ADOPTION OF MINUTES
Regular Meeting of February 19, 1996
DELEGATIONS
fun Witty, Chair, Regional Municipality ofDurt.am, addressed Council concerning
the Region3l Budget and tht'- Golden Report. He advised that, with regards to the
Budget, the Region have had an $8,000,000 cut in grants this year and are
expecting a further cut next year. WIth regards to the Golden Report he outlined
the detrimental affect this will have on llil area municipalitie3 and stated that
reassessment across the Province is essential.

DELEGATIONS
Representatives of the Citizens' Advisory Committee to Study GT A Refonn
addressed Council and presented their Report.
a.
Roy Robinson, Chair, thanked Council for the opportunity to dea! with the
GTA Refonn. He outIined the membership, process, consensus position
and advised of those making the remainder of the Committee's
presentation.
b.
Paul Crawford, Committee member, stated that property tax reassessment
needs to be carried out. He recommended the removal of school tax trom
property tax. He thanked Council for setting up this Committee and stated
his pleasure to be involved.
c.
David Steele, Committee member, thanked Council on behalf of PACT for
the opportunity to be involved in this Committee. He stated that the
Governance Model set out in the Golden Report should be rejected. The
Town of Pickering needs to have a fair, equitable voice. A strong local
government is needed to handle the financing of the majority of the
services.
d.
Craig Bamford, Committee member, discussed services Ytithin the local
municipality stating that the regional government must work with the local
governments to assist with services difficult fOl the local governrneilt to
handle.

Jill Foster, Committee member, is unable to support changes that will
change integrity of the Town. She stated that the Committee supports
property tax reassessment, and enhancing the five regional governments.
Tht.y recommend coordination of services in the GT A, cost benefit analysis
and no overall tax increase. Sloe outlined the implementation process.
Peter Gilbert, representing the Library Board advised that the Library Board
represents those who use the service but cannot speak for themselves. They are
concerned as to what will happen to the Pickering Library Board as the GT A issue
unfolds. He asked that Council share the feelings of the Library Board with their
peers.
Fred Beer stated that he generally supports the Committee Report. The
implementation of the GT A Report would destroy Fickering as we know it.
Council should give unanimous rejection to the GT A Report.
Tom Thompson stated that Pickering has not been served well by Regional
P1apning or the Planning Cooncil and he strong:y recommends taking over
Regional Planning.
Heather Allen, MOOIin Road stated that Toronto must take responsibility for their
own problems. She coln.'11ented on the amount of garbage being dumped on
Rosebank Road and advised that if the boundaries change we will g~ everyone'!.
garbage.
Heather Gmcott, Senator Street stated her uneasiness that no one trom the Go!1en
GT A Committee can confirm a figure for the effect this will have on Pickering.
She stated that positive remarks must be offered to the Province to ensure that
they listen. She hopes Council will not consider later dis..IIOlving the Library Board.
Richard Ward, Box 5142, Claremont stated that property tax assessment should be
carri..:d out on an equal value assessment. Also strict conflict of inter~ guidelines
should be set out.
Janet Ecker, M.P.P. thanked Council and the Citizens' Groups for their input

the Town of Pickering to the Report of the GT A Task Force" with the following amendments:

Recommendation 2(c) was amended to read:
"the consideration of a GT A w:de co-ordination function for inter-municipal transit continue to be
pursued tllfOUgh the currently structural Transit Integration Steering Committee, with local input
and consen~!I."
Recommendatio". 38 was amended as follows:

the comment to "Agree in principle" was changed to "disagree".
b)
the second paraguph in the "Discussion" section was deleted and tIw following was

"For services such as landfill and sewage and areas where environmental concerns exist, it
is essentiëJ for the approval and regulatory agency to be independent. The project
proponent must r.ot also be the public's watchdog. The Province must take full
responsibility for the protection of our environment. We need tough laws and strong
administration al the provincial level.
Reconmendation 17 was amended to read:
a) .
The Ministry of the Environment and Energy should establish strict standards appropriate
for intended use in clean-up and disposal ofbrownfield sites.

