7:00 p.m.

That pursuant to Section S5(7) of the Municipal Act, R.S.O 1990, c M.45, as amended.
the Council of the Corporation of (he Town ofPic1cering hereby resolves to conduct a
mæting closed to the public for the purpose of considering a matter of possible litigation
and a personnel matter.

There wu a discussion regarding an overpayment to Novacor Construction Limited, Staff
were asked to leave the In Camera session at 1: 15 p.m, and did not return until this
Special Meeting of Council reconvened at 11 :30 p.m.
Council adjourned at 7:35 p,m, to C(\nvene in the Council Chambers for its regular
meeting.
Council reconvened at II :30 p.m. following its regular meeting to continue its In Camera
session.
Mayor Arthurs summarized the consensus of Council that was reached at the In Camera
session earlier in the evening as follows:
1.
The Audit Committee will be meeting on May 22, 1996 to investigate the matter of
the overpayment to Novacor Construction Linùted further with the Town's
auditors,
2.
Council will get an independent outside legal opinion on this matter and that
Solicitor will report only to Council.
3.
Council wants assurance that there will be a complete review of this issue and that
mechanisms to improve will be put in place.

That all statfat the level of Department Head or higher be directed, on an interim basis, to
report and communicate concerns within their jurisdiction to Council at the meetings that
are traditionally held prior to the regular Council or Executive Committee Meetings.
