(I) ADOPTION OF MINUTES Regul ar meeting of February 5, 1990 was amended in Resolution #18/90 to include Councillor Brenner as voting in the negative. (III) 1. 8 2. (IV) 21 4/90 DELEGATION David Steele, 1827 Listowell Crescent addressed Council with respect to public participation in the budget process. He suggested that if after Counci 1 's review of the departments' budgets, taxes increase at the inflationary rate, that a budget summary be pub 1 i shed in the 1 oca 1 newspapers but if taxes increase higher than the inflationary rate, that the budgets, excluding personnel, land transaction or 1 itigation matters, be discussed at a Council meeting with full public participation in the process. See Resolution #25/90 Judy Griffiths addressed Council with respect to her appl ication to the Committee of Adjustment for a minor variance. She submitted a document outlining the history of application P/CA2/90, stated that her abutti ng nei ghbour is supporti ve and the vari ance is in character and within the general intent and purpose of the Official Plan and Zoning By-law. Councillor Morgan stated a meeting of PACT will be held on Thursday, February 21, 1990 at Pickering High School. Councillor Dickerson stated an open house will be held at the new Senior Citizens Centre. Councillor Johnson stated a red flashing light may receive support from the Regional Works Committee. Councillor Johnson inquired into the status of a report by the Metro Toronto and Region Authority dealing with the future use of Authority-owned lands. Councillor Johnson stated Festival was a success. the Claremont Winter Councillor Johnson asked when s i dewa 1 ks wi 11 be installed on Liverpool Road between Glenanna Road and Finch Avenue. Councillor Johnson stated the campaign for the Heart and Stroke Foundation is proceeding successfully. Councillor Brenner requested that the Town Clerk inquire into the status of a tree preservation by-law at the Region. Councillor Brenner stated that the 1990 Budget Summaries will be available to the public next week. Councillor Brenner stated that a petition will be submitted requesting alternate parking on Sheppard Avenue and 'that a by-law should be prepared. Councillor Brenner stated that the Works Department did an excellent job during the recent snow storm and i nqui red into the procedure of removi ng parked vehicles in snow routes. The following matters were disucssed prior to the regular meeting: (a) The Town Manager stated offi ces and rooms in the Civic Complex will be numbered and was directed by Council to have signs indicating ward number and 1 oca 1 or regi ona 1 representati on for Members of Council. (b) Council approved an additional $3,000 in consultant's fees for:he Highway No.2 Corridor Study to include archi~=ctural control. (c) A grant in the amount of $700 to the Head ng Ear Dogs Associ ati on to wai ve the fee for the use of the Recreation Complex was approved as a one-time only grant charged to Account 2195. 26 4/90 (V) OTHER BUSINESS (d) Resolution #28/90 Moved by Councillor Dickerson Seconded by Councillor Morgan 8 PROCESS PICA 6/90 THROUGH REZONING PROCESS (WALNUT GROVE PLAZA) FILE NUMBER - B2310 That application PICA 6/90 submitted by Walnut Grove Plaza for a second restaurant on Part Lot 24, . Concession 1 is not a minor variance and should be dealt with through the rezoning process. CARRIED The Council resol ved into a Committee of the Whol e at 9:20 p.m. to discuss Committee of Adjustment application PICA 2/90.
