Magi (I) - Town Manager - Town Clerk - Deputy Clerk - Director of Planning ADOPTION OF MINUTES Regular meeting of January 8,1989. ~. (II) 1. 2. 8 DELEGATIONS Richard Jones, Whitevale, addressed Council with resp~ct to the terms of the Pl landfill site agreement between the Region of Durham and Metro Toronto. He identified conflicting information regarding costs and stated the agreement will not be profitable for the Region of Durham. He requested Council to not support or negotiate the terms of the agreement. Lloyd Thomas, President, Whitevale and Area Residents Association, requested Council to not negotiate any terms contained in the Pl landfill site agreement between the Region CYf Durham and Metro Toronto. He stated his association will continue to oppose and object to the Pl landfill site and requested the support of all Council. See Resolution # 4/90 5 2/90 (II ) 3. DELEGATIONS - contfnúed Morri sHuff. representing resi dents on Westney Road spoke in support of the by-l aw to change the prohibition of heavy traffic on Westney ~oitd from 2:00 p.m. to 12 noon on Saturdays. 8 4. See By-law 3370/90 Mr. Armstrong, solicitor on behalf of Timbers Brothers, spoke in opposition to the pa$sing of By-law 3370/90. He stated his client has agreed not to di spatch any truck after noon on Saturdays which gives adequa te time for dri vers to return to the si te by 2:00 p.m. He added that none of his client's vehicles has been involved in an accident and that the business starts operation at 6:00 a.m. He requested that the by-law not be approved. CARRIED OTHER BUSINESS Councillor Brenner requested information Municipal Freedom of Interest Act. on the Councillor Brenner stated that a Bramalea newsletter included a misspelled name of a Member of Council. Councillor Brenner stated his ward newsletter will be sent to residents in the near future. Councillor Van Kempen commended the Mayor on the press conference held on the Pl landfill site. Councillor Van Kempen stated the Big Brothers Association is holding its annual Bowl For Millions fund-raising event on February 10,1990. Councillor Johnson requested that Concession 5 in Whitevale be radar enforced. Councillor Johnson stated that the walkway between Anton Square and Memory Lane requires snow removal. Counci 11 or Johnson stated that there is a great deal of mud on Finch Avenue between Liverpool Road and Valley Farm Road and that the builders in the area should be advised to keep it clean. Councillor Mitchell stated information should be available when house construction is not in confor~ity. Counci 11 or Di ckerson stated that the Town-owned 1 ands north of the East Shore Community Centre could be used as a lawn bowling facility. .. . (V) 11. 12. 8 13. 14. 15. I 8 2/90 9 OTHER BUSINESS - continued Councillor Dickerson stated that he will be holding a meeting with Dunbarton residents regarding future development in the area. Counci 11 or Morgan thanked the res i dents of Whi teva 1 e for the exce'ilent documentation and presentation with respect to the Pl landfill site. Councillor Morgan stated a public meeting will be held with respect to the Pl landfill site at the Kahn Auction Barn on January 25,1990. Mayor Arthurs thanked Members of Council for their support at the press conference regarding the Pl landfill site. The following matters were discussed prior to the regular meeting: (a) A land purchase request was reviewed. Resolution #7/90 Moved by Councillor Van Kempen Seconded by Councillor Morgan OFFER TO PURCHASE LANDS NORTH OF THE EAST SHORE COMMUNITY CENTRE FILE D3360 That the 1 etter dated November 27, 1989 from LL. Demchuk offering to purchase a portion of Blocks AZ and Z in ~an M-16 (located north of the East Shore Community Centre) be refused. CARRIED (b) A request from the Pickering Arts Council. Resolution #8/90 Moved by Councillor Brenner Seconded by Councillor Van Kempen REQUEST TO DISPLAY ART AT THE CIVIC CENTRE BY PICKERING ARTS COUNCIL FILE F5130.01 That the Town Manager be authori zed to di scuss the concept of a display of art at the Civic Centre by the Pickering Arts Council; and That this concept be reviewed after one year. CARRIED (c) The request for a release of conditions contained within Land Division application LD681/89 respecti ng Part Block E and Blocks F and G in Plan M-1024 was refused. (d) Councillor Brenner stated that the Director of Public Wo.'ks will be providing information to the public regarding roads works or construction taking place in their area. 10 2/90 (VI) CONFIRMATION BY-lAW It By-law Number 3371/90 Councillor Morgan, seconded by Councillor Brenner moved for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pi ckeri ng at its meeti ng hel d on the 22nd day of January, 1990 and that the same be now read a fi rst, second and thi rd time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed.
