 4) This structure should be prioritized for replacement. Before the bylaw is renewed again this bridge will require a load test to confirm its capacity. 7004 (Hoover) The load posting on this bridge has been increased to 10-tonnes predicated on a load test completed in December 2022. The railings on this bridge are partially failed and completely inadequate. This structure should be prioritized for replacement. There is a very severe spall in the deck surface of the NE quadrant. (Figure 5). This is a very significant vulnerability that will lead to a deck punching failure. This must be repaired ASAP and not later than the end of the 2023 construction season. The stream channel has migrated and is attacking the south side upstream of the bridge. (Figure 6). 8001 The gravel fill between the curbs on this bridge shall be reduced to not more than 15 cm thickness, and in addition to the 15-tonne load limit signing, the signage stating, "Loaded Trucks Must Occupy Centre of Bridge" shall continue to be maintained in place. This structure should be prioritized for replacement. 8003 Load posting signs for 20 tonnes shall be maintained. The present TC-54 traffic barrels should be maintained so that they are one metre from the outside edge of the curbs. 8004,8007, 9003 Load posting signs for 20 tonnes shall be installed. The fill on the deck shall not exceed the height of the curbs. Load posting signs for 10 tonnes are required for the By-law to have force. The consultant that designed the most recent bridge rehabilitation should review the load posting as well, as it may be possible to increase the capacity of the bridge after the rehabilitation. All Structures Road surfaces at all structures were generally potholed and rough. A rough surface on a structure can increase the dynamic loading. Grading of the surfaces is strongly encouraged. '' • Page 3 May 10, 2023 General Our signatures on the By-law are not an endorsement of the overall safety or functional adequacy of the bridges . The missing and inadequate barriers on some of the structures is a very pressing concern that must be addressed separately by the City of Pickering.
