Martelluzzi reviewed the agenda Moved by S. Croteau That the May 12, 2022 Heritage Pickering Advisory Committee Agenda be approved. Carried 2. Disclosure of Interest No disclosures of interest were noted. 3. New Business 3.1 HP 01/22 405 Whitevale Road (the former Blacksmith Shop) E. Martelluzzi provided some background on the HP 01/22 405 Whitevale Road proposal, and explained that the Special Meeting provides an opportunity for the applicant (the City) an opportunity to address the Page 2 of 4 Item/ Ref # Details & Discussion & Conclusion (summary of discussion) Action Items/Status (include deadline as appropriate) Committee’s concerns expressed at the April 21, 2022 Meeting pertaining to this matter. V. Plouffe provided further information pertaining to the HP 01/22 405 Whitevale Road proposal including: • findings of the structural evaluation conducted in 2018 noting severe structural deterioration; • discussions with the WDRA about the future of the structure; • the need to address safety concerns as the structure continues to deteriorate; and, • the opportunity to salvage some structural material for potential reuse. Discussion ensued with members discussing: • the qualification of the engineer/firm that conducted the 2018 structural evaluation, and whether a second opinion can be considered; • balancing the need to preserve community heritage while ensuring community safety; • the nature of the Whitevale and District Residents’ Association’s (WDRA’s) past involvement in maintenance and upkeep of the facilities at Whitevale Park, and the City’s current relationship with the WDRA to identify and address maintenance needs; • what the process of amending the previous recommendation would look like, and whether that can be done with different Committee members in attendance; • what the demolition and salvaging process may look like if it was to go ahead; • opportunities to mark or commemorate the site; Page 3 of 4 Item/ Ref # Details & Discussion & Conclusion (summary of discussion) Action Items/Status (include deadline as appropriate) • discussions with Pickering Museum Village to repurpose any salvaged material; and, • the importance of capturing the comments of C. Sopher in Staff’s report to Council. Moved by S. Croteau That the Heritage Pickering Advisory Committee decision from April 21, 2022 pertaining to HP 01/22 405 Whitevale Road be amended to endorse the City Staff recommendations as follows: The Heritage Pickering Advisory Committee recommends that Heritage Permit Application HP 01/22 be approved subject to the following conditions: 1. That a demolition plan is submitted to the satisfaction of the City Development Department including notes for salvage and storage of a selection of metal tiles, nails, ring fasteners(metals) and available wood materials; and, 2. That an appropriate location for storage of materials is provided to the satisfaction of the City Development Department. Carried. Members also expressed that in future, the Committee should consider deferring decision-making on proposals that don’t have adequate representation from the applicant.