The comment was amended to read:
Substantially Agree
Recommendation 19 was amended in the "Discussion" section by including the words 'and
disposal' following the word 'clean-up'.
Recon,,~ion 1.7 was amended in the "Discussion" section by deleting the sentence 'However,
if such a Council is created, its mernber3 should be indirectly eJ¡x:ted.'
Recommendation 29 was amended in the "Discussion" section by deleting the sentence 'However,
if such a Council is created, the proposed method of selecting the Chair is appropriate. '
Recommendation 26 be amended to read: To propose that municipalities within the Region be
treated in the same fashion as other municipalities within the Province with respect to
consolidation pursu!!nt to the recent anmndments under Bill 26.

WHEREAS the enforcement of speed limits has deteriorated as a result of reduced funding by
limiting the staff resources of the Durham Regional Police; and
WHEREAS driving at excessive speeds poses a threat to the safety of our community;
NOW THEREFORE the Council of the Corporation of the Town of Pickering hereby requests
the Minister of Transport to initiate an amendment to the Highway Traffic Act to permit local
municipalities to enforce those sections of the Act dealing with the enforcement of speed limits
within its boundaries; and

mAT the Minister be further requested to initiate amendments to the appropriate legislation that
wiD allow the municipalities to coUect the revenue ftom the fines imposed as a result of the
enforcement of speed limits within their boundaries; and

WHEREAS the recommendations set out in the Report of the GT A Task Force dated January,
1996 if implemented would have a tremendous impact on ¡he Town of Pickering in terms of
governance, property assessment and taxation, land use planning, economic development and
many other areas; and
WHEREAS many organizations and residents not only within the Town of Pickering but also
throughout the Greater Toronto Area are expressing their concern and reservations about the
recommendations in the Report; and

WHEREAS it is the responsibility of the Council of the Town of Pickering to ensure that its
residents are as well infonned as possible about the effect of the Report on their quality ofIife;
NOW THEREFORE the Council of the Corporation of the Town of Pickering hereby resolves to
host a public meeting and invite members of the GT A caucus and the Region of Durham to attend
tlús meeting to answer questions and hear comments ûom the residents of the Town of Pickering
and others on the reform of the GTA communities on the reform of the Greater Toronto Area;
and
THAT an information bulletin be prepared and mailed with the hydro to include a survey of the
residents views on GTA reform and these surveys be collected at the public meeting and at
specified drop locations; and
That invitations be forwarded to Janet Ecker, MPP Durham West and to all area Regional and
Metropolitan municipalities in the Greater Toronto Area.

Being a by-law to declare certain municipal lands being those parts of Lot I, Plan 40M-I457,
Pickering, designated as Parts xxxx, Plan 40R-XXXXX as surplus to the needs of the Town of
Pickering in accordance with By-law 4592/95.
By-law Number 4743/96
Being a by-law to appoint By-law Enforcement Officers for certain purposes (parking Regulation
- 1735 Bayly Street, Brock Commercial Centre).
By-law Number 4744/96

Being a by-law to amend By-law 4547/94 to appoint persons to various agencies, boards and
committees of the Town of Pickering.

Councillor Dickerson, seconded by Councillor Senis moved that the report of the Committee of
the Whole on By-law Numbers 4741196, 4742196, 4743/96 and 4744/96 and be adopted and the
said by-laws ..... now read a third time and PASSED and that the Mayor and Clerk sign the same
and the seal ot' the Corporation be affixed thereto.

I.
Councillor Pistritto requested information concerning the Ontario Press Council
and its' purpose. .
2.
Councillor Senil advised that she will be bringing forward a Notice of Motion at
the next meeting concerning a speed reduction along Kingston Road &om Valley
Farm Road to Dixie Road.

3.
Councillor Senia congratulated the Pickerins Rotary Club on their Music Festival
which was held last week.

CounciDor Dickerson advised that the Pickering East Shore Community
Association will be holding their Annual General Meeting at the East Shore
Community Centre on March 6th.

Councillor R};)J1 thanked Mayor Arthurs for his presence at the Pickering
Philharmonic Concert held on March 2nd.

Councillor Ryan congratulated the Muslim Cultural Association for their event
held on March 3rd.

Street connection to Metro Toronto.
