Pat McNeil, Senior Vice President, Nuclear Strategy & Support and Pat O'Brien, Manager, Public Affairs, Ontario Power Generation, presented Council with their Quarterly Report. 2. Larraine Roulston, Chair, Waste Reduction Committee, addressed Council requesting that the week of October 21st - 2¡th, 2002 be proclaimed as Waste Reduction Week. 3. Sylvia Spencer, 771 Sheppard Ave. E., advised that her property juts into the guideline area and they have no intention of selling this land. Wilma Flavell, 734 Sheppard Ave., stated that her family feel that they are being forced to move from their home due to the change in the environment with increased crime in the area. III RESOLUTIONS Resolution #118/02 - Appendix #1 Moved by Councillor Holland Seconded by Councillor Mclean That the Report of the Planning Committee dated October 15, 2002, be adopted. CARRIED Resolution #119/02 - Appendix #11 Moved by Councillor Brenner Seconded by Councillor Mclean That the Report of the Committee of the Whole dated October 15, 2002, be adopted. CARRIED Resolution #120/02 Moved by Councillor Brenner Seconded by Councillor Mclean 1. That Pickering Council RECEIVE, and ENDORSE as its comments, Report to Council Number PD 50-02 about the Draft Principles on the North Pickering land Exchange and Development; 2. That Pickering Council ADVISE the Hon. Chris Hodgson, Minister of Municipal Affairs and Housing and David Crombie, Chair, North Pickering land Exchange Review Panel, that; -2- ~ Council Meeting Minutes Monday, October 21, 2002 7:30 p.m. (a) in February 2002, the City of Pickering initiated a Growth Management Study to plan the future use of lands within the City; (b) the Province should revise its Land Exchange processes to conform to the City's Growth Management Study process; (c) Principle 6 is not supported and should be deleted as it is beyond the Panel's mandate; and (d) The Panel's draft Principles and Recommendations that undermine local land use decision-making (including the March 31, 2003 timeframe (Principle 3) for completion of a secondary plan) are not supported and should be deleted to allow local and Regional planning processes, in consultation with the Province, to proceed; and 3. That the City Clerk FORWARD a copy of Report to Council Number PO 50-02 to the Hon. Chris Hodgson, Minister of Municipal Affairs and Housing, David Crombie, Chair, North Pickering Land Exchange Review Panel, and the Clerk of the Region of Durham. By-law Number 6042/02 Being a by-law to exempt Lots 1, 2, 3 and 6, and Blocks 26, 33 and 34, Plan 40M-2089, Pickering, from part lot control. By-law Number 6043/02 Being a by-law to dedicate that part of the Road Allowance between Lots 8 and 9, Concession 5, Pickering, designated as Part 1, Plan 40R-21341 and those parts of Lot 8, Concession 5, Pickering, designated as Parts 3 and 4, Plan 40R-21341 as public highway. By-law Number 6044/02 Being a by-law to name that part of the Road Allowance between Lots 8 and 9, Concession 5, Pickering, designated as Part 1, Plan 40R-21341 and those parts of Lot 8, Concession 5, Pickering, designated as Parts 3 and 4, Plan 40R-21341 "Sideline 8". By-law Number 6045/02 Being a by-law to dedicate part of Lot 43, Registrar's Compiled Plan 1051, being Part 7, Plan 40R-11080, Pickering, as public highway. By-law Number 6046/02 Being a by-law to name that part of Lot 43, Registrar's Compiled Plan 1051, being Part 7, Plan 40R-11080, Pickering, "Goldenridge Road". -4- Council Meeting Minutes Monday, October 21, 2002 7:30 p.m. By-law Number 6047/02 Being a by-law to appoint By-law Enforcement Officers for certain purposes (Parking Regulation - 905 Bayly St., 1915 Denmar Road, 1310 Fieldlight Blvd., 1345 Altona Road, 1890 Valley Farm Road and 1330 Altona Road. By-law Number 6048/02 Being a by-law to adopt Amendment 10 to the Official Plan for the City of Pickering. (OPA 02-002/P) CARRIED THIRD READING: Councillor Holland, seconded by Councillor Brenner, moved that the report of the Committee of the Whole on By-law Numbers 6041/02, 6042/02, 6043/02, 6044/02, 6045/02, 6046/02, 6047/02 and 6048/02, be adopted and the said by-laws be now read a third time and PASSED and that the Mayor and Clerk sign the same and the seal of the Corporation be affixed thereto. CARRIED 00 OTHER BUSINESS 1. Councillor Holland introduced a Notice of Motion regarding a by-law to regulate the cutting of trees. 2. Councillor Holland commented on the OMB Task Force and it's review of the duties of the Ontario Municipal Board. 3. Councillor Holland advised of the delays in completing the road construction at the bottom of Liverpool Road. 4. Councillor Pickles gave notice of a motion concerning improvements in safety and destruction to residents with respect to dirt bike racing. 5. Councillor Johnson advised that Central lake Ontario Conservation Authority have recently signed an agreement to purchase 160 acres for forested property in the Oak Ridges Morraine. -5- 12. ~'Ú¡ o~ I I I Council Meeting Minutes Monday, October 21, 2002 7:30 p.m. 6. Councillor Johnson advised that a letter has been forwarded on behalf of the Works Committee and Regional Council to the Honourable Norm Sterling concerning Hwy. 407 and an Environmental Assessment. 