Me lymuk - Town Manager - Town Clerk - Deputy Clerk - Director of Planning - Deputy Director of Planning (I) ADOPTION OF MINUTES Regular meeting of October 15, 1990. (II) 1 . DELEGATIONS Ken Matheson, representing the K.G. Old Severin and Toronto Mardi Gras Council addressed Council to discuss the official opening of the Mardi Gras season and stated Members of Council will be kidnapped on December 1, 1990 at 5:00 p.m. 2. John Cherry, representing C.U.P.E., addressed Council with respect to the closing of Durham Recycling. He requested support from Council to have the Region conti nue full operati on of the recyc1 i ng program and not the call for tender as thi s wou1 d resu1 tin thE' loss of several jobs. 3. Mrs. Betsy Gummow addressed Council with respect to the Highbush Traffic Study. She stated there are some inconsistencies in the Engineering Report, that mun i ci pa 1 improvements to Twyn Ri vers Dri ve a re not a high priority and requested deferral in order to address some minor amendments. (II ) 4. . 5. 6. . 7. 8. . 140 DELEGATIONS - continued 19/90 Glen Baker, representing Save the Rouge, addressed Council with respect to the Highbush Traffic Study and Regi ona 1 Roads. He submitted three 1 etters outli ni ng environmental concerns with respect to the Lawrence Avenue/Bayly Street connection and the Twyn Rivers/Sheppard Avenue connection and commented on the adverse effect of air and water pollution and toxic chemi ca 1 s on the Rouge River and valley. He stated the group's willingness to work with officials to find an alternative east/west transportation link that is environmentally safe. Katheri ne Murray, Town of Pickeri ng representative of Provincial Rouge Valley Park Advisory COIII!1 it tee , addressed Council with respect to the Highbush Traffic Study and Regional Roads. She requested that the Lawrence Avenue/Bayly Street connection be deleted from the Regional Roads Report and from the Region's Official Plan. With respect to the Highbush Traffic Study, she stated that widening of Sheppard Avenue from Whites Road to Altona Road to four lanes would mislead drivers vehicular traffic to use this east/west route when it is only two 1 anes west of Al tona Road. Mr. George Martin, representing the Greenwood and Area Ratepayers Association, addressed Council with respect to the budget allocation for Councillors' communications. He stated the cost versus the value of service to the public is questionable and requested that cellular telephones be eliminated in the 1991 budget. . Mr. Alex Robertson. 893 Modlin Road, addressed Council with respect to the budget allocation for Councillors' communications. He stated that Councillors' jobs are not full time, that there is no urgency for an imm~diate response to inquiries and that there is no need for the expense of cellular telephones in the budget. The following persons addressed Council in opposition to the Official Plan amendment submitted by C. deGraauw to permit a golf course at the southwest corner of Westney Roau and Concession 9 Road: a) Liz Lounsbury stated the land is designated Permanent Agricultural Reserve in the Official Plan and submitted data on food from agricultural acreage. b) Lorne A1mack stated that land is located in the Oak Ridges Moraine and is included in several studies by the Province and the Federal Government. He added that the development agreement must include an environmental assessment which should be imposed now. David Hayne reminded Cpunci1 of the many area residents opposed to this application and requested refusal. c) (II ) 8. . 9. 10. . . 141 DELEGATIONS - continued 19/90 d) John Veale stated that golf courses are not permitted in the Official Plan and that the guidelines contained in the Rural Area Policy should be applied to the application. e) Mara Holdenried stated that many area residents are opposed to the app1 ication and that another golf course is not needed. Bill Perks stated that the small size of the course is dangerous to players and vehicular traffic and that it should be redesigned. He added that there is insufficient acreage for a safe course and asked if adequate parking is provided. f) g) Fred Beer stated that he is not against a golf course but is against the loss of farmland. He fel t confi dent that concerns regardi ng safety, trucks parking on Westney Road and the club house will be addressed in the site plan process and added that if all the land is used. the site size will increase by 25%. Corky