Taylor - Town Cleric m RESOLUTIONS Resolution #281196 Moved by Councillor Dickerson Seconded by CounciJJor Pistritto That the Report of Mayor Arthurs dated August 26, 1996 regarding the Management Structure and Function that was tabled at the Special Council Meeting of August 27, 1996 be now lifted from the -¡able. CARRIED Resolution #1282/96 Moved by Çouncillor Johnson Seconded t.j Councillor Senis That the recommendations set out in the Report of Mayor Arthurs dated August 26, 1996 regarding the Management Structure and Function be divided. CARRlEIJ . . e 2 RECOMMENDATION #1: Ileconunendation #1, which reads as follows, was carried on a recorded vote: The Eucutive Director of Operations be assigned responsibility for the ro-ordinatlon of management functions on an Interim basis. Recorded Vote: YEs: Councillors Brenner, Johnson, Pistritto, and Mayor Arthurs NO: Councillors Dickerson, Ryan and Senis The following motion was considered in conjunction with th(, above: Resolution #283196 Moved by Councillor Ryan Seconded by Councillor Senis That Recommendation # 1 be tabled LOST RECOMMENDATION #2: Recommendation #2, which reads as follows, was carried: Council complete Its search for a Director of Human Resources and fdl this position. RECOMMENDATION #3: Recommendation #3, which reads as follows, was amended and carried: The role of "Town Manager" be re-defined to Chief Administrative Officer (CAO) to strengthen functions related to facilitation, co- ordination and advocacy at the corporate level and at the same time to diminish direct administrative functions where practicable. The vacancy in this position not be immediately filled. Administration functions to be resolved In the departments and a great~r degree of ownenhlp assumed at that level A new job description be prepared In consultation with senior maJ1agement and approved by Council to be reßective of these expectations. The search to fiU this vacancy to be initiated no later than October I, 1996. The following motion was considered in conjunction with the above: . . . 3 Resolution N214196 Moved by Councillor Jolmson Seconded by Councillor Diclcerson That Recommendation #3 be amended as follows: The first sentence is amended to commence with the phrase "The role of 'Town Manager' be re-defined to Chief Administrative Officer (CAO)...." The last two sentences are deleted and substituted with the sentences "A new job description be prepared in consultation with senior management and approved by Council to be reflective of these expectatÎons. The search to fiJ this vacancy to be initiated no tater than October 1, 1 996. " CARRIED RECOMMENDATION #4: Recommendation #4, which reads as follows, was amended and ~: Council continues to support the restructuring of Treasury to a fuDer Financial Services Department. In addition to tbe current functions; a broader role in budget development, on-going analysis and monitoring is anticipated. Otber functions tbat will enhance the financial management of the Town will be considered. The following motions were considered in conjunction with the above: Resolution #215196 Moved by Councillor Ryan Seconded by Councillor Dickerson That Recommendation #4 be amended to delete the sentence "As well, responsibility for Supply and Services would transfer to Financial Services", CARRIED Resolution #286/96 Moved by Councillor Pistritto Seconded by Councillor Dickerson That Recommendation #4. as amended, be tabled. WST RECOMMENDATION #6: Recommendation #6, which reads as follows, was divided and amended: Tbat tbe Report pending on tbe departmental re-structuring in Public Transit be referred to tI,e Transit Advisory Committee.
