Dempsey Seconded by W. Jamadar That the minutes of the February 26, 2020 meeting of the Heritage Pickering Advisory Committee be approved pending a minor edit to item 7. Carried 5. Business Arising From Minutes There were no items of business arising from the minutes. 6. New Business 6.1 Site Plan - 2026 Altona Road (Icon Forest District Limited) E. Martelluzzi appeared before the Committee to provide a brief overview of the site plan application submitted by Icon Forest District Limited (Icon Homes) to facilitate a residential common element condominium development at the northwest corner of Finch and Altona road. She noted that the Rouge Park Neighbourhood Development Guidelines identified a potential heritage home on the adjoining lands to the north of the property. The farmhouse is located outside of the floodplain, but within areas of “spill over” from Petticoat Creek. In order to flood proof the proposed development, Icon Homes plans to build up the north boundary of the development in order to redirect overland flows westerly towards Petticoat Creek and thus, as a result, the farmhouse will become uninhabitable. Due to various restraints it was determined that the farmhouse would not be retained and that it would be commemorated at a new entrance feature at the corner of Finch and Altona Roads. Page 3 of 6 Item/ Ref # Details & Discussion & Conclusion (summary of discussion) Action Items/Status (include deadline as appropriate) At the March 27, 2019 Heritage Pickering meeting, the Committee reviewed application for an official plan amendment, a zoning by-law amendment, a draft plan of subdivision and a draft plan of condominium, which included a Commemoration Plan for the subject lands. The Committee supported the development and the Commemoration Plan with conditions, which included that prior to issuance of the site plan approval, the final landscape plans implementing the recommendation for the Commemoration Plan be forwarded to the Heritage Pickering Advisory Committee for comment. She noted the following of the submitted landscape plans:  a feature wall set in a garden bed and tree lined walkways - to be comprised of salvaged stone from the historic farmhouse, where possible;  a concrete sidewalk leading to a trellis;  bench seating; and,  a commemorative plaque. E. Martelluzzi noted that Branch Architecture was retained by the City to peer review the landscape plans and the heritage rationale as they related to cultural heritage commemoration. Branch Architecture has reviewed the submitted information and is satisfied with the applicant’s approach to commemorate the farmhouse within the open space entry feature within their development. The applicant initially proposed a commemorative plaque to be displayed on a 23 inch by 13 inch acrylic sign, about 42 inches in height at the top of the sign. Based on comments received from Branch Architecture, the applicant has agreed to revise the plaque to be a metal or aluminum with etched ink or enamel, on a post and steel plaque base. Martelluzzi noted that there still remains a number of spelling errors and conflicting information on the plaque that requires revision. Members noted the following comments :  the branding of the plaque include the City of Pickering;  the Committee’s preference is that the farmhouse remain on the site;  the non-native maple species be changed to native maple; and,  ensure that the plaque comply with AODA requirements. Moved by J. Irwin Seconded by R. Smiles Recommendation: 1. That the commemorative plaque details be changed to reflect a post & steel plaque base, and metal or aluminum with etched ink or enamel mounted sign, and; 2. That the date stone detail be removed from the plans. Carried 6.2 2019 Accomplishments and 2020 Workplan C. Sopher noted the addition of grants for heritage permit applications for conservation and restoration of heritage attributes. Moved by W. Jamadar Seconded by J. Dempsey That the 2019 Accomplishments and 2020 Workplan be approved subject to minor edits. Martelluzzi noted that City Staff will begin updating the City’s Heritage Webpage with Committee input where possible. 8. Other Business 8.1 Seaton Heritage properties, 1585 Whitevale Road & 3285 Sideline 20 E. Martelluzzi noted that regarding the listing of 1585 Whitevale Road on the Heritage Register, under the recommendation of J. Dempsey, will require further investigating as the property is not listed as a heritage lot in Seaton. She further noted that the City already issued a notice of intent to designate 3285 Sideline 20, however, this was put on hold due to the involvement from the Province on surrounding lots. 8.2 Heritage Properties on Whitevale Road C. Sopher noted that a number of heritage houses and buildings on Whitevale road owned by Infrastructure Ontario require up keeping as the properties are deteriorating. E. Martelluzzi noted that building standards do apply to provincially owned buildings. E. Marttelluzzi to look further into designating the property. 9.
