Welcome & Introductions K. Thompson welcomed members to the teleconference meeting. 2. Disclosure of Interest No disclosures of interest were noted. 3. Appeal Hearings 3.1 Property Standards Order 03-1335-2020, 1491 Altona Road Officer J. Litoborski provided background on the complaint investigation, including the date received, inspection results, and contact with the Property Owner. He outlined the progress made on some of the issues, and the remaining work to be completed. The property owner’s son is now involved in bringing the property into compliance and has asked for an extension until the end of November to complete all work required. The committee discussed the request and unanimously agreed to extend the compliance date until November 30, 2020. Compliance Date Extended to November 30, 2020. J. Litoborski to conduct follow up inspection and any necessary enforcement action. Litoborski provided a history of the City’s involvement in issues between two properties. A structure was permitted to remain that allows neighbour to stand inside and look over fence into yard of 636. The Committee questioned why a 6’6” fence would not be sufficient. J. Litoborski advised the grading and the structure would not allow a 6’6” fence to provide privacy. While a privacy screen might be a recommendation in other situations, the siting of the two homes would not allow the construction of a privacy screen without obstructing a window. Committee discussed potential precedent concerns and construction method to install additional fencing. Neighbours’ fence is already 7 feet tall at the back, as is it was agreed upon by both neighbours. Separate panels to be affixed to existing fence posts, officer inspected and advised would be structurally possible. Committee unanimously agreed to permit the fence height exemption, granting an additional 6 inches in height to permit a 7 foot fence panel to be installed. Concerns were expressed regarding any potential damage to the existing fence and the approval is contingent on the owner of 636 accepting full responsibility for both the maintenance of the new panels, and any damage to, or maintenance required to the existing fence. Approval granted for construction of 7 foot fence panels to be attached to existing fence and finished on both sides. Applicant responsible for all maintenance and any damage to existing fence. J. Litoborski to issue Fence Height Exemption Permit 5. Adjournment The meeting adjourned at 1:50 pm
