That pursuant to Section 55(7) of the Municipal Act, R.S.O, 1990, c MAS, as amended, the Council of the Corporation of the Town of Pickering hereby resolves to conduct a meeting closed to the public for the purpose of considering a property transaction, personnel mätters and matters oflitigation. CARRIED The Town Solicitor reported to Members of Council on the status of the issue respecting Novacor Company Limited. Council directed the Town Solicitor to continue to report on matters regarding Novacor Company Limited to the Audit Committee throughout July and Augu&, 1996, Resolution #2161CJ6 Moved by Councillor Johnson Seconded by Councillor Dickerson That the invoice dated July 4, 1996 in the amount of $2,094.07 submitted by the lawfinn of K~onis, Rotsztain for matters related to Novacor Company Limited be approved for payment. . CARRIED Resolution #217196 Moved by Councillor Ryan Seconded by Councillor Johnson That the Town Solicitor be authorized to malce an offer ef $900,000.00 for the purchase ofBlcc1cs 54 and 58, Plan 40M-1480 from The Trustee!! of the Steeple Hill Community Bible Church; and That this offer be conditional upon reports of environmental and soils testing being to the satisfaction of the Town; and That the closing date for the transfer of this property be November 29, 1996; and That Council authorizes a deviation from the Town's policy dated August I, 1994 regarding acquisition of land, by requiring only one appraisal of value prior to the purchase of the Steeple Hill Church property rather than requiring two appraisal~ ofva1ue. - CARRIED Recorded Vote: Yes: No: Councillors Pistritto, Ryan, Senis and Mayor Arthurs Councillors Brenner, Dic1cer1On and Johnson . . , :1 Council considered the foUowin¡ amendment in conjunction with the above resolution: Resolution 1#118196 Moved by Councillor Ryan Seconded by Councillor Johnson That the closing date for the transfer of the Steeple Hill Church property to the Town be changed ftom September 30, 1996 to November 29, 1996. CARRIED That Councillor Ryan seconded by Councillor Johnson took leave to introduce a by-law of the Town ofPiclcering: By-law Number 4841196 Being a by-Jaw to authorize the execution of an agret:ment to purchase Bloc1cs 54 and 58, Plan 4OM-1480, Pickering. Councillor Ryan, seconded by Councillor Johnson moved that By-law Number 4823/96 be adopted and the said by-law be now read a third time and PASSED and that the Mayor and Cleric sign the same and the seal ofthe Corporation be affixed thereto. CARRIED Council rose ftom this portion of the In Camera meeting at 5:23 p.m, to hear representatives of the Ontario Sports Legends Hall of Fame give a presentation on a proposal for the Town of Pickering The Co-ordinator of Economic Developm~ introduced Bruce Prentice and William Hughes as representatives of the Ontario Sports Legends Hall of Fame and they, along with Councillor Johnson, gave an overview of a proposal for an Ontario Sports Legends "Walle of Fame" to be foUowed up at a later date with a "Hall of Fame" in the Town of Pic1cering, A memorandum ftom the Co-ordinator of Economic Development setting out the details of this proposal was distributed to Council. The Town Manager reported that an invoice fTom the Durham Board of Education in the amount ofS12,424,31 for costs related to the Youth Program that was carried out at Pine Ridge Secondary School in 1995 was 5till outstanding. The Town Manager was directed to circulate the invoice to Members of Council before any decision is made on it. The Town Manager reported that the ClubLink development proposal for the golf course is scheduled for the August 8, 1996 Statutory Public Meeting. Council passed the following resolution changing the date that this matter is to be heard to a September 12, 1996 Statutory ~blic Meeting: Resolution #219196 Moved by Councillor Pistritto Seconded by CounciUor Johnson That the CJubUnk development proposal for the golf course be heard at a Statutory Public Mediug to be convened on September 12, 1996. CARRIED . '" 4 Council re-convened the In Camera session of this Special Meeting at 6:20 p.m, Council discussed the retention of a Human Resources Administrator and a consensus was reached to have Mayor Arthurs contact an executive employment agency to bring forward candidates for this position who have a breadth of experience and are willing to work under a contract, . Councillor Dickerson reported that he bad an estimate trom the Director of Paries and Facilities that would improve accessibility to the Civic Complex for physically challenged persons and Council concurred that action be talcen with the upgrades set out in the estimate, Resolution ~~20196 Mr.Ned by Councillor Ryan $econded by Council1or Dickerson That this In Camera meeting of Council be concluded at 8:03 p,m.
