Welcome & Introductions E. Martelluzzi welcomed everyone to the meeting, and introduced the guests in attendance. 2. Disclosure of Interest No disclosures of interest were noted. 3. Review and Approval of Agenda E. Martelluzzi reviewed the agenda items with the inclusion of the Hastings Cemetery. 4. Approval of Minutes -March 27, 2019 Moved by S. Business Arising From Minutes There were no items of business arising from the minutes. 6. New Business 6.1 Heritage Permit HP 04/2019 405 Whitevale Road E. Martelluzzi provided an overview of the heritage permit application received for the Whitevale Park Picnic Structure located at 405 Whitevale Road, which is located south of the Whitevale Community Centre and within the Whitevale Heritage Conservation District. Through the aid of a PowerPoint presentation, she outlined the proposal for a new structure with a gable roof on a concrete pad. She noted that a new structure was being proposed as a result of severe wood rotting as well as the metal roof collapsing. She noted that a structural assessment had confirmed issues mostly due to continuous moisture and lack of a structural foundation. V. Plouffe appeared before the Committee and further outlined the 2018 report which had been commissioned to determine the extent of damage and the potential for salvage. He noted that City Staff had consulted with the Whitevale District Residents Association with respect to the materials to be used. He provided details on the condition of the building, as well as proposed materials to be used in the new structure. He stated that by situating the entire building on a concrete slab, it would allow for improved drainage as well as a longer life. A discussion ensued with Members questioning accessibility of the site, removal of the gutters, flooring materials, protection from erosion, as well as the inclusion of signage in order to include Page 3 of 8 Item/ Ref # Details & Discussion & Conclusion (summary of discussion) Action Items/Status (include deadline as appropriate) information on the site to help residents better understand the significance of the site. V. Plouffe provided rationale for not supporting the use of wood over concrete for flooring material, and the removal of the gutters. He also stated that once finalized, he would circulate to the Members. Moved by R. Smiles That the Heritage Pickering Advisory Committee recommends that Heritage Permit Application HP 04/19 be approved subject to the following conditions: 1. That prior to final approval, the City Development Department is provided with revised drawings which show the following; a) removal of the proposed gutters and downspouts from the structure; b) specifications for the colour and texture of the roof material; c) revised elevation drawings showing openings which match the existing structure where possible while still allowing safe and accessible openings; 2. That any building materials that are salvaged during demolition are to be used in the new structure or stored for possible future restoration projects on the site. Carried 6.2 Heritage Permit HP 03/2019 3226 Gladstone Street E. Martelluzzi provided members with a brief overview of the heritage permit application submitted for 3226 Gladstone Street. She stated the subject lands are within the Whitevale Heritage Conservation District and contain a detached dwelling and a one- and-a-half storey shed. She noted the application V. Photos of the structure were provided which outline the location for the alterations. She also indicated that the consultant’s findings indicated the application is generally compatible with the heritage home and would not detract from the heritage character of the District. E. Martelluzzi also provided details of the applicant’s revisions just recently received, which address some of the consultant’s comments. Sally Campbell, the applicant, appeared before the Committee providing background information on their application, and noted that dormer windows were not an uncommon feature for this style of building, and also indicated that they felt the design was respectful to the property and compatible with the District. She noted they were in attendance to seek feedback from the Committee. She explained the purpose of the dormers was for increased living space as well as additional light, and noted they would ensure the dormer does not dominate the roof. Ms. Campbell also provided photos of area homes outlining an eclectic mix within the District which had been accepted in the past. She also provided details of where the addition would be, noting they would be respecting the intent of the Whitevale District Guidelines. She stated they had explored alternate ways to increase their living space, but noted this would achieve the space required and still respect the character of the building. A discussion period ensued with the following comments and questions noted:  Window styles  Why are dormers a problem?  Who manages the guidelines?  Is notice required to area residents?  Is the property fully serviced and would this effect the septic or landscaping?  Would existing trees on the property be effected?  Is a landscaping plan necessary to submit? Khan That the Heritage Pickering Advisory Committee recommends that Heritage Permit Application HP 04/19 be approved subject to the following conditions: 1. That the dormer on the south facing elevation be removed from the proposal; 2. That prior to final approval, the City Development department is provided with revised drawings which show the following: a) revised south elevation drawing showing removal of the dormer on the original south roof; b) specification or cut sheet for the proposed wood and aluminum clad windows including the dormer windows; c) specification on paint colour selection; and d) revised site plan showing location of any proposed trees or shrubs which are to be of native and/or heritage species. Carried as amended [Refer to following motion] Moved by S. Croteau That Item No. 1 and 2 a) of the main motion be removed. Further discussion ensued with Members expressing concerns over losing the historical features of heritage homes as well as the character of the area. It was questioned why so many approvals are granted with a lack of regard to the Whitevale District Guidelines. 6.3 Workplan 2019 E. Martelluzzi provided Members with a copy of the draft 2018 report and 2019 workplan to be presented to Council. Discussion ensued with the following items suggested as additions to the workplan:  Continue to pursue designation efforts in the Seaton area  Continue to move forward with a publicly accessible mapping tool  Find ways to increase public awareness for heritage properties, such as continuing with the Doors Open program  Improve on line presence of Heritage Pickering E. Martelluzzi stated she would forward a final draft to Members for review. Members were also encouraged to attend E. Correspondence 7.1 Heritage Permits E. Martelluzzi provided an explanation of the delegation by-law recently passed by Council which allows City Staff to approve certain heritage permits. She provided an update on the recent approval for 2595 6th Concession, noting the applicant had previously installed 2 dormers without a building permit or heritage permit. The approved permit includes approval to renovate the 2 dormers to create one shed dormer. She stated the City did not object to the design of the dormer, noting it would be clad in white pine, with wood windows and asphalt roofing. E. Martelluzzi responded to questions raised regarding the consequences on the owner should the City not approve an application, as well as follow up procedures in order to ensure compliance. 7.2 Hastings Cemetery E. Martelluzzi provided an update on the removal of trees along Whitevale Road in close proximity to Hastings Cemetery. She stated that in following up with the Engineering Department, she was advised that as a result of an archeological assessment being required, safe access to the site was necessary for testing purposes, therefore vegetation was required to be removed. Discussion ensued with concerns raised that some of the requirements with the City’s Official Plan respecting heritage properties are not being followed as it pertains to maintaining the streetscape, and the protection of vegetation. Concerns were raised regarding vacant structures falling into disrepair such as the Whitevale Schoolhouse. Staff noted that there is a property management company that manages the Infrastructure Ontario properties and that they E.