deGraauw, applicant, addressed Council in favour of a gol f course at the southwest corner of Westney Road and Concession 9 Road. He stated the site size is adequate and that all concerns will be addressed in the site plan process. The following persons addressed Council in opposition to the Highway 2/Whites Road Northeast Quadrant Study: a) Katheri ne Murray. representing the Rougemount Drive Ratepayers Association, stated her opposition to the high density permitted, the amount of increased traffic congestion, that the speed limit on Kingston Road is excessive and inappropriate, to more commercial and retail zoning on Kingston Road and access to the site. She stated that only low or medium density should be permitted, that building height shouìò be restricted to less than three storeys and that affordable or seniors housing should be on the site. b) Syl vi a Spencer, 771 Sheppard Avenue, stated that a buffer between the subject lands and the houses on Sheppard Avenue should be incorporated. She stated her opposition to the high density, the height of buildings, the retail zoning and underground parki ng, that there is no provi si on for seniors or affordable housing and requested a deferral for one year. c) Susan Witt, 744 Shepppard Avenue stated her opposition to the density pennitted, the height of the buildings, increased traffic congestion and requested alterations to the proposal. (III) 19/90 142 DELEGATIONS - continued d) Pat Hurst, 651 Weyburn Square, expressed her concern with respect to access for emergency vehicles, school capacity and increased traffic congestion and stated her opposition to the high density permitted. e) Ron Cushman, 613 Amberwood Crescent, expressed hi s concern with respect to emergency services access to the site from Whites Road and Kingston Road, overcrowding of schools, the high density permitted and suggested that the matter be deferred until a study of the impact on the community can be assessed. f) Karen Revill, 748 Sheppard Avenue, spoke in opposition to the density and height of buildings permitted. She believed that a landscaped buffer would be provided between the site and the houses on Sheppard Avenue. She expressed her concern about access to Whites Road and the increased services required for additional residents. g) Irene Moult, 838 Sheppard Avenue, spoke in opposition to the high density permitted, increased traffic congestion and requested that a low density be provided in the plan. h) Caroline Johnson, transportation planner, representing the PTA of Woodlands Centennial Pub 1 i c School stated approva 1 shoul d not be granted until a project in Scarborough similar to this is completed in order to measure its success. She expressed her concern with respect to children's safety due to the increased traffic and the underground parking provision. i) Paul Whi te, representi ng the Fai rport Beach Ratepayers Association, opposed the high density permitted, the increased traffic congestion and garbage and expressed concern regarding access for emergency services. CARRIED Mr. DeGraauw agreed to provide the appropriate environmental and engineering reports requested, however, was opposed to the three conditions in the second part of the motion. Councill or Morgan requested that Bell Canada be contacted to ascertain if Toronto directories can be distributed to residents with 284 exchanges. Counci 11 or Van Kempen stated he di stri buted the Frenchman's Bay Park Study prepared by MTRCA. 4. 5. Councillor Johnson requested a report from thp. Di rector of Conununi ty Services and Facil iti es on the removal of playground equipment at Valley Farm School. 6. Councillor Johnson requested a report from the Director Public Works on the gasoline problem in Claremont. 7. Council discussed procedure with respect to Other Business items. (VI) CONFIRMATION BY-LAW By-law Number 3588/90 Councillor Mitchell, seconded by Councillor Van Kempen moved for 1 eave to introduce a By-l aw of the Town of Pickeri ng to confi rm the proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on the 5th day of November, 1990 and that the same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affi xed. HIGHBUSH COMMUNITY TRAFFIC STUDY FILE NUMBER - B 1000 That the following recommendations, based upon the Implementation Priorities of the Totten Sims Hubicki Associ ates' Hi ghbush Communi ty Traffic Study, June 12, 1990, be adopted. 