I.
Ray Gorse, representing the Ontario Liquor Control Board employees Union,
addressed Council with respect to the privatization of the Liquor Control Board.
Privatization hould result in loss of jobs, price increase, selection decline, etc.
More outlets would be created which could increase consumption, which in turn
causes the need for increased police protection and health costs. He requested that
Council pass the resolution before them.

Collette Brunner, 677 Hillview Crescent, addressed Council with respect to a claim
against the Town for damages to her property which was denied. She advised that
due to construction in her area for the past seven years, he-: 2 1/2 year old car
required a new paint job, her children have not had the privilege of playing on their
own property, they have not been able to enjoy their own garden and their air
conditioning has had to run all summer because they could not open their
windows. D.æ to these circumstances, she felt the Town should compensate her
for these inconveniences but her request was denied.
Rita McDonald aadressed Council regarding "Take Back The Night" march in
Pickering. She adviied that last years walk was a great success and this years is
scheduled to take place on September 26th, 1996 using the same route. She asked
Council's support of this event.
Karl Haug, Jr. addressed Council with respect to the Town's advertising policies.
He asked that his tax dollars not be used to advertise in The Original Bay News.
Mayor Arthurs ruled that the above delegation was out of order.

Rob McCaig, 61 1 Stonebridge Lane, addressed Council on behalf of Bob Mitchell
and the Bay West Lookout Point Ratepayers Association with respect to the
southwest quadrant traffic study. He outlined the accidents which have occurred
at Eyer Drive and Oklahoma Drive and stated that speed in the area is the problem.
The Southwest Quadrant Report submitted by Totten, Sims, Hubicki is a waste of
money. There was no mention of a 4-way stop, but the installation of an IPS
System was recommended. He requested that a Notice of Motion be put forth
recommending a 4.way stop with an overhead light and warning flashing lights at
Oklahoma and Eyer Drive.
Tom Mohr, representing PESCA, addressed Council with respect to the Take
Back The Night event, advising that PESCA wholeheartedly endorses this event.
He congratulated Rita McDonald and all organizers for their work and urged
everyone to attend.
Richard Ward, Box 5142, Claremont, addressed Council with respect to By-law
4750/96 regarding the hours of operation of the service station at Whites Road and
Oklahoma Drive. He submitted to Council the Interim and Final Reports of the
Ontario Municipal Board. He advised that when this application was being
approved, his application was being denied.

following conditions:

That this recommendation apply to the plan prepared by V" 1imir Kranar Ltd., Ontario
Land Surveyc-rs, dated March 24, 1995, and bearing the Town Recommendation stamp.

That prior to final registration of this plan:
a)
The applicant submits a Draft Durham Condominium Plan to be approved by the
Town's Planning Department to ensure consistency between it and the approved
site plan;
b)
The Town be satisfied that the site is in full conformity with the Site Plan
Agreements, registered as Instrument Numbers LT733003 and LT 730106, the
Development Agreement, registered as lriStrument Number L T 734174, applicable
to the subject property, and that all of the general on-site works, including
landscaping, fencing, lighting, and surface treatment have been completed to the
satisfaction of the Town's Planning Department; and

The applicant enters into an ap~ropriate condominium agreement with and to the

(a) satis1åction of the Director of Public Works respecting restoration of existing roads,
CUJbs and boulevards on Liverpool Road, including cleaning, installation of utilities or
reinstallation of existing utilities, intlallation and paving of driveway aprons, tree

(a) the dedication of all road allowances with proper corner roundings and sight triangles
to the Town;
(b) that the owner convey to the Town:
(i) Blocks 30 & 31 for 0.3 metre reserves;

the submission of a tree preservation and street tree planting program to the satisfaction of
the Town;

WP"...dŒAS the section of Kingston Road between Dixie Road and Valley Farm Road that runs
through the downtown COR: of the Town of Pickering is considered the "main street" of the
Town; and
WHEIŒAS by Resolution #3/95 passed on January 16, 1995, the Council of the Corporation of
the Town of Pickering recognized Kingston Road as the "main m-eet" of Pirkering and initiated a
program to beautify Kingston Road in order to attract people to the downtown area; and
WHEREAS the speed of traffic on Kingston Road in the downtown area must be such that
pedestrians and motorists can cross over Kingston Road safely and be encouraged to use; the
downtown area; anå
WHEREAS the speed limit on Kingston Road as it travels through Pickering Village, which iä a
central cornrnen..'iaI area, is 50 kilometres per hour; and
WHEREAS the speed limit on Kingston Road between Dixie Road and Va/ley Farm Road is 70
kilometres per hour and such speed does not lend itself to t~ promotioi1 of Kingston Road as Ð
"main strœt";
NOW THEREFORE the Council of the Corporation of the Town of Pickering hereby requests
the Regkn.al Municiplility of Duìh.am !o lower the speed limit on that portion of Kingston Road
between Dixie Road and Valley Farm Road to 50 kilometres per hour.

WHEREAS the Council oftbe Corporation oftbe Town ofPiclcering is conœrned with the future
plan of the Province of Ontario to privatize the retail sales and distribution of alcohol; and
WHEREAS all studies on ihe privatÎz.lltiœ1 of alcohol indicate increased consumption leads to
increased health, IOCÎal and policing costs; and

WHEREAS the Liquor Control Board of Ontario has proven itself to be an efficient, profitable
business balancing social responsîbi1ity witb revenue generation;
NOW THEREFORE the Council of the Corporation of the Town of Pickering does hereby
petition the Province of Ontario to reconsider its plans to privatize alcohol sales and distribution
and that the Government of Ontario maintain the current system of alcohol sales and distribution,
namely, the Liquor Control Board of Ontario; and
THAT a copy of this resolution be forwarded to the Honourable Michael Harris, Premier of
Ontario; the Honourable Ernie Eves, Minister ofFmance; the Honourable Norm Stirling, Minister
of Consumer and Commercial Relations; Andy Brandt, Chairman of the Liquor Control Board of
Ontario and Janet Ecktf, MPP, Durham West.
