Kearns - Committee Coordinator The Manager, Development Review, provided an overview of the requirements of the Planning Act and the Ontario Municipal Board respecting this meeting and matters under consideration there at. (I) ZONING BY-LAW AMENDMENT APPLICATION A 17/02 LLOYD & MARION THOMAS 489 WHITEV ALE ROAD PART OF LOT 31 CONCESSION 4 PART 3 PLAN 40R-2225 1. Edward Belsey, Planner II, provided an explanation of the application, as outlined in Information Report #32-02. 2. Lloyd Thomas, applicant, advised that initially it was their intention to build a workshop with a shower and washroom but grew to a small apartment for their son. They wish to restore this building back to original heritage to fit within the heritage district. 3. Ann E. Ward, 3215 North Road, stated her concern that this would be precedent setting and would create further applications for rezoning. 4. 5. 6. (II) ZONING BY-LAW AMENDMENT APPLICATION A 18/02 SANDREA BARRETT 1626 MCBRADY CRESCENT PART LOTS 102 & 103, PLAN 40M-1380 PART 10. 40R-9291 1. Geoff Romanowski, provided an explanation of the application, as outlined in Information Report #34-02. 2. Sandrea Barrett, applicant, advised that this application is to provide an additional bedroom and separate entrance for her grown children. 3. Penny Giraudy, 1620 McBrady Cres, stated that she purchased in a single family development, paid extra to have more property and does not want to see basement apartments legalized which could possibly cause decreased assessment value. She has telephoned the by-law department about on-street parking and will continue to do so. She further stated that 1626 McBrady Cres. already had a three piece bathroom. Dan Bates, 1625 McBrady Cres., advised that they bought based on green space environment and schools. A second living unit in a home unfortunately causes increased garbage which, if not picked up, is thrown elsewhere. Renters are not concerned about the community and allowing basement apartments causes stress on relationships with neighbours. He stated his opposition to any additional basement apartments. Pat Bates, 1625 McBrady Cres., stated her disappointment with what is happening in her neighbourhood. Her concerns include increased traffic, value of their home, break-ins and other community problems. She further stated her concern that speaking out against basement apartments will cause ill feelings with neighbours. She doesn't understand the process or how this situation occurred. Geoff Romanowski, advised that the applicant submitted an application for a new entrance and upon inspection the inspectors noticed the apartment and a stop work order was given. The applicant was informed of the zoning requirements and therefore submitted a rezoning application. 2. 3. 4. Statutory Public Information Meeting Thursday, November 21,2002 7:00P.M. 7. Sandrea Barrett, applicant, confirmed that they are willing to comply with whatever the City requires. They are also concerned with safety, do not park on the road and there was no bathroom in the basement of this home when they purchased it. This apartment is only for their grown children when they come home from university and when the stop work order was issued, they immediately came in for a permit. (III) ZONING BY-LAW AMENDMENT APPLICATION A 11/02 THE GIMI CONSTRUCTION COMPANY LTD. 550 FINCH AVENUE PARTS 1 AND 3 OF 40R-10641; AND PART 2, 40R-11450 PART OF LOT 30. CONCESSION 2 1. Edward Belsey, Planner II, provided an explanation of the application, as outlined in Information Report #33-02. Mr. Sulaiman, 1528 Sequin Sq., resident across the street from this property, questioned if this application will affect the neighbourhood. He stated his concern with the possibility of crime. Richard Ward, 3709 Regional Road 9, Orono, requested residential or commercial for this property in 1986 when he was the owner. He was advised at that time that residential was not suitable for the area. He stated his support of this application for commercial. Further environmental assessment is not required as he placed excellent topsoil on the land in 1986. Bob Martindale, agent for the applicant, feels that this commercial development will be beneficial to the neighbourhood. 5. Statutory Public Information Meeting Thursday, November 21,2002 7:00 P.M. (IV) CITY-INITIATED APPLICATIONS TO AMEND THE PICKERING OFFICIAL PLAN (FILE: OPA 02-003/P) AND ZONING BY-LAWS (FILE: A 19/02) TO PERMIT ACCESSORY DWELLING UNITS IN EXISTING DWELLING UNITS 1. Ross Pym, Principal Planner, Development Review, provided an explanation of the application, as outlined in Information Report #31-02. 2. Dan Bates, 1625 McBrady Cres., believes in the concept of creating and maintaining a registry of accessory units, providing more accurate information for enforcement of existing by-laws against those accessory dwelling units that are illegal and to ensure permitted accessory units are checked frequently by safety agencies. He stated his opposition to the proposed amendments but wants the City to have accurate information. He strongly stressed his opposition to allowing additional dwelling units since the City's proposal would only add more roadblocks to any business considering constructing affordable housing. 3. Gayle Clow, 1811 Fairport Road, stated her support of the application and the terrific idea to intensify. This would make the City more people friendly and parking permits could be provided giving more revenue to the City. 4. Pat Bates, 1625 McBrady Cres., suggested having a mechanism to monitor basement apartments and building affordable housing should be considered. She questioned why, if individuals did not come forward earlier, they would come forward now to advise that they have apartments in their homes. She further stated that if they move how will they know that basement apartments will not be allowed in their new neighbourhood. Joyce Herzog, Liverpool West Community Association, advised that they understand the philosophy but are concerned that parking problems will occur. Usually when a grown child comes home they bring a partner along with them which then requires two additional parking spots not one as stated in the proposed amendment. She further advised that families in the neighbourhoods are becoming older and if apartments were allowed more children would be brought into the area, maintaining the schools. v ADJOURNMENT The meeting adjourned at 8:55 p.m.