1. That the Town of Pickering Public Works Department prepare an appropriate application to the National Transportation Agency of Canada for an Order to construct automatic gates at the existing level crossing of the CN Rail York Subdivision at Woodview Avenue. 2. That the Town of Pickering request the Region of Durham to confirm the warrants for traffic control si gna 1 s at Sheppard Avenue and Al tona Road and at Altona Road and Highway No.2 (Kingston Road), and further to prepare contract documents for the installation of traffic control signals at the intersections if warranted. Shoul d the warrants not confi rm the need for control si gna 1 s at thi s poi nt in time that the warrants be reviewed on a yearly basis and appropriate follow up action initiated. 3. That the Town of Pickeri ng request the Regi on of ~urham to confirm the warrants for traffic control signals at Sheppard Avenue and Rosebank Road and at Rosebank Road and Hi ghway No.2 (Ki ngston Road), and further to prepare contract documents for the installation of traffic control signals at the intersections if warranted. Should the warrants not confirm the need for control signals at this point in time that the warrants be reviewed on a yearly basis and appropriate follow up action initiated. 4. That the Town of Pickering advise the Region of Durham that Twyn Rivers Drive/Sheppard Avenue will ultimately be a mi nimum of four 1 anes through its intersection with Altona Road, and the Town requires the inclusion of the following turn lanes within the throat design of the intersection of Altona Road and Twyn Rivers Drive/Sheppard Avenue; eastbound: north and south turning lanes westbound: north turni ng 1 anes i ncorpora ted wi thi n a through 1 ane and 1 eft turni ng 1 ane southbound on Altona Road southbound: west turning lane northbound: west turni ng 1 ane and east turni ng lane incorporated within a through lane . . 2. ,8 2 6/90 5. That the Town of Pickering request the Region of Durham to add the reconstruction of ,\1 tona Roa" from Sheppard Avenue to Finch Avenue to four traffic lanes to their construction prograrøne for design in 1991 and construction in 1992. That the Town of Pickering reconstruct Twyn Rivers Drive/Sheppard Avenue to Town urban standards for three lanes (the third lane being exclusively for 1 eft turns) from Ashwood Gate to Whi tes Road, accOl1ll'.odating turning lanes at Altona Road and Rosebank Road, as determined through appropri~te review, and the provision for installation of traffic signals. while planning for a four lane roadway in the ultimate design and the elimination of the existing jog at Rosebank Road. 6. 7. That the Town of Pickering take appropria~ action to acquire the necessary property to complete the connection of Waterford Gate to Woodview Avenue. 8. That the Town of Pickering add to their current and Capital Four Year Forecast construction program, the reconstruction of Woodview Avenue and Pine Grove Avenue to urban standards for two lane roadways. Such reconstruction to be co-ordinated with the provision of sanitary and water services. That the Town of Picked ng add to thei r current and Capital Four Year Forecast construction program reconstruction of Rosebank Road to urban standards for; 9. a) a four 1 ane roadway from Sheppard Avenue to Finch Avenue; 10. That the Town monitor the results of implementing the above-noted reconmendations and adjust priorities as required. 11. That the recommendations listed herein be implemented in the order as listed, as required. PHASE II OF THE HIGHWAY 2/WHITES ROAD NORTHEAST QUADRANT STUDY FILE NUMBER - B 1000 In Pl anni ng Report 12/90, it is recommended that the Hi ghway No. 2/Whi tes Road Northeast Quadrant Study - Phase II - Urban Design Study be adopted. That the Urban Design Guidelines for the Highway No.2 - Whites Road Northeast Quadrant Study Area, prepared by The Architects Circle Ltd., as out1 ined in Appendix No. I to Town Planning Report No. 12/90, be ADOPTED by Town Council; and That Council amend the Woodlands COI1I11unity Part B Development Plan to incorporate the Urban Design Guidelines as Amendment No.4 to that Development Plan. DEFERRED FOR UP TO SIX WEEKS PHASE II OF THE HIGHWAY 2/WHITES ROAD NORTHEAST QUADRANT STUDY FILE NUMBER - B 1000 That Town Council authorize staff to prepare and submit for Council's consideration Town-initiated zoning by-law amendments for all development proposals within the Highway No.2 - Whites Road Northeast Quadrant Study Area that conform to the recommended Urban Oe$ign Guidelines.
