PRESENT: J. Sherman Scott, in the Chair Mrs. Jean McPherson Harvey Spang Milton J. Mowbray W. J. Greening Ross Deakin Hubert Wank L. T. Johnston, Clerk The following CORRESPONDENCE was considered: 1. Solicitors ask Council for further direction as to hOvl they should Droceed under Resolution No. 293/62. Stroud application to change zoning. Council AGREED that a c'opy of our solicitor's letter be sent to Mr. Stroud. 2. High SchOol Secretary submits copy of letter from County Health un~t a&K~ng that dr~nking water for proposed 1200 pupils at Dunbarton be delivered in a more sanitary manner. Clerk directed to advise the High School Board that the matter of services to the Dunbarton School would be a matter for their Board, and not a matter for Council. National Railwa submits seven copies of prints for venue cross~ng for Township signature.. 3. Clerk get Engineer's approval. Depart'mentof Hi~hwabs Of Ontario approves sale truck from Road Depar~ent for ~ 00. o. 4. 5. Or aniza·tion asks Council to consider or a s~ren ~n South Pickering to be used ~n case of "an attack", although this area is fairly well covered by Scarborough, Ajax and pickering Village. Members prepare resolution to have H.E.P.C. Act amended to permit a Municipality to purchase Hydro system in a part of a mùnicipality. 7. Our Solicitors submit three agreements for sale of Township ~nàus~r~al lands. (See By-Laws) (a) Nordel Development Corporation Ltd. - tots 4-5-10-11, 6 + acres for $18,900.00 - $1,000.00 Deposit, $1,835.00 on closing and balance 5 years. (b) Satok Industrial Development Ltà - Lots 6-7-12-13 - 6 + acres, for $18,900.00 -$1000.00 deposit, $1,835.00 on closing and balance 5 years. (c) Satok Industrial Development Ltd. - Part Lot 2, 2/3 acres, for $1,950.00 - $100.00 deposit, $200.00 on closing, and balance 5 years. '-.. CARRIED RESOLUTION NUMBER 305/62 MUVLD by Mr. Wank, seconded by Hrs. McPherson, that the Clerk be authorized to advertise for a Planning Director, salary range of Six to Eight Thousand Dollars per annum. CARRIED YEA: Messrs. Mowbray, Scott, Deakin, Greening, Wank, and Mrs. McPherson. NAY: Mr. Spang. RESOLUTION NUMBER 306/~2 MOVLD by Mr. Mowbray, seconded by Mr. Wank, that this Council recommends to Planning Board that a more consistent policy be followed with regard to charging of fees and imposing conditions in connection with granting of Planning Board consents. CARRIED RESOLUTION NUMBER 307/62 MOVLU by Mr. \'lank, seconded by Mr. Deakin, that this Council make appl~cation to the Ontario Municipal Board for approval of consent for William Allan Ault, Executor of the Estate of Mary Elizabeth Davis to convey to George M. Vysick and Marjorie Vysick a parcel of land about one acre in area with existing dwelling, such parce¡ comprising part of Lot 33. Range 3, and parts of Lots 1 to 5, Plan 189; as recommended by the Township of Pickering Planning Board December 7, 1962. CARRIED , RESOLUTTON NUMBER 308/6 2 MUVLD by Mr. Deak~n, seconded by Mr. Wank, that this Council make appl~cation to the Ontario Municipal Board for approval of consent for Arthur Lawson Milne and Walter Brown Milne, Trustees of the David Lawson Estate to convey to Donald Lynde and Marie Lynde an irregular parcel of land about 1 1/4 acres in area, being part of Lot 25, Concession 1; as recommended by the Township of Pickering Planning Board December 7, 1962. CARRIED RESOLUTION NUMBER 309/62 MOVED by Mr. Green~ng, seconded by Mr. Mowbray, that the Minister be requested to change the zoning designation from Commercial to Residential in the proposed Official Plan of the Township of Pickering of the parcel of land, about 1 1/4 acres in area, lying between old Highway No. 2 and the proposed relocation of Ne. 2 Highway at the east end of Dunbarton, (part of Lot 25, Concession 1) to permit Mr. and Mrs. Donald Lynde to use this land for a dwelling; as recommended by the Township of Pickering Planning Board December 7, 1962. CARRIED BY-LAW NUMBER 2740 Mr. Mowbray, seconded by Mr. Spang, moves for leave to introduce a By-law of the Township of Pickering to permit the Corporation to enter into an agreement of sale of certain Township Industrial lands to Satok Industrial Developments Limited, and that same now be read a First time. Mr. Mowbray, seconded by Mr. Wank, moves that By-Law Number 2740 to permit the Corporation to enter into an agreement of sale of certain Township Industrial lands, be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. - 3 - , 'By-'L'a'w' No.' '2740 (Continued) Mr. Mowbray, seconded by Mr. Deakin, moves that the report of the Committee of the íihole on By-Law No. 2740 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED, BY-LAW NUMBER 2741 Mr. Mowbray, seconded by Mr. Spang, moves for leave to introduce a By-Law of the Township of Pickering to permit the CorDoration to enter into an agreement of sale of certain Township Ihdustrial lands to Satok Industrial Developments Limited, and that same now be read a first time. Mr. Mowbray, seconded by Mr. Wank, moves that By-Law Number 2741 to permit the Corporation to enter into an agreement of sale of certain Township Industrial lands, be now read a second time, and that Council go into Committee of the ~~ole thereon. The Committee of the Whole arises and reports the By-Law as read. Mr. Mowbray, seconded by Mr. Wank, moves that By-Law Number 2742 to permit the Corporation to enter into an agreement of sale of certain Township Industrial lands to Nordel Development Corporation Ltd., be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Mr. Mowbray, seconded by Mr. Deakin, moves that the report of the Committee of the Whole on By-Law Number 2742 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED BY-LAW NUMBER .2743 Mr. Greening, seconded by Mrs. McPherson, moves for leave to introd~ce a By-Law of the Township of Pickering to repeal By-Law Number 2737 which repealed By-Law Number 1923 (Community Centre, Fairport), and that same now be read a first time. Mr. Greening, seconded by Mr. Deakin, moves that By-Law Number 2743 to repeal By-Law Number 2737, which repealed By-Law Number 1923, be now read a second time, and that Council go into Committee of the Whole thereon. The Committee of the Whole arises and reports the By-Law as read. Mr. Greening, seconded by Mr. Mowbray, moves that the report of the Committee of the Whole on By-Law No. 2743 be adopted, and that the said By-Law be now read a Third time and PASSED; that the Reeve and Clerk sign the same, and the Seal of the Corporation be affixed thereto. CARRIED - 4 - BY-LAW NUMBER 2744 (Two Readings) Mrs. McPherson, seconded by Mr. Wank, moves for leave to intro- duce a By-Law of the Township of Pickering to designate through highways in the Township of Pickering, (Bay Ridges), and that Mrs. McPherson, seconded by Mr. Spang, moves that By-Law No. 2744 to desi~nate through highways in the Township of Pickering, be now read a second time, and that Council go into Committee of the ~~ole thereon, AGREED Mrs. McPherson, Mr. Spang, and Mr. Scott, meet Uxbridge Iownship Council December 20, at 2:30, to adjust account. AGREED Reeve arrange meeting, Committee of the Whole, with Townsnip Solicitor and County Assessor, for December 17th, to discuss Township assessment. Deputy Reeve McPherson advised Council that the Town of Ajax had erected a tence across their one foot reserve, which was used as an entrance to the new Ajax Baptist Church located in the Town- ship on Heron plan.
