Mag i - Town Manager - Town Clerk - Planning Director ABSENT: Mayor Anderson - (personal business) Councillor Stoner - (sick) (1) ADOPTION OF MINUTES Meeting of September 17. 1984. (11) DELEGATIONS 1 . The following persons addressed Council to oppose the proposed sale of the triangular parcel of land at the southeast corner of Rougemount Drive and Woodgrange Avenue: a) b) c) d) e) f) Mr. T. Harold Green. 458 Rougemount Drive . The delegations indicated that this land should be retained by the Town as a park to serve the immediate neighbourhood. There is a sanitary sewer and gas main that runs underneath this property that would be impractical to move and a watercourse runs across the subject lands. The sale price of $10.000 is too low for these lands considering that they will be assembled with another parcel to develop two building lots. 2. Mr. Garry McBride, 415 Woodgrange Avenue, addressed Council to support the proposed sale of the triangular parcel of land at the southeast corner of Rougemount Drive and Woodgrange Avenue to h~m because the appraised value of the land is only $5.000 but he is offering the Town $10,000 for it. The creation of two building lots would only be a continuation of infilling along Woodgrange Avenue and there are three parks in the area to service the neighbourhood. 17/84 - 84 - ( I I I) RESOLUTIONS Resolution 192a/84 - See Appendix #1 . By-law Number 1903/84 Being a by-law to amend By-law 851178 providing for the regulating of parking. standing and stopping on highways or parts of highways under the jurisdiction of the Corporation of the Town of Pickering and on private and municipal property. By-law Number 1904/84 Being a by-law to amend By-law 911178 designating certain highways within the Town of Pickering as through highways. By-law Number 1905/84 Being a by-law to amend By-law 506176 to provide for the erection of "Stop" signs at certain intersections within the Town of Pickering. By-law Number 1906/84 . Being a by-law to authorize the execution of an Agreement of Purchase and Sale respecting the sale by the Corporation of the Town of Pickering to Garry and Marion McBride of a triangular parcel of land at the southeast corner of Rougemount Drive and Woodgrange Avenue. . . ~.. 17/84 - 85 - THIRD READING Councillor Robertson. seconded by Councillor Kitchen moved that the report of the Committee of the Whole on By-law Number 1902/84. 1903/84. 1904/84 and 1905/84 be adopted with the following amendment: By-law Number 1906/84 was deferred for two weeks pending a report from the Director of Parks and Recreation on the need for a park at the intersection of Rougemount Drive and Woodgrange Avenue; and that the said By-laws be now read a Third Time and PASSED. and that the Mayor and Clerk sign the same and the seal of the Corporation be affixed thereto. Councillor Robertson. seconded by Councillor Arthurs moved for leave to introduce a By-law of the Town of Pickering: By-laws Number 1907/84 Being a Zoning By-law to amend Restricted Area (Zoning) By-law 3036. as amended. to implment the Official Plan of the Town of Pickering District Planning Area. Region of Durham. Part Lot 33. Range 3. B.f.C. and Block 31. Plan 40M-1304. in the Town of Pickering. (A 14/84) Deferred for two weeks Mr. Reg Todd. 1320 Al tona Roë j. stated that he agreed to the rezoning of the property to the north only if a fence was constructed to separate his lands from the applicant's lands. Council agreed with this condition but he has now been sent a letter from the Planning Department indicating that a fence is not required and the applicant is taking legal proceedings to secure a portion of his property. 2. Councillor Arthurs. seconded by Councillor Robertson mvoed for leave to introduce a By-law of the Town of Pickering: By-law Number 1909/84 - Two Readings Only Being a By-law to amend Restricted Area (Zoning) By-law 2511. as amended. to implement the Official Plan of the Town of Pickering District Planning Area. Region of Durham on Part Lots 1. 2, 3. 4 and All of Lots 13. 14 and 15. Plan M-89 in the Town of Pickering. (A 12/84) (VI) OTHER BUSINESS 1. Councillor Arthurs reported that street lights will be installed on Finch Avenue between Brock Road and Valley Farm Road. 2. Councillor Arthurs asked that the Council representatives on the Pickering Hydro Electric Commission inveotigate why those persons on equal monthly billing have had increases of 30S. 3. Councillor Robertsoa asked that the Transit Committee reconsider the decision to discontinue dial-a-bus service to the Squires Beach area. 4. Councillor Mitchell stated that he is concerned about the houses being constructed in the subdivision of Coughlan and McKay because he cannot contact the developers. 5. The following matters were considered prior to the regular meeting: a) Council met with representatives of J.D.S. Investments Limited to discuss the entrance road to the proposed Trade Centre and passed the following resolution: Resolution 193/84 Moved by Councillor Robertson Seconded by Councillor Mitchell That proposal submitted by J.D.S. Investments for provision of the entrance road to the Pickering Trad~ Centre on a plan prepared by Marshall. Macklin and Monaghan dated October 1. 1984 be approved in principle subject to: a) Final details to be submitted by the developer as part of the overall site plan for the Pickering Trade Centre to be to the Town's satisfaction. b) The developer post and maintain a security to ensure the installation of traffic control signals on the entrance road in front of the Trade Centre at a time and to a value to be determined by the Town. CARRIED 17/811 - 87 - . b) The Town Manager reported t~at the Fire Chiefs in the Region of Durham have agreed to use a co..on emergency telephone nu.ber of 9111 but each lIunicipalitJ will have its own three digit number to precede this number. c) The Town Manager reported on drainage problems in the Kates Lane area and Council passed the followins resolution: Resolution '911/811 Moved by Councillor Robertson Seoonded by Councillor Mitchell That the Director of Public Works be authorized to spend $1.000 to correct the drainage problem in the Kates Lane area.
