Kearns - Town Manager - Town Cleric - Executive Director of Operations - Town Solicitor - Director of Planning - Co-ordinator of Council Services m ADOPTION OF MINUTES Regular Meeting of May 6, 1996 Special Meeting of May 6, 1996 Special Meeting of March 25, 1996 The regular meeting of May 6, 1996 Minutes were adopted with the following amendments: Councillor Brenner stated that his absence was due to a family emergency rather than a personal emergency, 1- Councillor Senis advised that her declaration of interest was due to her husband acting as agent in the purchase of the subject property rather than being involved in the purchase of the subject property. The Minutes of the May 6th Special Council Meeting were deferred. The Minutes oftbe March 25th Special Council Meeting were deferred, 99 Council considered the following motions with respect to the Minutes of the Special Council Meetings of May 6th and March 2Sth, 19%. CARJUED Resolution #118196 Moved by Councillor Brenner Seconded by Councillor Dickenon That the Minutes of the March 25th Special Council Meeting be deferred, lID l. 8 2. 3. -- 4, CARRIED DELEGATIONS Gordon Reidt, a member of the SEARCH '96 Planning Committee addressed Council regarding the Health, Safety and Environmental Conference being held on June 6, 1996 at the Recreation Complex. He introduced the volunteers present at the meeting and thanlced the members of staff who 2Ssisted in the organizing of this event. He advised of those participating and thanked Council, the Town Manager, the Executive Director Operations for moral and financial support, Cyril Beasley, 669 Marksbury Road, addressed Council and requested that a condition of approval be added to the application for rezoning by Fitzroy Johnson to provide for a privacy fence between the properties. He advised that he is not in opposition to the rezoning but would like a noise barrier fence between the properties. The following persons addressed Council with respect to the installation of lights at the intersection of Walnut Lane and Kingston Road: a) Peter Bosak, 1163 Kingston Road, spea1cing on behalf of himself and other businesses at this location commented on the importance and expediency of the installation of traffic signals at this location, b) Richard Comblum, owner of W~nut Grove Plaza Inc. advised that all Council would be approving is a 20 metre wide wal1cway. He advised that he has been waiting for five years for rezoning and asked Coun-::il's support to fulfil! condition outlined by the Region. Ted Cieciura, representing Kel~k Investments Incorporated, addressed Council with respect to the draft plan of subdivision at the southwest comer of Fairport Road and Strouds Lane. He submitted a revised plan which complies with the Dunbarton Guidelines and requested Council's support. Council directed meetings to be held with Town staff, local residents, Heritage Pickering and others to review options and report back but this was not followed through with. Heritage Pickering are willing to wor1c with the Town and residents, share views and explore options. He requested a forum be held to review options and come to a decision without further delay. Paul Galaslci, 1005 Sherman Crescent advised that a meeting had been scheduled concerning this item during business hours but he was unable to attend. He stated that the residents are concerned about the house being designated or rezoned for commercial or personal use. Trus could create problems such as lighting, parking, unsavoury people coming into th~ area and unsafe conditions with regards to the safety of property. Three different types of surveys were carried out in the area with all the same conclusions, The residents want the house moved nom the park as soon as possible. Mark Gilding, 1001 Sherman Crescent thanked Councillor Dickerson for rus support. He stated that the area residents are not against preservation but do not want the house in the park, He requested that Council follow the wishes of the local residents. Richard Ward, Box 5142, addressed CounciJ with respect to the waste transfer station on Squires Beach Road, He stated that trus processing faciJity could facilitate Canada Composting. He advised that Council should review their recommendation to the Region. He requested disclosure of those receiving benefits ftom trus application approval. CARRIED Don Bennett, S258 Old Brock Road addressed Council with respect to the Campbell/McPherson House and advised that he is interested in potential relocation oftrus house to a property in Claremont. The home would be moved in little pieces as it would not stand up to moving it as a whole. They want to preserve the arcrutecture and restore it on a site in Claremont. IV) I. 2. 3, , 4, CARRIED OTHER BUSINESS Councillor Brenner thanked the Director of Planning for the information concerning the expansion of the Amberlea Plaza and he requested that the owners of the plaza be advised that the signage is creating concerns for the residents. Councillor Brenner advised that Durham Region accepted Council's recommendation for Traffic Response at West Shore Blvd. and Bayly Street. CounciJJor BreMer stated his concern with the report fi'om the Director of Planning concerning the Jac1c of representation at the Rouge Park Alliance Meeting, He advised that a Notice of Motion would be coming forward to appoint a staff alternate for attendance at these meetings. Councillor Brenner q¡:.estioned the Town Solicitor concerning the timing with respect to Council receiving the backup material regarding Seaton and the ŒI Group. M 5. 6, 7. . 8. 9, 10. II. lVJ) 108 OTIRR BUSINESS Councillor Johnson asked if planters could be placed for the Whitevale Spring Event taking place this weekend, Councillor Johnson advised that he has received a number of calls concerning residents now being charged for dumping at the Brock West Landfill Site. He stated that . char8C of$5.00 per 100 kg is now in effect. Councillor Ryan requested a report trom the Executive Director of Operations concerning lighting of the parks and schools as he has been informed that the Boards have been turning offtbe lights around the perimeter of the schools, Councillor Pistritto advised that he was satisfied with the decision made concerning the Campbel1lMacPherson House as long as everything has been put in place. Councillor Pistritto advised that garbage is being dumped on 2nd Sideline between the 8th and 9th Concessions. Councillor Senis advised that the Museum Steam-Up will be held on Sunday, May 26th, 1996. Mayor Arthurs read out a statement concerning an overpayment made with respect to the Fairport Road reconstruction. BY-law Number 4716196 CONFIRMATION BY-LAW .