7. Councillor Johnson also advised that a letter was forwarded on behalf of the Works Committee and Regional Council to the electrical provider concerning lights on Altona Road. 8. Councillor Brenner congratulated Gandatsetiagon Public School on their waste reduction efforts and the recognition as the only 905 school in Durham Region to receive an award. 9. Councillor Brenner advised of the Municipal Waste Forum for lower tier municipalities to be held on Thursday, October 24, 2002. 10. Councillor Brenner invited members of the public to a forum to be held on Wednesday, October 23, 2002 in the Committee Room at the Civic Complex concerning the land swap. 11. Mayor Arthurs invited the public to assist at the Frenchman's Bay clean-up on Saturday, October 26, 2002. The following items were discussed prior to the regular meeting: a) The Chief Administrative Officer advised of correspondence concerning the Pickering Harbour Company. b) Councillor Holland commented on the correspondence received from Rogers Cable. c) Mayor Arthurs reminded Members of Council of the meeting scheduled for Monday, October 28th to discuss the Capital Budget. d) Councillor Johnson requested staff to investigate the matter concerning the appeal by Brockington Plaza with respect to the First Pro application and change in elevation. e) Councillor Johnson requested clarification with respect to protocol for using the Council Chambers. -6- Council Meeting Minutes Monday, October 21, 2002 7:30 p.m. VI CONFIRMATION BY -LAW By-law Number 6049/02 Councillor Johnson, seconded by Councillor Pickles, moved for leave to introduce a By-law of the City of Pickering to confirm those proceedings of the Council of the Corporation of the City of Pickering at its Regular Council Meeting of October 21st, 2002. PLANNING & DEVELOPMENT REPORT PD 43-02 OFFICIAL PLAN AMENDMENT APPLICATION OPA 02-002/P (CITY INITIATED: NORTHEAST QUADRANT REVIEW IMPLEMENTATION) AMENDMENT 10 TO THE PICKERING OFFICIAL PLAN NORTHEAST QUADRANT DEVELOPMENT GUIDELINES 1. (a) That Official Plan Amendment Application OPA 02-002/P, initiated by the City of Pickering, be APPROVED, as outlined in Appendix I to Report Number PD 43- 02, to: . redesignate the south-east corner of Whites Road and Sheppard Avenue from Mixed Use Areas - Mixed Corridors to Urban Residential Area - Medium Density; . redesignate the properties along the south side of Sheppard Avenue, east of the Amberlea Creek tributary, from Low Density Residential to Medium Density Residential; . redesignate the 'old' Dunbarton School property from Other Designations - Urban Study Areas to Mixed Use Areas - Mixed Corridors; . redesignate the properties lying east of the 'old' Dunbarton School property, south of Sehppard Avenue and west of the main Amberlea Creek tributary, from Urban Residential Area - Medium Density to Mixed Use Areas - Mixed Corridors; . redesignate the interior lands located north of Kingston Road and east of Whites Road from Urban Residential Area - Medium Density to Mixed Use Areas - Mixed Corridors; and . delete policy 3.16 - Urban Study Areas: Old Dunbarton School policies; and . revise policy 11.8 - Woodlands Neighbourhood Policies with new policies addressing land use, transportation and environmental and stormwater management matters; and (b) That the draft by-law to adopt Amendment 10 to the Pickering Official Plan be FORWARDED to City Council for enactment, as set out in Appendix I to Report Number PD 43-02; and -8- Appendix I Planning Committee Report PC 2002-9 . stormwater management matters; and (c) That the draft by-law to adopt Amendment 10 to the Pickering Official Plan be FORWARDED to City Council for enactment, as set out in Appendix I to Report Number PD 43-02; and 2. PLANNING & DEVELOPMENT REPORT PD 44-02 ZONING BY-LAW AMENDMENT APPLICATION A 05/02 RUNNYMEDE DEVELOPMENT CORPORATION 1900 DIXIE ROAD (GLENDALE MARKET PLACE) (SOUl]:1-WEST CORNER OF QJXIE ROAD A~ AVENUE) That Zoning By-law Amendment Application A 5/02, be APPROVED, subject to conditions outlined in Appendix I to Report Number PD 44-02, to permit a temporary outdoor ~arden center in association with the existing food store, between April 1 st to June 30t annually, and to permit an associated temporary reduction in the amount of required parking spaces, submitted by Runnymede Development Corporation, on lands being Block 1, Plan 40M-1591 , City of Pickering. - 10- Appendix II Committee of the Whole Report COW 2002-10 That the Committee of the Whole of the City of Pickering having met on October 15, 2002, presents its tenth report to Council and recommends: 1. CHIEF ADMINISTRATIVE OFFICE REPORT CAO 06-02 BILL 148 "EMERGENCY MANAGEMENT ACT' 1. That Council receive Report CAO 06-02 regarding Bill 148; and 2. That Council endorse the attached (Clarington) resolution requesting the Federal and Provincial Governments to provide special emergency management funding for all municipalities that host nuclear facilities; and 3. That this Report be circulated to the Ontario Minister of Public Safety and Security, the local Members of Parliament, the local Members of Provincial Parliament, the Region of Durham, all Durham area municipalities and the Canadian Association of Nuclear Host Communities. - 11 -
