(II ) 1. DELEGATIONS Mary Rose, Planner, on behaif of Pickering Squar~ Inc., requested that Council consider including financial institutions and cOI1111erelal schools as permitted uses as outlined in a memorandum dated September 15,1987 of the Director of Planning. See By-law 2568/87 (III) RESOlUTIONS Resolution #130/87 - See Appendix #1 Moved by Councillor Brenner Seconded by Councillor Coburn That the Report of the Executive Comm!ttee Meeting dated October 13,1987 be approved. . RECOMMEND SUBDIVISIONS AS PREMATURE UNTIL INFRASTRUCTURE RESOLYFD FILE NUMBER - P 2300 Whereas the rate of residential developllent in the Town of Pickering is at record tetels; and Whereas tne Province of infrastructure to provide Ontario has not provided the 1. efficient access into and out of Metropolitan Toronto and through the Town of Pickering. 2. sufficient school students; and spaces to adequately house o~r Whereas the Region of Durham has been unable to 1. upgrade the Regional roads in and about the Town ,)f Pickering to keep pace with development dHelop a plan for Regional waste di sposal when the Brock West Landfill Site is closed; ðnd 2.. . Whereas the Town of Pickering has been unable to adequately monitor, inspect and supervise residential projects at their present rate of development; and Whereas there are other issues of concern related to the rapid residential growth in the Town of Pickering; Now Therefore be it resolved that all plans of subdivision be processed in acccrdance with present policy; and That the Council of the Corporation of the Town of Pickering will make a reconnendation to the Region of Durham on each plan of subdivision; and That the Council of the Corporation of the Town of Pickering will recomend plans of subdivision as premature when it is evident that the infrastructure is unduly stressed as it relates to those matters of Provincial and Regional responsibility. and as it relates to the Town's ability to monitor, inspect and supervise residential development; and That this policy will be in force until such time as it is evident that the Provincial. Regional and Town governments can respectively resolve the aforementioned concerns at their level of responsibility. LOST . DEFERRED {IV} BY-LAWS Councillor Mitchell, seconded by Councillor Coburn moved for leave to introduce by-laws of the Town of Pickering: By-law Number 2568/87 - (Third Reading Only) Being a By-law to amend Restricted Area (Zoning) By-law 3036, as amended, to implement the Official Plan of the Town of Pickering District Planning Area, Region of Durham, in Part of Lot 60, and Part of the Park Lot, Plan 509. in the Town of Pickering. (A 54/86; OPA 87-3/P) Resolution 1134/87 Moved by Councillor Robertson Seconded by Councillor Mitchell . NO FURTHER NOTICE FOR BY-LAW 2568/87 FILE NUMBER - A 2310-A 54/86 That the modifications to By-la~ Number 2568/87 are technical and minor in nature, therefore no further notice is required to be given with respect to By-law 2568/87. By-law Number 2601/87 Befng a by-law to amend By-law Number 2359/87 (Parking) By-law Number 2602/87 Befng a by-law to stop-up ~art of Redwood lane as public highway (Block 37, Plan M-1210, Pi~~ering). B~-law Number 2603/87 Being a by-law to exempt Lots 18, 19, 20, 21, 22, 43, 44, 45 and 46, Plan 40M-1415, Pickering, from part lot control. By-law Number 2604/87 Being a by-law to appoint Betty Kerman to the Town of Pickering Museum Advisory Committee. THIRD READING . Councillor Coburn, seconded by Councillor Mitchell moved that the report of the Committee of the Whole on By-law Numbers 2568/87, 2600/87, 2601/87, 2602/87, 2603/87 and 2604/87 be adopted, and that the said By-laws be now read a Third Time IInd PASSED, and that the Mayor and Clerk sign the same and the seal of the Corporation be affixed thereto. CARRIED (y) 1. LITHER BUSINESS Councillor Arthurs stated he will continue to challenge the procedure taken at the Council Meeting of September 28,1987. (VI ) CONFIRMATION BY-LAW By-law Number 2605/87 . Councillor Mitche", seconded by Councillor Brenner moved for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pi ckeri ng at its meeti ng held on the 26th day of October. 1987 and that same be now read a fi rst, second and thi rd time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. GRANT PEQUEST FROM THE UNITED WAY OF AJAX-PICKERING FILE NUMBER - C 2163 That a grant in the amount of 651 per eapita be roade to the United Way of Ajax-Pickering for the year 1988; and that the United Way be permitted to fly its flag at the Municipal Offices d~ring the campaign period. 2. ADJUSTMENTS TO TAX ROLL FILE NUMBER - C 5000 That the tax roll be reduced to reflect the adjustments and corrections to the tax accounts as follows: Rea 1 ty Taxes $ 0.00 .. OBJECT TO MERGER OF OMERS INVESTMENTS WITH PUBLIC SECTOR PENSION FUUDS FILE NUMBER - A 1000 Whereas the Province of Ontario has established a Task Force to review the investment of public sector pension funds in Ontario arct; Whereas one of the options under consideration is a merger of all public sector pension funds including O.M.E.R.S. and; Whereas the C.M.E.R.S. Board have studied this option and deem it detrimental to the members of O.M.E.R.S. and have demonstrated their objections in a brief to the Task Force; .
