(II ) 1. 2. . 3. DELEGATIONS' ~fark Scott and John Anagpostou, representing Hel dor Developments Corporation addressed Council with respect to By-law 2613/87 (Closing of Redwood Lane). They agreed that the cOllll1ents 1f the Town Sol icHor are va li d and that a two metre easement cannot be provi ded because the two houses to be bui It will not be marketable. They stated that the terms of the subdivision have been fulfilled, suggested that aecess is available on the property to the east and requested Council to pass the By-law. See By-law 2613/87 Edward Hanna, on behalf of the Liverpool West Ratepayers Association, addressed Council with respect to the Eri n Arne 1 i a subdi vi s ion located on the eas t side of Dixie Road, south of Finch Avenue. Hr. Hanna submitted an a lternat~ pl an and outl i ned the suggested amendments for Council's consideration. He asked that Planning sta"f be permitted to cOIIIIIent on the plan and advised that the Region is willing to delay final approval until this has been done. Doug Turner, addressed Council with respect to Item #3 of the Executive Committee Report on behalf of J. Ward and agreed to the amendlnents outl i ned in a metIIOrandum of the Director of Planning dated November 26, 1987 but asked that a residential zoning be permitted adjacent to the welding shop. See Item 13 of the Executive Committee Report . . . ( II) 4. 138 DElEGATIONS - (continued) 24/87 John Rodgers, on behalf of B.O.H. Holdings, addressed Counc11 with respect to the rezoning application at the northwest comer of Finch Avenue and Valley Farm Road. He spoke in support of the Planning recO8lendation and requested that when the Zoning By-law is before Council, that it be approved before the development agree8ent is signed with the condition that no building peMlits are issued until the development agreement is executed. Such site plans to include information respecting the design and location of refuse storage and the design of any entry gate to the subject lands; (i v) receive approval of an architectural statement for the project speci fically addressing rear yard elevation details adjacent to Finch Avenue and Valley Farm Road; (v) receive approval of an appropriate tree inventory and detailed preservation prograllllle to the sati s facti en of the Town and agree tha t no trees be rt>llloved unt 11 such time as this progranwne has been approved by the Town except a s author i zed by the Director of Planning; receive approval of an appropriate landscaping plan, which shall address the Valley Farm Road and Finch Avenue rights-of-way and include the creation of a landscaping focal point on the excess land of the Valley Farm Road road allowance. Such plan shall also include interlockin9 unit pavers in all driveway locations in front of all garage structures; (vi) (vii) the maintenance of landscaping on the west boulevard of the Valley Farm Road road allowance adjacent to the development; (in accordance with Council policy), the provision of full municipal improvements including curbs, sidewalks, landscaped boulevards, street lighting and storm drainage across the frontage of the subjeet property adjacent to Valley Farm Road and the provision of sidewalk and lighting across the frontage of the subject property adjacent to Fi nch Avenue, to the satisfaction of the Director of Public Works; (i x) the provision of necessary works to accOlllOOdate the appropriate jog elimination at the intersection of Valley Farm Road and Finch Avenue, to the satisfaction of the Director of Public Works; (x) payment of dedication; cash-in-1ieu of parkland (xi) payment of appropriate levies; . . . 24/87 141 Resolution #153/87 - (continued) (xii) the requirement that the subject lands be developed by draft plan of condominium; (xiii) satisfying the Director of Public Works respecting stonnwater management facilities and demonstrate that there is sufficient capacity within existing downstream storm sewers to accommodate the proposed development; (xiv) provide a report indicating the effect that stonDolater IMnagement, site grading, and below and above ground services within the area of the development will have on the exi$ting wells of abutting lands and to undertake and guarantee any work necessary to mai ntai n the current status; (xv) satisfy the concerns of the Metropolitan Toronto and Region Conservatio:l Authority respecting slope stability; and (xvi) satisfy the Town with respect to exterior cladding to be used throughout the development. (b) That upon th~ implementing zoning by-law becoming final and bindl~g, the owner agree to: (i) convey appropriate road widenings and reserves; (ii) convey an appropriate easement/right-of-way over the subject property for the purpose of providing abutting lands to the north with vehicular and pedestrian access to Valley Farm Road; and 4. (iii) satisfy the Metropolitan Toronto and Region Conservation Authority with respect to the dedication/conveyance of all lands below the top-of-bank of the Duffins Creek, within the boundary of the subject property. CARRIED Resolution'156/87 Moved by Councillor Robertson Seconded by Councillor Mitchell HIRE LEGAL SERVICES WITH AJAX FOR lANDFILL SITES FILE NUMBER - A 2310.15 That the Town of Pickering jointly with the Town of Ajax retain the legal services of Thomas Lederer of Osler Hoskin and, Harcourt for the following purposes: a) to oppose any application by Metropolitan Toronto for an exemption from the provisions of the Environmental Assessment Act with respect to the establishment of or the extension of any landfill site in Ajax or Pi cked ng; b) to oppose any application for a Certificate of Approval under the Environmental Protection Act by Metropolitan Toronto for the establ ishment of or the extension of any landfill site in Ajax or Pickering based upon an allegation of an emergency situation. LOST Resolution #159/87 Moved by Councillor Robertson Seconded by Councillor Coburn TRANSIT SERVICE TO AJAX/PICKERING HOSPITAL FILE NUMBER - F 4100 Whereas the Ajax-Pickering Hospital was established to serve the residents of the Towns of Ajax and PicKering; and Whereas 40% of the patients and outpatients that are served by the Hospital are residents of the Town of Pickering; and Whereas 40% of the persons us i ng the Heal tn Centre on Harwood Avenue are residents of the Town of Pickering; and Whereas persons utilizing the services of the Hospital or Health Centre are incurring high expenses if they are using taxicabs or some other form of transportation to access these heal th care facil iti es; and Whereas it is the mandate of Pickering Transit to provide a link for all urban residents to major industrial, cOIIIIIercial, recreational, health care and GO Transit facilities; and Whereas Pickering Transit does not presently provi de a servi ce to the Ajax-Pickering Hospital or the Health Centre; Now Therefore the Council of the Corporation of the Town of Pickering hereby directs the Director of Transportation to prepare a report on instituting a transit service to the Ajax-Pickering Hospital and Health Centre; and that the Director's report include, but not be limited to: 1. how this service will be provided utilizing the present f1 eet of buses based on four tri ps duri ng the daytime and three trips during the evening . 8 . 144 24187 Resolution #159/87 - (continued) 2. what approvals or agreeMents IIðY be required by the Province, the Town of Ajax. the Ajax-Pickering Hospital Board and the Health Centre to i~lement this service 3. the fares to be charged to passengers using this service 4. the cost of providing this service explore with the Province and the Region of Durham special assistance grants for residents. 5. and that thi s report be presented to Council on December 2l. 1987 for Budget discussions. Councillor Horgan stated that parking problems as II result of the flea market at the Trade Centre on Sundays are again prevalent and asked that a solution be found. Councillor Brenner asked that Town and School lioat-d representatives meet to determine the impact of liquor licensed establishments and video games close to school properties. Councillor Brenner asked for a report outlining the responsibil1ties of building inspectors with respect to checking mortar, heati ng, pl Ulllbi ng and e 1 ec tri Cil1 works and the pressure on staff to comply. Councillor Brenner inquired into the items included in Account 2113-2394.
